Welcome and Roll Call
Facilitator Kim Marshall welcomed the Board Members and reminded them about the recording and
important Zoom features to carry out the meeting.

Public Comment
Facilitator Marshall welcomed the public comment period.Three comments were entered to the record.
Community member Shelley Chase had oral comment:
Shelley Chase:
Fern St. residents are concerned about the traffic on their street because it endangers pedestrians.
There is no sidewalk and the curve on the street may lead to an accident where a pedestrian could be
hurt. Speed bumps have been added.The street used to be a dead end, but now it is a through street.
Residents are concerned that there will be a fatal accident. Neighbors suggest that the street get
temporarily closed to through traffic.The Transportation Committee said they could not act on it now
because of the designation.
Facilitator Kim reminded the public about the purpose of the Board, and that this Board does not
manage traffic-related issues.
Shelley Chase thanked the Board for their time.
Work Plan Work Session
The work plan so far addresses the mission.The Board discussed the plan at meeting three.The Board
would like to ensure that the conversations are centered around the most affected communities. At the
last meeting,topics were added.Tonight's discussion was about finalizing this document.
The recommendations will follow this process.
1. Discussion of meeting topic
2. Formulation of Reccommendation
3. Prior to finalizing, each member will have an opportunity to present their views which will be
documented in the recommendation.
For a recommendation to move forward, it will require consensus (12 of 15 votes in favor). Facilitator
Marshall explained that voting will not take place on every issue. Alternates do not hold voting power.
No objection to the recommendation process.
The Board will make quarterly reports to the City Council. When a recommendation is sent, it will be
reviewed by the City Manger and implemented if no Council action is required. If action is required,
implementation will not begin until all approvals are in place.
Board Member Jimmy Brown: How are we going to let the broader public know about the
recommendations?
Board Member Justin Low: Do we need to move on items being considered at the state and federal level
for legislation?
Facilitator Marshall:The scope of the Board does not include legislation advocacy. Staff will seek to
clarify this for the Board.
The Board discussed factoring in public involvement with each recommendation.They hope to also be
involved in advocacy at the state level on legislation.The public should be looped into the PSAB's
recommendations and work.
Councilor Liz Newton:The public will be involved at different points of the process.
The Board represents various community interests, groups.
The incoming Chair and Vice Chair will have to present the agreed upon Work Plan and Topic Schedule
to the Tigard City Council for approval and reporting.
Tigard Policing 101
Commander Jamey McDonald presented on the practices, procedures and mission of the Tigard Police
Department. Commander McDonald oversees the Services Division (Detectives, SROs, Property and
Evidence, Records, Professional Standards). He has also managed the Patrol Services. He has been part
of the TPD since 2001.
Commander McDonald fielded questions throughout the presentation as he talked about the structure
and day-to-day operations of the department.The Tigard Police Department works with community
partners and other agencies to serve the public and offer programs.

Election of Chair and Vice Chair for Early Action and Hiring Sub-Topics
Board Chair and Vice-Chair will need to present PSAB Work Plan and Topic Schedule at Tigard City
Council. Staff will provide support to them during their term.
- Board members brought up public engagement.They would like to see the public consistently
informed about the work of the PSAB.
Board Member Brown was nominated to serve as Chair without opposition by Board Member John
Trinh. Board Member Brown accepted the nomination. Board Member Brown was unanimously elected
Chair.
Board Member Abdi Mohamoud was nominated to serve as Vice-Chair without opposition by Board
Member Rauda. Board Member Mohamoud was unanimously elected Vice-Chair.
Wrap Up and Next Steps
Facilitator Marshall provided a snapshot of upcoming meetings. Commander McDonald invited
the Board to reach out to staff to provide their questions and suggestions ahead of time so that
they can be addressed during presentations. Those can be sent to Staff Liaison Eduardo Ramos
at eduardor@tigard-or.gov.
Board Member Landers commented that the Board needs to have a conversation about racial
equity. Be given time to talk about this issue.
Board Member Valerie Sasaki seconded that request.
NOTE: Board Member Sasaki joined the meeting late due to a work conflict.
The Board discussed different approaches to the request. Some Board member thought that
racial equity conversations should happen during allotted time. Others on the Board argued
that racial equity conversations and outcomes should be included throughout the topics that
the Board will cover. Racial equity should be at the core of every discussion.
The Board agreed to revisit this discussion at the meeting on February 22, 2021.
