Third Public Safety Advisory Board Meeting

Meeting Summary
Welcome and Roll Call
Kim Marshall began the Public Safety Advisory at 5:02pm. Kim introduced Eduardo Ramos, the new
management analyst in the City Manager's Office. Eduardo introduced himself saying that he uses
he/him pronouns and that he will be serving in the City Manager's Office working on the PSAB and has
already begun by updating the PSAB website to allow for public comment. Kim then led roll call of the
Board members.

Police Chief Kathy McAlpine's Update
Chief McAlpine gave an update to the Board about the officer-involved shooting on January 6t". She
informed the Board that she had no additional update because the Washington County Major Crimes
Team is still completing their investigation. She acknowledged the frustration of the community who
are asking for more information.
The Chief also gave an update on the riot response.This included an overview of groups that the Police
Department had presented to regarding the riot.
Finally, the Chief introduced the mission and core values of the department to the Board.
Public Comment
Public comment was opened for the first time. No community members presented live public comment.
Three community members submitted written comment. Those comments were read aloud to the
Board and are posted online.The Board briefly discussed the comments. Liz Newton asked that we note
comments about scheduled topics so the Board can come back to them later. She also asked that the
comments be posted online. Eduardo confirmed that the topics would be posted online.
Topic Schedule Work Session
The Topic Schedule was opened for discussion.The Board had a robust discussion around the topics and
added several areas of interest to the schedule.The updated Topic Schedule is available online.
Work Plan Work Session
The Work Plan discussion began by reviewing the decisions from the first PSAB meeting.The Board
discussed the nomination process for Chair and Vice Chair. Members will nominate themselves. If
multiple candidates are nominated, a vote will be held. Liz Newton asked if the Chairs would have
technical support.The answer was yes. It was agreed that Chairs for each topic area will be elected two
weeks before their term is set to begin.
Valerie Sasaki asked that the Board clarify how and when Board members will be authorized to
represent the views of the Board.
There was a discussion about the number of allowable absences for Board members.The Board agreed
that there would be no hard rule on the number of allowable absences. Instead, a reasonableness
standard would be used, and Board members would reach out to any members who missed meetings.
The Board discussed the recommendation process. Sheherazade Weyland asked how the Board would
choose to vote. Several members suggested using a straw poll to make the determination.Jeff Mott
asked about who would speak to Council about recommendations. Liz Newton replied that the Council
likes to hear from several members of citizen Boards, but not everyone would always have the chance to
speak.
Next Steps
Kim Marshall concluded the meeting at 7pm,thanking everyone for their time and adding that next
meeting would include the conclusion of the Work Plan discussion,Tigard Policing 101, and elections for
the first Chair and Vice Chair of the Board.
