10/18/2012 - Summary Mayor's Blue Ribbon Task Force Summary Thursday, October 18, 2012, 7:00 PM— 9:00 PM Public Works Auditorium Tigard, Oregon MEMBERS PRESENT: Jason Rogers, Dan Goodrich,Tom Woodruff,Margaret Doherty,Barry Albertson,Troy Mears,Jessica Cousineau, Bob Smith,David Burke MEMBERS ABSENT: Mike Stevenson,Mark Haldeman, Chief Michael Duyck, Sue Yesilada, Melody Graeber STAFF PRESENT: Liz Newton-Assistant City Manager;Toby LaFrance-Finance &Information Services Director;Liz Lutz- Confidential Executive Assistant 1. Recap of previous meeting—There were no comments or changes to the 9/27/12 meeting notes. 2. Review of Information Requested—The committee members requested the following: a. WES information: i. 2009-2012-30%increase with some dips (economy,holiday, etc.) ii. Chamber of Commerce reported that they have not seen WES hurt or help downtown businesses. b. $100,000 Revenue Matrix i. Every 5 years, the street maintenance fee is reviewed before the City Council. ii. It's easier to increase fees that people can see has a direct link to cost. iii. Building fees-we are in the upper 1/3 compared to other jurisdictions. iv. SDC—also upper third. v. Water-we are a couple of years ahead of planning for water infrastructure. vi. Business License-bottom third vii. The Budget Committee would like to visit franchise fee (solid waste) when it's up for renewal. viii. Street Maintenance Fee-(slurry seal, overly projects) goes on utility bills-could increase at same time as other increases. 3. Roundtable #1- Ideas for Recommendation • Communication to citizens-where the city is at and what is going forward-Cityscape is a good start-perhaps a small article from each commission or board. • Need to let people know the city is running lean and volunteers help make the city run. Highlight-large financial consequences (library closure for example). Page 1 of 2 • Scare tactics are old-need to celebrate successes-parks are open,business that are open, communicate with people where they are (recreation, plays, athletic events, etc.). • Ask for public suggestions-how much would you want to pay for x service? • Provide a complete picture-not doom and gloom. • How do you market the city? College football, social media,Tigard Times, Saturday Oregonian. • Perhaps a kiosk at Washington Square with volunteers to provide key information about the city. • Even address young people-provide information on walking/running trails, skate park, etc.-city has never capitalized on that. • Partner with colleges-George Fox, PSU,Tigard High and PCC (Future Connect program). • City should consider what image it wants to project. • Needs to be part of a strategic plan going forward. • RE survey-if had 100 points, choose what is important by allocating points until all are gone. • Partnership with others-Rec department, etc.,with all others-raise taxes or pay a fee for service. • Bottom line-develop a strategy to communicate with the public—determine the goal, audience and timing. 4. Roundtable #2—Areas of Service • Could Tualatin Hills Park and Rec relieve some park maintenance work. • Property-real estate/developer deal-joint goal of improving the area-get the property improved and invest in infrastructure-downtown and Tigard Triangle. • School District-joint improvement at facilities and fields,i.e., play structures, community garden in Metzger. • Entertainment-Broadway Rose partner on venue? 5. Roundtable #3-Communication • Already covered in #1 6. Roundtable #4-Next public dollar: • Town square-master plan is clear-acquire that land and it could serve as a foundation for bringing the community together. • $1.7 million—open space purchase: Park Bond?Urban Renewal funds? • Make sure citizens know what the city has planned for downtown. • Downtown alliance, Chamber of Commerce,Broadway Rose-would they partner to help with downtown redevelopment? Requests from the task force for additional resources: ✓ What percent of total funds spent by the city goes to the private sector and how much to local Tigard?Toby ✓ Outline will be created for the 11/8/12 meeting-Liz N.
