RESOLUTION NO.21-,
A RESOLUTION THANKING EMILIO CALDERON FOR HIS SERVICE AS TIGARD's YOUTH CITY
COUNCILOR
WHEREAS,Emilio Calderon's term of service will end on June 30, 2021, contributing a full year of
outstanding service to the City of Tigard, Oregon as our Youth City Councilor; and
WHEREAS, Councilor Calderon has earned the admiration of his fellow Council members and city staff
for his good humor, dedication, enthusiasm and professionalism in carrying out his responsibilities as
Tigard's Youth City Councilor since July 1,2020;and
WHEREAS, Councilor Calderon wrote an inspiring essay and interviewed well for the Youth City
Councilor position, displaying an ability to grasp big issues and connect them to the important role youth
have in an inclusive community,thereby demonstrating his advocacy for youth in the city; and
WHEREAS, Councilor Calderon proved himself to be an able youth ambassador during a period of great
change. He advanced current City Council goals,contributed to the creation of new two-year Council
goals,participated in the selection of a new City Manager and a new Municipal Court Judge, contributed
to the creation of the Public Safety Advisory Board,reviewed the city's annual budget as a Budget
Committee member, served as the City Council liaison to the Youth Advisory Council and shined as an
enthusiastic advocate for community outreach and mentorship under extremely challenging conditions
required by Covid-19;and
WHEREAS, Councilor Calderon's exemplary service to Tigard's youth was recently recognized by the
Tigard Chamber of Commerce by naming him 2021's Tigard Youth Volunteer of the year.This award
honors a youth volunteer who makes a difference in the community and Emilio's generous contribution
of dedication, energy and community spirit was especially noteworthy; and
WHEREAS, Councilor Calderon's consistent participation in weekly Council meetings impressed his
fellow City Councilors and city staff for his preparedness on a variety of subjects,dependable advocacy
for the youth viewpoint,his willingness to challenge himself and expand his knowledge and skills with
valuable questions. Staff presenters and City Council members enjoyed Councilor Calderon's humor and
perspective during a Washington Square Regional Center briefing in January.Data showed support for car
dealerships around the regional site and Councilor Calderon waited until the presenter finished and called
for questions to pose this query, "Why would people want car dealerships?"which gave the presenter an
opportunity to share the employment and tax revenue benefits these businesses bring to a community;and
WHEREAS, Councilor Calderon maintained a high standard for communication and participation on
issues like climate, financial relief for businesses and community members during a pandemic,
volunteering,homelessness and racial equity and engagement; and
WHEREAS, Councilor Calderon contributed his talents and perspective to the city in a time of
unprecedented challenge and set about forming mutually respectful and enjoyable relationships with
residents,city staff and elected officials; and

WHEREAS, Councilor Calderon has admirably represented the City of Tigard in the past year and set a
high standard for future Youth City Councilors. He brought valuable insight to the selection process for
his successor by serving on the Youth City Councilor 2022 interview panel; and
NOW,THEREFORE, BE IT RESOLVED by the City Council that:
SECTION 1: The City of Tigard Council and city teammates hereby commend Emilio Calderon
for his valuable contributions to the city as Tigard's Youth City Councilor.
SECTION 2: This resolution is effective immediately upon passage.
