Tigard Public Library Board Minutes
MEETING DATE/TIME: Thursday,December 17,2020 6:30 p.m.

1. CALL To ORDER:
Chair Katie Harris called the meeting to order at 6:34 p.m.

3. APPROVE MINUTES
The minutes from the November 19, 2020 Board meeting were reviewed. No changes were requested.
Motion by Mary Bogert. Second by Jim Ivler to approve the November 19,2020 minutes as written.

4. AGENDA ADDITIONS AND DELETIONS
There were no suggested changes or deletions.
5. LIBRARY OPERATIONS
Library Director Bernard updated the Board on activities and decisions made since the November
meeting. Director Bernard currently has three main areas of focus in her role: 1) adjusting the delivery
of Library services during the COVID-19 pandemic;2) developing the City's Anti-Racism Action
Plan, and 3) working on the proposal for a second round of RAFT (Resident Aid Fund of Tigard)
funding for the community. She explained the details of those areas of focus to the Board.
The Library remains in Service Level 1.5 (of 5),where it has been since November 18th. This service
level includes onsite work for staff, and virtual and external services for patrons,but no Walk-Up
Service Desk.
During this service level,remote work has been increased for some staff to keep the building safer for
those who must work onsite. All Library staff work solely onsite, or split their workweek between
onsite and telework, all seven days of the week.

We currently have six vacancies in our staffing,which is 13% of our total Full Time Equivalent (FTE).
This has had a significant impact to workflow, so we will begin the recruitment process for the Senior
Librarian in Adult Services first and will fill vacancies for the other positions in the new year.
Our volunteer program remains suspended, as it has been since March 13th. There are only remote
volunteer opportunities available currently. The Library Board members are our most regular
volunteers—attending virtual meetings on a monthly basis.
Our Person-In-Charge (PIC) team members are now all designated Temporary COVID Safety
Officers (TCSOs) and have taken OSHA training on best practices for public health.
Director Bernard shared that Library Takeout is thriving with 3,651 patrons helped in 23 service days
in November. She also shared programming highlights like the December crafting series and Movie
Tropes Bingo. While Family Story Time is on a winter break, there are plenty of recorded videos on
our YouTube channel.
Amber Bell (Readers Services Manager),who spoke to the Library Board in November about the
Library's new strategic plan,has now convened a meeting with the core team which includes Library
Board member Kate Ristau. Suzanne Sikora and Jim Ivler will also be supporting the planning process.

6. OTHER BUSINESS
Helen Allen expressed her appreciation for what staff is doing to make library materials available to
patrons during this pandemic.
7. ADJOURNMENT
Chair Harris adjourned the meeting at 7:02 p.m. The next virtual meeting of the Tigard Library Board
is scheduled for Thursday,January 21,2021 at 6:30 p.m.
