DDR2021-00001 Pipeline Plumbing 1 SECTION III. BACKGROUND INFORMATION Site Information: The subject property (12700 SW Pacific Highway; WCTM 2S102AC, Tax Lot 1701) is located on the southeast side of SW Pacific Highway (Highway 99W), northeast of SW McKenzie Street,and southwest of SW Johnson Street. The property is currently occupied by an existing office building,with associated parking and landscaping. The property is located in the Tigard Downtown Plan District, the Mixed-Use Central Business District(MU-CBD) Zone,and the Fanno—Bumham Street Sub-Area. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS 18.120 Commercial Zones: 18.120.030 Land Use Standards A. General provisions.A list of allowed,restricted,conditional,and prohibited uses in commercial zones is provided in Table 18.120.1, except for uses in the TMU zone, which are provided in Chapter 18.660, Tigard Triangle Plan District. If a use category is not listed, see Section 18.60.030. The subject building will be occupied by plumbing contractors (Pipeline Plumbing).As detailed in Chapter 18.60 Use Categories,"Contractors and others who perform services off-site are included in the Office use category if equipment and materials are incidental to the office use and their storage does not constitute 50 percent or more of occupied space; otherwise, they are classified as Industrial Services." The applicant's narrative states that the front portion of the building,which measures approximately 1,500 square feet in size,will be used for offices, and the rear portion of the building,which will measure approximately 1,089 square feet in size with the proposed addition, will be used for the storage of equipment and materials. Accordingly,because the storage of equipment and materials will constitute less than 50 percent of the total occupied space,the proposed business is considered to be an office use,which is allowed in the MU-CBD Zone.This standard is met. 18.650 Tigard Downtown Plan District: 18.650.040 Approval Criteria A. Type I downtown development review. The approval authority will approve or approve with conditions an application for Type I downtown development review when the following are met: 1. The modification does not cause the development to go out of conformance with any applicable standard of this chapter or further out of conformance if already nonconforming,except where an adjustment has been approved; and The applicant proposes a 368-square-foot addition on the rear of an existing office building located at 12700 SW Pacific Highway, along with minor changes to the building facades. The findings in this decision will only address the development and design standards in CDC Chapter 18.650 that apply to the applicant's proposal. The proposed addition will be located on the rear of the existing office building,and will only modify the structure's side(northeastern) setback and rear(southern) setbacks.The subject property is located in the Fanno—Burnham Street Sub-Area,and the applicant's site plan demonstrates that the proposed addition will comply with the applicable side (0 feet) and rear (5 feet) setbacks (CDC Table 18.650.1). The applicant's proposal will also increase the height of the existing building by 2 feet, which will bring it closer to conformance to the 20-foot minimum building height standard for the Fanno—Bumham Street Sub-Area.According to the Washington County Assessment and Taxation Report,the site measures 0.31 acres or 13,503.6 square feet in size.The existing on-site paved areas measure approximately 8,000 square DDR2021-00001 Pipeline Plumbing 2 feet in size and, with the proposed addition, the building will measure 2,588.75 square feet in size. Accordingly, the site's total lot coverage will be 78 percent with the proposed building addition,which complies with the 80 percent maximum lot coverage standard for the Fanno—Burnham Street Sub-Area. The applicant does not propose any modifications to the on-site parking lot or to existing landscaping. An office use requires a minimum of 2.7 parking spaces for every 1,000 square feet of floor area (CDC Table 18.410.3). Additionally, minimum off-street parking requirements in the Tigard Downtown Plan District (outside of the Main Street—Center Street Sub-Area) are 75 percent of the total computed from CDC Table 18.410.3 (CDC 18.650.050.B.6). Accordingly, the total minimum off-street parking requirement for the existing office building and proposed addition is 5 spaces.Aerial photographs show there is adequate parking on site, with at least 8 spaces located adjacent to the front portion of the building. The applicant proposes minor facade improvements on the rear portion of the building, but will not modify the building's street-facing facade. The applicant's detail drawings show that the roof on the proposed addition will be a flat roof with a parapet (CDC 18.650.060.C.2.b), and that none of the prohibited exterior building materials or finishes in CDC 18.650.050.E will be utilized. As detailed in the findings above, the proposed modification does not cause the existing development site to go out of conformance with any applicable standard in CDC Chapter 18.650, or further out of conformance if already nonconforming.This criterion is met. 2. The modification complies with all other applicable standards of this title. Staff reviewed the applicant's materials to confirm that this proposal is in compliance with all other applicable standards of this Tide. This criterion is met. CONCLUSION: This proposal has been processed through a Type I downtown development review,and is in compliance with all applicable standards of this Tide. SECTION V. AGENCY COMMENTS Pride Disposal approved of the proposed location for the new waste collection area,located behind the office building. The agency requested that the applicant submit additional details about the waste collection area, including information about gates and overhead clearance. The site plan shows one enclosure on the property measuring 10' deep and 20' wide, which allows for straight on access. The other details on the site plan are not shown. These requirements will need to be met to ensure our access: • The gates need to be hinged in front of the enclosure walls to allow for the full 20' width. This will also allow for the 120 degree opening angle that is required. • No center post at the gate access point. • The gates need cane bolts and holes put in place for the gates to be locked in the open and closed position.
