Approval of Minutes: February 8, 2021 Scott Winkles moved to approve the February 8, 2021 meeting minutes. Tristan Irvin seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Claudia Ciobanu, Sean Ernes, Natalie Newgard, Darlene Dick, Tristan Irvin, Scott Winkles, Ben Holmes, and Ellen Seminara, voting yes. 3. Comments from the Audience Cheron, from the Rotary Club, seeks to plant Peace Poles (4-6-sided pole) in the local community. The poles state, "May Peace Prevail on Earth" in multiple languages. The Rotary Club is interested in planting Peace Poles in Cook, Summerlake or Dirksen Nature Park and is seeking additional input from the PRAB members. Chris Garsek thanked the Parks Department for the reopening of the Summerlake Dog Park. Chris also shared that Burton David White passed away this year (resident near Summerlake). In lieu of flowers/cards, donations can be made to his favorite dog park, the Summerlake Dog Park. 4. City Center Urban Renewal Amendment City Center Urban Renewal Plan Amendment Sean Farrelly, Redevelopment Project Manager, gave an update on the upcoming Ballot Measure: • Measure #34-305 o Amend the City Center Urban Renewal Plan o On the Ballot in May 2021 (needs approval by voters) o If measure is approved, it will move tax money around. It will not raise taxes. o This measure will add 20.8 million dollars on maximum amount available to spend on Urban Renewal projects. It will also add 9 years to the plan. o Constructions to new streets, additional parking (downtown), improvements to trails, Phase 2 to Universal Plaza, affordable housing. o Projects completed: 50 million in private investments, 234 housing units, 32% increase in apartments, 28 matching grants for small businesses, streetscape improvements and Rotary Plaza. o Active Projects: Universal Plaza 5. Reservoir 18 Water Project Marissa Grass, PW Communication Engagement Coordinator, and Rob Murchison, Tigard Public Work Deputy Director, gave an update on the Reservoir 18 Water Project: • Potential positive impact on the Sunrise Property. • CofT will design and construct a new 3-million-gallon water reservoir. • The project is in Western Tigard, Sunrise or Cach Nature Park • Part amenities may be built at the same time at the water reservoir to save on costs. Parks and Recreation Manager Update Parks, Recreation and Green Infrastructure Manager, Rick Gruen gave an overview including Covid- 19 reactivation status of Parks and Rec programs, Metro Local Share status, Master Plan update and the hiring of the Recreation Program Specialist and Parks Supervisor positions. • Rick and Martin are reviewing applications for the Parks Supervisor and are looking to hire soon. • Parks & Rec Team is working with Risk Management and Management Team to move towards reactivating our parks in a safe way. • Shelter Reservations are not open yet. OHA Guidelines aren't clear on how to classify Shelter Reservations. Team will continue to evaluate this process in order to open shelters safely. 7. Recreation Update Recreation Coordinator, Kaitlyn Leaf provided the following updates: Spring Break Day Camp — • First in person program back. • Very successful and fun week • Used scooters from SRTS Virtual Egg Hunt— • Just over 100 email submissions • Very positive feedback from community who greatly appreciated this opportunity. • All participants had the opportunity to pick up a prize bag. PE in the Park— • At capacity for class sessions, 5-11 years • Room for more enrollments for older youth, 12-17 years. • First week went great. Activity Boxes — • Full enrollment and waitlists. • Look forward to doing this again later in the year. Partnering w/ SRTS to create fun and challenging fitness opportunities for the community • Summer Day Camps • Hiring of Rec Program Specialist— first round of interviews next week • Rec Aide positions posted. Hoping to hire a few before June. 8. Park Updates Parks Supervisor, Martin McKnight provided the following updates: • Completion of artificial turf at Cook Park. On schedule to be finished by end of the month. • Metzger School Park— small irrigation fixes needed. Fields should be in better shape this Spring. • CIP Dirksen Nature Park Parking lot • Seasonal Hiring process 9. Non —Agenda Items • Public Survey for the Parks & Rec Master Plan coming out at the end of the month. This survey is focused on priorities. 10. Executive Session No executive session was held. 11.
