Staff Present: Redevelopment Project Manager Sean Farrelly, Economic Development Manager Lloyd Purdy, and Senior Administrative Specialist Joe Patton. Others Present: TCAC Council Liaison John Goodhouse, CPAH Executive Director Rachael Duke. 1. CALL TO ORDER Chair Ruggiero called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. CONSIDER MINUTES The March 10, 2021 TCAC Minutes were unanimously approved. 3. CALL FOR NON-AGENDA ITEMS Commissioner Wright will discuss parking impacts on Main St. 4. PUBLIC COMMENT—N/A. 5. FOLLOW UP FROM PREVIOUS MEETINGS Commissioner Murphy thanked Commissioner Ruggiero for his involvement in the design process of the Universal Plaza. Commissioner Ruggiero thanked staff and the design firm. 6. CITYWIDE ECONOMIC DEVELOPMENT INITIATIVES Sean noted that the TCDA Triangle urban renewal budget for next year includes $100,000 for the equitable business fund. Funding possibilities could include tenant or fagade improvements. Lloyd briefly discussed projects he is working on. The Tigard CARES program leveraged $300,000 to over$1 million in low interest loans by partnering with Micro Enterprise Services of Oregon (MESO), on top of the $2.5 million in federal funding. The Opportunity Cafe utilizes the space at the Library to partner with MESO to allow an entrepreneur to pay a rent that slowly escalates over two years while they receive assistance from MESO for technical and financial resources. The Taste of Tigard, once it restarts,will include a reduced entry fee for entrepreneurs that partner with one of Tigard's ten equitable business advising partners.Lloyd secured $70,000 which can be used to buy potentially two food carts to be rented through a Tigard partner. The Universal Plaza will include business incubator space for equitable business. Entrepreneurs working with a Tigard partner will have their first-year business license waived if they complete entrepreneur training in their first year. Los Empresarios de Tigard is the Spanish language business outreach program.A webinar series is offered to entrepreneurs every other month.A scholarship training program will a to help a Tigard resident who works in Tigard receive training or certification. A Community Investment Trust through Mercy Corps NW or other partner is being evaluated and involves purchasing a commercial building and allowing residents to invest. Once the purchase price is repaid investors would receive income from the rent Page 1 of 2 TOWN CENTER ADVISORY COMMISSION April 14, 2021 paid. The enterprise zone and vertical housing development zone will continue. A broader Tigard business zoning project is underway as well. The Tigard website is undergoing redesign and will include a listing of resources for entrepreneurs. 7. TORCHWOOD DEVELOPMENT ASSISTANCE Sean reviewed the information included in the agenda packet and noted if approved by TCDA, a development assistance agreement would be a forgivable loan with a repayment requirement if the project does not proceed. Commissioner Murphy abstained due to his close ties with CPAH but remaining voting Commissioners unanimously recommended TCDA approve the request based on previous Tigard CPAH affordable housing projects that included sustainability,beauty and community. 8. TCAC GOALS 1ST QUARTER UPDATE Sean briefly reviewed the 2021 goals and progress included in the agenda packet. Ryan reviewed the subcommittee progress. Proud Ground will be invited to a future meeting to discuss what they are doing in Tigard and potential future projects. 9. SUBSTANTIAL AMENDMENT UPDATE Sean noted that the public information campaign has started with briefings to different Tigard citizen advisory groups and the Chamber of Commerce underway. The video is still under revision as the Secretary of State approval as factual and unbiased is being sought. Commissioners can share the information included in the agenda packet. 10. SUBCOMMITTEE UPDATES The Hwy 217 overpass that included pedestrian and bicyclist access is on hold due to the SW Corridor project being halted. The new light at 72nd and Wall St. will be activated soon. The Urban Renewal Grant Subcommittee awarded a matching grant for a new salon and spa opening on Main St. The TDA will hold a Visit the Restaurants promotion next month. Farmers Market opens on Burnham St. May 2. 11. NON-AGENDA ITEMS A. Due to connection issues, Commissioner Wright was unable to fully share his input but will share via email. Other Commissioners discussed the parking situation on Main St. The topic will be addressed next month and a representative from TDA will be invited. Staff will update the Parking Management Plan post-COVID restrictions and explore other options such as enforcement and parking signs to direct downtown visitors. 12. License plate numbers were tracked to determine length of stay. Obviously, this method will miss many short stays. Also, previous studies show that the peak is between 12:OOpm-1:OOpm, and no inventory was taken at that time, so consider these items when looking at peak occupancy and length-of-stay results. Also, note that vehicles needed to be in the same location on three consecutive inventories before claiming a violation of the 2-hour time limit. Parking Study Results As noted in the 2015 parking study,there is a substantial difference between parking occupancy south of the tracks and north of the tracks. Much of these results are parsed by North-of-Railroad (N of RR) and South-of-Railroad (S of RR),then parsed again by time limited (2-hour) and unlimited, and then parsed in even smaller chunks as it appeared that the behaviors were different in each area. This indicates that very different policies should be considered for the areas north and south of the railroad. To the north, we should consider ways to encourage more of the off-street users to park on-street.To the south, we should consider policies that will maintain some availability (85% rule) of on-street parking once Attwell Off Main opens. In the graph below,the occupancy of each 2-hr block/lot is considered separately. Each block should maintain some availability. Parking length of Stay The length-of-stay profile for unlimited parking is shown below. Burnham is currently used for both short and long-term parking. Tigard St on-street parking is used mostly for short term, although a couple of employees appear to be aware it is not limited to 2-hour parking. Electric St is used by employees in the area; they stayed put all day.The length of stay for vehicles in 2-hour spots is substantially shorter.
