The meeting was called to order at 7: 00 pm by Wayne Gross.

2. Approval of Minutes:January 11, 2021
Natalie Newgard moved to approve the January 11, 2020 meeting minutes. Tristan Irvin seconded
the motion. The minutes were approved by a vote of the board members present with Wayne
Gross, Ben Holmes, Scott Winkles, Sean Ernes, Ellen Seminara, Darlene Dick and Claudia
Ciobanu, voting yes.

4. City Facilities Consolidation (CFC) Update
Community Development Director, Kenny Asher, gave the following updates on the CFC
Project:
• CFC is a necessary and cost-effective solution to meet the needs now and in the future.
• A new public services building will be built.
• Facilities do not meet current needs and there are safety issues regarding the facility
functions in case of emergency.
• PW will be relocated in order to use the old PW building for other services.
• The project is in Phase 3, this involves bringing the project to Tigard residents for
community input.
• It is more likely that the City will save money overall with this new project. The project can
be funded without raising property taxes. Lowest net overall cost of space.
• Potential Opportunities:
o Existing city properties could be developed into more than 500 new apartments and
affordable options.
o New housing could stimulate downtown development.
o The building itself will have a community room, available to reserve.
o Additional parking for downtown visitors.
o Create new tax revenues.
o New facilities will ensure safety of staff in case of earthquake.
o Provide better safety, training and security for the Tigard PD.
• Next Steps: Creating the preliminary design for new PW facility and new PD (old PW site).
o May 2022 —potential construction of new PW site
• Community Engagement:
o Focus groups with Tigard business leaders and conducted interviews with city staff
o Several promotional outlets (social media, Tigard Life, newsletters)

5. Universal Plaza Update
Redevelopment Project Manager, Kenny Asher, gave an update on Universal Plaza:
• Parks bond that was passed by Tigard voters had carved out some money for a downtown
pubic space. A few years ago, the City Council encouraged staff to utilize the available
money and begin the designing and development process.
• Peter Emerson, a Studio Director for RIOS Design Studio in Los Angeles, spoke on the
development of Universal Plaza. Peter provided a visual map of the space for Universal
Plaza as well as surrounding space. There were several visual representations of connecting
trails into the space as well as various ideas of activities to utilize the space (water feature, art
space, community room, picnic tables, green space, etc.).
o Community room and canopy will be built in later phases (due to the budget).
o Lots of designing and creativity will be going into the water feature.
o High performance lawn profile — modified soil due to increased rain in area.
o Third community advisory meeting in February— everyone is invited to participate.
6. Prepare for February 16 Meeting with City Council
PRAB discussed and confirmed the list of topics in preparation for joint council meeting:
• Recreation: Adaptability during COVID, need for stability after several years of
starting/stopping, continued financial support is critical.
• Identify the best organizational structure within the City which will allow parks and
recreation services to thrive.
• As the park system continues to grow, there will need to be an on-going commitment to
adequate staffing and resources to maintain the system.
• Future park acquisition, development and maintenance decisions need to consider equity
among all service areas of the city as a key decision-making criteria.
o Winkles will discuss homelessness in Tigard as well.
7. Parks and Recreation Manager Update
Parks, Recreation and Green Infrastructure Manager, Rick Gruen gave an overview including
Covid-19 status, homeless issues, project planning, hiring of the Recreation Coordinator and other
open positions:
• Kaitlyn Leaf has been offered and accepted the Recreation Coordinator position.
• Staff are working on getting the Parks Supervisor and the Recreation Program Specialist
position posted.
• Staff are also working on COVID protocols to ensure safe in-person programming. The
Parks and Rec team plans to meet with Risk Management this week in order to develop of
plan to successfully move forward.

• Upcoming Projects: Rob Murchison is working on a Reservoir project, building a new
reservoir. This could allow parks staff to do more work on the cache and sunrise projects.
8. Recreation Update
Recreation Coordinator, Kaitlyn Leaf gave the following updates on Recreation:
• Dropped off 81 Senior Craft Kits last week to Woodland Heights and Avamere Senior
Facility. Both communities were very appreciative.
• Over 50 Valentine Craft Kits have been picked up. This program continues through Feb 14.
• Several individuals have participated in the Cook Park Virtual 5k. This event continues
through the end of the month. Eight participants will be drawn at random to receive a gift
card from Versus Board Games.
• Fanno Creek Fitness Walk is in process and will continue through the end of the month.
Upcoming-
• Virtual Egg Hunt at Woodard and Bonita Park (same hunt at both parks). The goal is to find
all the paper eggs and solve a riddle to get the prize. This hunt is slightly different from past
hunts.
• In-person programs: PE in the Park and Spring Break Day Camps. Still awaiting approval
before we move forward on these programs.
• Brief update on recent community survey results:
o Participants would like to see Adult Programs, Senior Programs and Summer Day
Camps expanded.
o Participants would like to see more Educational Nature Programming and
Exercise/fitness classes in the future.
9. Park Updates
Projects and operations update from Parks Supervisor, Martin McKnight
• Ball Field 1 & 2 artificial turf project is back on.
• Metzger School Park—irrigation research for property is on and staff are looking to receive
results this summer.
• Seasonal recruitment has begun.
• Orchard Park is officially under City maintenance.
