The existing fire station on Commercial Street houses,�a manned engine ' arid advanced life support rescue. A volunteer engine company also operates out of this °';, downtown fire station. A total of five (5) personnel are assigned to this station (5 per shift).',' . The existing station was originally built in the mid 1950's. Since that time, it has been added to on numerous occasions. This property is zoned Central Business District (CBD). The present use of the site is listed as a permitted use for this zoning district. The Tigard Community Development Code, Site Development Review Section, states; "if the requested modification meets • any of the major modification criteria, that the request shall be reviewed as a new Site Development Review application," Section 18.120,070(B) states that the Director shall determine that a major modification(s) will result if one (1) or more of the following changes are proposed: 1. an increase in dwelling unit density, or lot coverage for residential development. This criteria is not applicable as this request does not involve a residential use. 2. a change in the ratio or number of different types of dwelling units. Code Section 18..106 (P) requires one bicycle y' parking space for each 15 vehicular parking spaces in any development. Therefore, space for two bicycles shall be provided. This code standard has not been satisfied. Subsequently, the site plan should be revised to provide for the required two bicycle parking spaces. The site meets the minimum access standards through the provision of two driveways from SW Burnham Street. Code Section 18.108.080(A) (Vehicular access) requires that commercial use parking areas with less than 100 parking spaces be provided with one access drive witn a minimum access width of 30 feet. The accessway must be paved to a minimum width of 24 feet. The applicant is proposing an accessway, with 24 feet of paving, for the parking lot on the west side of the site. Additionally, the • site plan also shows the provision of an approximately 54 foot wide ,. paved emergency vehicle accessway on the eastern portion of the site. k` Therefore, this proposal surpasses the access standards. Code Section 18.108.050 (Pedestrian access) requires that a walkway j. extend from the ground floor entrances or from the ground floor landing of stairs of all commercial and industrial uses, to the streets which j. provide the required access and egress. The proposed site plan demonstrates the provision of such a walkway leading from the main entrance of the new station to SW Burnham Street. Therefore, this requirement has been satisfied. Code Section 18.100.110 (Screening: Special Provisiens) states that trees shall be planted in landscaped islands in all parking areas, and m shall be equally distributed and on the basis on one tree for each seven parking spaces in order to provide a canopy effect. The proposed landscaping plan has approximated this placement by providing four interior parking lot trees (conservative estimate) whereas the Cade requires four parking lot trees for parking area of this capacity.
