Members Absent: Lonnie Martinez. Staff Present: Sr.Transportation Planner Dave Roth, Senior Project Engineer Tegan Enloe, Senior Planner Schuyler Warren, and Senior Administrative Specialist Joe Patton. Others Present:TTAC Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:30 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. INTRODUCTIONS 3. CONSIDER MINUTES The January 6, 2021 meeting Minutes were unanimously approved. 4. 4. PUBLIC COMMENT / TTAC MEMBER ITEMS Shelley Chase provided written comments regarding Fern St. safety concerns which was proved to TTAC via email today. Tegan noted that there is currently traffic calming provided through speed humps and over 85% of the traffic travels at or below the speed limit of 25 mph. Fern St.will be added to the speed reduction list presented to Council to reduce it to 20 mph. Only one crash appears in the annual ODOT crash data. Street improvements must be ADA compliant and several issues are likely to prevent an inexpensive shoulder widening which would require extensive vegetation removal. The temporary Streets for People program will restart in the spring and this area can be evaluated to see if it qualifies. Staff will look at other options and talk to more neighbors and report back to TTAC at an upcoming meeting. 5. RIVER TERRACE 2.0 CONCEPT PLANNING Schuyler gave a presentation on the Concept Planning work including project focus,project vision, results of a survey on what makes a great neighborhood,preliminary concepts,preferred alternative, and the project schedule. 6. 2021 TTAC WORK PLAN PROPOSAL Dave briefly discussed the 2021 TTAC Work Plan developed by the subcommittee including goals and focus areas, transportation equity,Tigard Complete Streets Implementation Plan,TTAC composition and recruitment, and ongoing work. Dave will meet with the subcommittee to finalize the work plan and bring it back for the March meeting. Page 1 of 2 TIGARD TRANSPORTATION ADVISORY COMMITTEE February 3,2021 7. TTAC MEMBER ITEMS A. Serge noted three occasions during the past year when a trail was closed due to construction without adequate alternatives, detour signs or notice as required by the Complete Streets Plan.Any non-compliance can be reported to Tegan. Permitting language will be reviewed to ensure the permitting language is clear regarding the requirements. 8.
