RESOLUTION 13-92
A RESOLUTION OF THE TIGARD WATER DISTRICT BOARD OF COMMISSIONERS,
TIGARD, OREGON, DECLARING ITS INTENT TO EXPLORE WITH THE CITIES OF
TIGARD, DURHAM, AND KING CITY, OPTIMAL MEANS OF DELIVERING WATER
SERVICE IN THE TERRITORY OF THE DISTRICT, AND IF APPROPRIATE, TO
EFFECTUATE CHANGE IN THE GOVERNMENTAL STRUCTURE OF THE WATER
SERVICE PROVIDER.
WHEREAS, representatives of the Cities of Tigard, Durham, King City and
unincorporated areas, have met with representatives of the Tigard Water District to
discuss alternative means of providing water service, and it appears to the District that
at least some of the cities may believe that an alternative to the District is in the interest
of the entire affected area,
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Board commits to explore with the Cities of Tigard, Durham, King City and
CPO No. 4 (Bull Mountain, King City and Tigard) a process which identifies an
agreed upon water service provider which the District and the Cities can agree to
be in the interest of the entire District. The District believes that critical elements of
an acceptable plan include guarantees of water service on the same basis
throughout the service area and guarantees to all electors in the service area of an
appropriate voice in the governance of the water service system.
2. The Board commits that if an alternative to the District is identified and agreed
upon, then the Board will identify a process and proceed to effectuate change.
