Call to Order and Roll Call The meeting was called to order at 7:00 p.m. by Wayne Gross. Approval of Minutes: Ben Holmes moved to approve the December 9, 2019 meeting minutes. Ellen Seminara seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Tristan Irvan, Sean Ernes, Ellen Seminara, Ben Holmes voting yes, Claudia Ciobanu and Scott Winkles were not present at the time of the vote. 3. Comments from the Audience N/A 4. Staff Transitions • Steve Martin announced his retirement from the City of Tigard. His last day is February 4. o Martin McKnight will be filling in for Steve as his interim until the position is filled. • A new Assistant Public Works Director has been chosen, Rob Murchison. He will be transitioning in from his current position in the city as the Assistant City Engineer. • Public Works plans to meet with consultants about effectively reshuffling roles within the PW Department, in this case specifically the Parks Supervisor position. 5. Review of PRAB Bylaws (handout) Familiarize board with current bylaws. The following items were noted: • There has been an increase in PRAB applicants over the past several years. • Term Limit for PRAB members has been removed from Bylaws. • Chair is now elected in July, as oppose to January. • 2020 is a gap year meaning no one will be leaving the PRAB until at least June 2021. The following request was made: • PRAB members agreed to request a change to Section V, part B. Stating that "in the case the chair should resign, the vice chair will move into the position for the remaining term." PRAB discussed the idea of adding a `comment section' to the PRAB webpage, in order that the public may reach out to PRAB members in a more efficient and effective way. Annual Goals PRAB reviewed 2019 goals and discussed goals for 2020 • All of 2019 Goals will remain the same and continue as 2020 goals except for one, o Claudia Ciobanu will rewrite goal "Explore innovative recreation programs" before February PRAB meeting. • Ellen Seminara will write a new goal for 2020 on the topic of regulatory role with trees in parks. • Wayne proposed a new goal which stated, "Encourage the City Administration to complete a study of the concept of an independent Parks and Recreation Department by the end of 2020." • All goals will be reviewed in February and decided on then. 7. Recreation Updates Kimberly Cederholm & Kaitlyn McKinney gave the following updates: • 2nd Annual Snowman Scavenger Hunt 0 57 families submitted photos (about 180 individuals) o Received a lot of positive feedback o Provided Prizes for all participants. Prizes were picked up at Fanno Creek, which gave us another opportunity to promote and inform community of rentals. I handed out several informational tri-folds to people. Park Updates Martin McKnight gave the following updates: • Finishing up party for the sewer project in Cook Park, Feb 7 o Will finish paving and landscaping in Spring • Boy Scouts are doing tree recycling programs in Cook and Lasich Parks. The chips from trees will be used on trails in these parks • Volunteer project at Dirksen with TRK, Mar 28. • Backpack blower experiment, finding a more eco-friendly and quieter way to blow leaves. • Introduction of John Lof, (parks staf� knowledgeable about turf. 9.
