The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:01pm by Wayne Gross.

2. Approval of Minutes: February
Claudia Ciobanu moved to approve the February 10, 2020 meeting minutes. Natalie Newgard
seconded the motion. The minutes were approved by a vote of the board members present with
Scott Winkles, Claudia Ciobanu, Tristan Irvin and Wayne Gross voting yes, Ben Holmes, Ellen
Seminara and Sean Ernes were not present at the time of the vote.
3. Comments from the Audience

4. Chief of Police, Kathy McAlpine
Kathy McAlpine provided the following information regarding the Public Safety Levy:
• In the last 8 years, calls for service have increased by 27%, yet staffing has gone down by
4%.
• 40-60% of the time, the Police Department is operating at minimal staffing.
• Majority of service calls are related to mental health/addiction. These cases can take upwards
of 3 hours for police officers.
• It is important to re-educate the community on Police statistics and facts. Educating citizens
will help them make informed decisions about the levy.
Due to the lack of police officers, does this require most officers going into overtime?
• Minimal overtime has occurred among the Police Department. McAlpine finds it very
important to keep staff at regular hours in order to keep producing high quality work.
5. Goose Management at Summerlake
Vance Kimball, Lead Wildlife Biologist, Geese Guys, LLC discussed management practices
involving geese and Summerlake Park:
• Goals of Geese Guys
o Control the population of geese at Summerlake Park
o Minimize cackling goose activity
o Reduce goose aggression towards humans and pets
• Around 400,000 geese (Canada/cackling) live in NW Oregon and SW Washington. This
number is greatly contributed to warmer temperatures.
• Problem with geese at Summerlake Park:
o 2-3 lbs. of waste everyday per goose

o Causes damage to vegetation and crop depredation
o Causes contamination of freshwater bodies
o Causes disease transmission
• Management Strategies:
o Noisemakers
o Visual deterrents
o Hazing with dogs
o Nest removal
o Egg addling (this practice is used at Summerlake)
6. Annual Goals
Board discussed and adopted goals for 2020:
• New 2020 goals were reviewed:
o Update to new goal, "Guide, support and protect a citywide recreation program with
diverse and innovative offerings, that remains accessible to residents and promotes
equity in programming."
o Revised and updated tree code goal to state the following, "Increase board awareness
and education regarding tree code enforcement and urban forestry."

Enforcement
• Tristian Irvin moved to approve the 2020 PRAB Goals. Claudia Ciobanu seconded the
motion. The goals were approved by a vote of the board members present with Natalie
Newgard, Scott Winkles, Claudia Ciobanu, Tristan Irvin and Wayne Gross.
7. Capital Improvement Update
Acting Parks Manager, Martin McKnight provided the following updates of funded projects,
construction calendar, and River Terrace additions.
• Dirksen Nature Park will have a new walkway in August that heads towards Fanno Creek.
• More accessible concrete path that heads West from Tiedeman to Dirksen will be finished in
August.
• The Fanno Creek Trail Connections Project will not be finished until 2021.
• Artificial Turf will be put in at Cook Park, September 2020.
• In April, Community Development will have the building torn down on the Universal Plaza
property. City plans to use this property for summer activities and events.
o Wayne Gross requested that Community Development bring the design plan for
Universal Plaza to next PRAB meeting for review.
• Potso Parking lot will begin development in May, this will come out of the Major
Maintenance Fund.

• Jack Park playground replacement will occur this summer.
• Windmill construction will take place in May to replace doors and roof, redo shingles and
update the paint.
8. Recreation Updates
Recreation Coordinator, Kimberly Cederholm provided the following updates:
• In the past month, Fanno Creek House has had 9 bookings and 20 tours. Rec is hosting an
Open House event on May 2.
• Spring Break Day Camp is at the end of March and there are only 2 vacant spots left.
• Movie on the Court is March 14.
• Kids' Night Out is March 20.
• Summer Movies in the Park have been voted on by the community and the results are:
Secret Life of Pets 2, Aladdin, Star Wars: Rise of Skywalker and Mulan.
• Pop Up Birthdays are coming this summer (handout)
8. Park Updates
Acting Supervisor, Chad Morrow gave the following updates:
• In the process of reviewing seasonal applications
• Parks is contracting repairs on the Skate Park
• Staff are prepping the fields for the upcoming baseball season.
• USDA has set traps in Summerlake part for the nutria. There has been some pushback from
citizens, however this is the solution parks will continue to move forward with.
• Due to the Coronavirus, the parks staff have made extra efforts disinfecting parks
bathrooms.
9. Non —Agenda Items
• Portland Diamond Project is giving away money to little leagues.
o Tristian Irvin will follow up with Tigard Little League to inform them of this.

PRAB Goals 2020
• Participate in budget committee meetings and advocate for the needs of parks, park
maintenance, and recreation in the annual budget process.
• Make recommendations and finalize the bond measure allocation of remaining funds.
• Engage other community and city organizations to drive park development, park
stewardship and recreation.
• Make recommendations on the use of the Lodging Tax.
• Maintain Park and Recreation Advisory Board (PRAB) transparency and public
communications.
• Guide, support and protect a citywide recreation program with diverse and innovative
offerings, that remains accessible to residents, and promotes equity in programming.
• Support the city's walkability vision.
• Participate in the update of the Parks and Recreation Master Plan.
• Encourage the City Administration to complete a study of the concept of an independent
Parks and Recreation Department by the end of 2020.
• Increase board awareness and education regarding tree code enforcement and urban
forestry.
