Call to Order and Roll Call The meeting was called to order at 7:02 pm by Wayne Gross. 2. Approval of Minutes:June Wayne Gross moved to approve the June 8, 2020 meeting minutes. Claudia Ciobanu seconded the motion. The minutes were approved by a vote of the board members present with Wayne Gross, Claudia Ciobanu, Tristan Irvin, Scott Winkles, Natalie Newgard, Darlene Dick and Ellen Seminara voting yes, Sean Ernes and Ben Holmes were not present at the time of the vote. 3. Comments from the Audience Kevin Robinson from Tigard Little League expressed the following concerns: • The City of Tigard lacks vision and leadership when it comes to Parks & Recreation. • Concerned that Tigard doesn't realize the opportunity in front of them and are behind when it comes to neighboring communities. Focusing on these concerns, Kevin Robinson proposed the following: • Tigard needs to find a new way of operating when it comes to Parks & Rec if they want to be successful. • There needs to be an entity that focuses on Recreation facility growth and management that is willing to partner with Tigard based community organizations, such as Tigard Little League and South Side Soccer. This will better serve the citizens of Tigard. • Upper management in the City of Tigard needs to provide the community with a vision of the future of Pars & Rec. • Relationships between the City, School District and Stake Holders need to improve. 4. Chair and Vice Chair Elections For the position of Vice Chair, Ellen Seminara was nominated. This position was approved by a unanimous vote by PRAB Members present including, Wayne Gross, Claudia Ciobanu, Tristan Irvin, Scott Winkles, Natalie Newgard, Darlene Dick and Ellen Seminara. For the position of Chairman, Wayne Gross was nominated. Recreation Discussion A discussion with City Manager, Marty Wine, regarding the supervision of Parks and Recreation by the Public Works Department. Wayne Gross provided a brief background: • In the past couple years, PRAB has had some concerns with P&R being under the PW umbrella. PRAB is also concerned with the reasons behind Kimberly's resignation from the City of Tigard. PRAB believes the staff turnover is symptomatic of a bigger issue. It is also thought that the enthusiasm of Recreation in PW has been diminished. • PRAB recognized Martin McKnight's hard work and his successes while interim. Wayne Gross proposed the question, what steps can be taken in the short term to support P&R while they are under PW? Marty Wine, City Manager, spoke on this issue: • Marty Wine expressed that she hears the concerns of PRAB and plans to continue to listen and understand the continuing concerns. • Marty Wine has condensed the concerns into different categories: personnel, program growth, organization and resources. • Marty Wine has a scheduled meeting with Kimberly before she leaves to better understand the concerns within the Recreation Department. • Marty Wine expressed that she is hesitant to take a department of two people and move it into its own division. • One large step to resolve departmental organization is through the Parks System Master Plan. This will help set a vision for the next five years. Brian Rager, PW Director, spoke on his issue: • Recruitment status for P&R Manager - COVID delayed this process, Rob has plans for Parks & Rec Manager advertisement to go out this week/next week. • PW wants to hire P&R Manager before Recreation Coordinator—will start recruiting coordinator after P&R manager hiring gets started. • In order to better support P&R— Kaitlyn will step up and fill in the Recreation Coordinator position for the time being. PW staff will support her in what she needs to keep the program moving forward. • When Rec was created 5 years ago, it was not defined to be a robust program from the start. MIG designed Rec to start small and grow from there. Fiscal `21 is year five for Recreation. At this time, we want to answer, how should the department look like in the next 5-years? P&R has the funding to successfully research this topic. In order to improve support of the Recreation Department, Brian Rager has stated that he needs to commit some more emotional support to the Recreation Department. He will improve expressing his appreciation and values of the department. Wayne Gross made the following suggestions: • On future requirements for Parks & Rec jobs, add partnering with the Tigard School District. • City should have first right (after school related programs) to use school facilities. 6. COVID Update Acting Parks and Rec. Manager, Martin McKnight gave an overview of how the pandemic has affected operations. Updates: • Tigard is still in Phase 1 • Following OHA guidance —changes frequently • Closed: parks, basketball courts, shelter reservations • Sports camps/clinics are occurring at the moment (falls under Phase 1 guidance) 7. Recreation Update Kimberly Cederholm gave the following updates: • First week of Day Camp was two weeks ago. Very successful week of camps. Children had a lot of fun playing games, creating crafts and canoeing. • Kaitlyn Leaf is looking forward to managing the rest of the Summer Camps. 0 2 Mini Camps 0 3 Day Camps 8. Non-Agenda Items Discussion of August meeting: • Wayne Gross — Suggested to cancel the August PRAB meeting. • Martin McKnight will write up an update to provide PRAB in August 10.
