1. Call to Order and Roll Call
The meeting was called to order at 7: 00 pm by Wayne Gross.

2. Approval of Minutes: November Minutes
Tristan Irvin moved to approve the November 9, 2020 meeting minutes. Ben Holmes seconded the
motion. The minutes were approved by a vote of the board members present with Wayne Gross,
Claudia Ciobanu, Darlene Dick, Natalie Newgard, Scott Winkles, voting yes, Sean Ernes was not
present at the time of the vote.
3. Introduction: Rick Gruen, Parks, Recreation and Green Infrastructure Mgr.
Rick Gruen shared the following information:
• Has lived in Portland for many years
• Several years of experience in managing natural resources, parks and recreation.
• Spent the last eight years in Clackamas County managing county parks and was a member of
the Lake Oswego Parks & Rec Board.
• Enjoys gardening and landscaping and actively involved with lacrosse.
• Plans to build strong partnerships in new position.
4. Comments from the Audience
Pam Cournoyer & Larry Hill— Pickleball enthusiasts in Tigard.
• Two years ago, community members advocated to get pickleball lines painted at Summerlake
Park.
• Over the last two years, community members have been constantly playing pickleball at
Summerlake Park. Pickleball activists want to stay on the radar of the PRAB and remind
them of the popularity of the sport in Tigard.
• This community group has a goal of adding lights and covers to pickleball courts in the
future.
Trevor Owens provided the following updates on Southside Soccer:
• 16 teams played this past season at Cook Park
• Played in 2 leagues in Woodburn and Portland
• Organization is very strict on COVID regulations. No outbreaks have occurred within
organization.
• Looking to the future and adding additional fields.

5. Parks and Recreation Master Plan
MIG gave the following updates on the Master Plan progress:
• Plans to discuss survey results in early 2021.
• In the process of completing draft plan.
• Parks Assessments are complete.
• Working on Staffing Plan next.
• Staffing and Organizational
o Organization alternative assessment that will lead to recommendations for the future.
o NRPA Park Metrics — Responsibilities of the "typical" park's agency.
o Recreation Programming—Tigard is in the norm for what other P&R agencies
provide.
o Staffing—Tigard FTE level is very low compared to NRPA metrics.
■ Tigard FTE's per 10,000: 3.2
o Cost per Capita: $52.91 (2020-21 budget, minus internal service charges and capital
improvement items)
o Regional Peers: 11 of the 15 cities have own P&R Department or are served by a
special district. (Tigard is one of the four exceptions)
o Provided brief background on Sherwood, West Linn and Tualatin Parks & Rec
Departments.
o Organizational Alternatives:
■ Current Tigard structure refined
■ Sherwood Model—i.e. Housed in two departments (Recreation/Community
Services & Public Works)
■ Parks and Rec Department
• Plan to wrap up the entire project in Spring 2021. Master Plan will then go to Council.
6. Parks CIP and Park Development with a Maintenance and Equity Lens.
City Engineer, Lori Faha, presented the capital improvement plan:
• Provided an overview of the CIP chapter in the budget (available on City Website).
• CIP is a 6-year plan on what the City plans to accomplish
• Focus on completing proper Master Plan this year
• Currently in FY 2021 according to CIP
• Added Bagan Park and Cook Park playground to CIP before master plan is complete.
• The Master Plan will provide PRAB with a list of priority projects.
7. Prepare for January 19 Meeting with City Council

PRAB discussed a list of topics in preparation for joint council meeting:
• Councilor Leub shared the importance of park equity and maintenance and how we can
move forward with this in Tigard.
o Should we continue to raise the fees across the board, even if the new developed areas
are concentrated further out from Tigard residents?
• PRAB agreed that it is valuable to share with council the importance and impact of the new
FTE on Tigard Parks.
o PRAB should advocate that important resources are available to maintain
maintenance at all our parks.
o Martin shared the large impact the extra staff will have on maintenance, especially in
areas that need a higher level of work (butterfly garden at Cook Park). Parks will be in
a good place for the near future with the new FTE. Martin hopes that when we add
parks, we will add the appropriate staff to maintain maintenance.
• PRAB proposed the idea of approaching the HOA's to supplement the Tigard Parks for
maintenance?
• Brian discussed budget process and the emphasis they put on River Terrace parks.
o In the budget they asked for resources that would maintain that level of park (River
Terrace).
• PRAB agreed that it is important to update the Council on current recreation programming
despite being short on staff and the current pandemic.
• Marissa shared her notes from the discussion and PRAB agreed to move forward with the
following topics:
o Planning for parks equity (capital and maintenance)
o How/will maintenance (as currently funded) lead to the more equitable distribution of
high-quality parks.
o Park Maintenance staffing (where are we now, what will be needed in next budget
cycle) Reminder: there is an adopted increase that council may want to reconsider
based on the results of Master Plan.
o As the system grows, increases in maintenance funding is important.
o Parks Master Plan Update (staffing); how it will align with organizational structure
o Recreation: Highlight adaptability during COVID, up/down history, need for stability
and continued support for program.
8. Parks and Recreation Manager Update
Parks, Recreation and Green Infrastructure Manager, Rick Gruen gave a timeline for Recreation
Coordinator hiring:
• Recreation Coordinator job is scheduled to be posted this week with a goal of having
someone on hired by the last week of January.

9. Recreation Update
Acting Coordinator, Kaitlyn Leaf gave the following updates on Recreation:
• Finished up the DIY Wreath Kit program. We provided wreath kits to 28 registered
participants. Overall, participants were very pleased and enjoyed this opportunity to make
wreaths in the safety of their homes at an affordable price.
• Snowman Scavenger Hunt started today at Summerlake Park. This event will go through the
end of the month.
• Craft Kits for local Senior Living Communities.
o Crafts/letter stationary available at Fanno Creek House to pick-up, create and then
drop back off. Kaitlyn will deliver to local senior communities at the end of January.
o Senior communities are looking forward to this as it will be greatly valued among the
residents.
• Coming up: Fanno Creek Fitness Walk
o Parks & Rec is encouraging the community to get outside and enjoy a walk or run
along Fanno Creek Trail while also challenging themselves to complete our fitness
stations.
o Jan 4-Feb 28
o Participants can take a picture of themselves exercising and tag the City to be entered
to win a gift card to a local business.
10. Park Updates
Projects and operations update from Acting Supervisor, Chad Morrow:
• Finishing up rotation with the last 3 hires
• Last week of seasonal staff.
