Members Absent: Carine Arendes, Candi Cornils, Carl Fisher,Ben Gooley, and Serge Killingsworth (alternate). Staff Present: Sr.Transportation Planner Dave Roth, and Senior Project Engineer Tegan Enloe. Others Present: TTAC Alternate Council Liaison John Goodhouse. 1. CALL TO ORDER Chair Harshfield called the meeting to order at 6:00 pm. The meeting was held remotely using MS Teams with a call-in number provided for the public. 2. INTRODUCTIONS 3. CONSIDER MINUTES The October 7, 2020 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT—None. 5. JOINT MEETING WITH COUNCIL (DEC 1s) Richard and Ruth will work with Dave on the presentation to Council. The meeting will take place online and all members are invited. Dave will email additional information. 6. TRAFFIC CONCERN PROGRAM UPDATES Oregon has revised a statute allowing local jurisdictions to reduce the speed from 25 to 20 miles per hour on non-arterial streets. Tegan showed a map of the areas and discussed options for prioritizing the rollout. Before and after data will be collected to help guide the process. The speed limit signs will be changed in the areas where it is implemented. The rollout to the entire city may take two years. Discussion is taking place on how to best communicate the change to the community. The speed limit signs will be changed and yard signs for property owners might be available. Members suggested starting around schools and trail connections. 7. ADJOURNMENT The meeting adjourned at 6:30 p.m. The next meeting will be January 6, 2021.
