11/19/2020 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Thursday,November 19, 2020 6:30 p.m. MEETING LOCATION: Virtual Teams Meeting with Phone Bridge for public listening 1. CALL To ORDER: Chair Pro Tem Mary Bogert called the meeting to order at 6:40 p.m. 2. ROLL CALL Members Present: Mary Bogert, Shirley Edwards,Jim Ivler, Kate Ristau, Suzanne Sikora Members Excused: Christopher Allen, Katie Harris Alternates Present: Helen Allen, Gail Stephens Council Liaison: Heidi Lueb Staff Present: Halsted Bernard,Director of Library Services;Amber Bell, Readers Services Manager;Margaret L. Reh, Confidential Executive Assistant 3. APPROVE MINUTES The minutes from the October 15, 2020 Board meeting were reviewed. No changes were requested. Motion by Jim Ivler. AGENDA ADDITIONS AND DELETIONS There were no suggested changes or deletions. 5. NEW LIBRARY STRATEGIC PLAN Amber Bell, Readers Services Manager, gave an update on the process for the new Library Strategic Plan. The 2015-2020 Strategic Plan expired at the end of the last fiscal year. Amber Bell and Teresa Ferguson,Technical Services Manager, attended a workshop at the end of February in 2020 to prepare for the drafting the new Strategic Plan. We had to pause the process due to the COVID-19 pandemic, but we are now restarting it. The new Strategic Plan will be drafted for a three-year period and will incorporate the vision and priorities of library services for the next three years. Amber extended an invitation to the Board Members to be a part of the core team working on the new Strategic Plan. 6. LIBRARY OPERATIONS Library Director Bernard updated the Board on activities and decisions made since the October meeting. Governor Brown declared a two-week statewide freeze to stop the rapid spread of COVID- 19 across Oregon. Due to the new restrictions from this freeze,Director Bernard decided to close the walk-up service desk for at least the next two weeks, from November 18 through December 2. Two resignations and two retirements were announced in the past month. Ross Sempek (Senior Library Assistant in Adult Services) and Adrianne Driver (Adult Services Librarian) have resigned. Terri Smith (Senior Library Assistant in Youth Services) and Joyce Niewendorp (Adult Services Senior Librarian) will retire at the beginning of December. Physical circulation increased by 25% between September and October. There were 23,174 Polaris checkouts at TPL. Our Library Takeout services were available for 5 hours a day for 27 days in October,which means that we hand-delivered 858 items per day, or 171 items per hour. In October 2,854 items were added to our collection.We had 514 participants in the online virtual programs this past month. Director Bernard informed the Board that on October 28, the proposal to eliminate overdue fines was presented to the WCCLS Executive Board,who voted unanimously to bring it to the Washington County Board of Commissioners. It was discussed at the Board of Commissioners'November 3 meeting and will be placed on a future consent agenda. If this proposal is approved, it would be an important step for equity for our patrons. 7. OTHER BUSINESS Nothing was addressed. 8.
