Appendix 1 Lina Smith From: Todd Prager <todd@teragan.com> Sent: Friday,August 21, 2020 1:41 PM To: Lina Smith; Tom McGuire Subject: RE: Pessia Tree Removal Caution! This message was sent from outside your organization. Allow sender I Block sender Lina, I visited the tree today and agree that this tree meets the definition of"hazard tree" in the code based on the branch shedding that could damage the roof and solar panels at 13235 SW Ash Drive and also the potential for the south stem to shear off due to included bark and cause major damage to the house at 13235 SW Ash Drive. Unfortunately, the subject tree is over-mature and will continue to shed tree parts as is typical for the species. There is a history of failure of similar trees in the area. One option we discussed was leaving an approximately 20 foot tall snag for wildlife habitat which will also save some cost on the removal. The stump of the tree should be left in place for slope stability reasons. Also, there are several native trees surrounding this tree that should be carefully protected during the removal. Please let me know if you have questions and/or if you want me to write up a more detailed risk assessment or report for this. Our other neighbor(Anne Gehring) hired an arborist about five years ago,and he declared one of our cottonwoods dead and at risk of falling. With the city's permission,we had it removed. And it was dead inside, just like the arborist said. Two years later(in 2017),two other cottonwoods fell back there. These were on the church's property(which our property backs up to). One of them damaged the children's play equipment. Imagine if kids had been out there at the time. You can read more details below in an email from Brian Gehring, the son of our neighbor Anne Gehring. Because of this, the church had several other(6 or 7) cottonwoods declared as hazards and they were removed. And just a couple months ago, another one of these nuisance trees lost a huge branch at about 3am and it landed on our roof. It sounded like a bomb. Luckily, it landed flat or it would have likely come right through. It still did $500 worth of damage to the roof.We were lucky. Next time might be different. These trees do nobody any good. Aside from the hazards already described, they drop hundreds of sticky pods that are nearly impossible to clean up. And the cotton from them gets into the AC unit and everywhere else. Perry Pessia Hi Perry, 2 Good day to you, and Happy New Year! I hope that this note finds you and Phyllis well and thriving. It has been awhile since we last chatted, and I imagine that you had hoped to not hear from me again about those darn trees. But I wanted to let you know what has been going on lately on the Church property. We all noticed the last few weeks that the Church had cut down virtually all of the cottonwoods on their property in the ravine. I was curious as to why, and got a copy of the permit, and the arborist report. I have since talked to their arborist, Paul Jackson, who was quite nice, and said that I could call him again if I had more questions. In November, two more large cottonwoods fell on their own. One landed across the base of our hill, and actually hit some shrubbery along the back of the neighbor's yard. The second tree fell and hit the back of the Church, damaging their gutters and children's play equipment. Because of this latest fall with their property damage, they had 6 or 7 trees declared as hazards and had them removed. I asked Paul Jackson if he had any comments about the remaining cottonwoods. He did not examine the bases of the trees on your property behind your fence, since they are not on Church property, but from a distance, he recommended that the ivy on them be removed to decrease the weight on the trees, and he put this in his report. I just wanted to be sure that you knew about what had been going on, and his recommendations. If you want to talk to him yourself, his company is Mountain View Tree Service(not to be confused with an arborist company in the Bay Area with the same name), and the phone number is 855-878-8733. httrJ/www mtvtreeoregon cam/ I can also give you other names of arborists who were out in 2015 if you want other opinions. Please do not hesitate to contact me if you have any questions or concerns. I contacted our arborist this morning, and once I hear back, I will give him your contact information to arrange a date/time for his assessment.
