City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,August 12, 2020 6:30 p.m. MEETING LOCATION: Virtual Teams Meeting with Phone Bridge for public listening 1. CALL TO ORDER: Chair Harris called the meeting to order at 6:32 p.m. 2. ROLL CALL Members Present: Christopher Allen,Mary Bogert, Shirley Edwards,Katie Harris, Jim Ivler,Kate Ristau, Suzanne Sikora Alternates Present: Helen Allen, Gail Stephens Council Liaison: Heidi Lueb Staff Present: Halsted Bernard,Director of Library Services;Margaret L. Reh, Confidential Executive Assistant 3. APPROVE MINUTES The minutes from the July 15, 2020 Board meeting were reviewed.Jim Ivler had inquired about how the vote,approving the minutes at the last meeting,was recorded. He was shown as abstaining. It was explained that if someone was absent from the meeting for which the minutes were being approved, the scribe would typically record them as abstaining from approving the minutes. The thinking was that the member was not there to know if the minutes were an accurate representation of what happened at that meeting.Jim was informed that this would be verified with the City Recorder's office. The message came back, confirmed by the city attorney, that Board members who were absent the previous month, can vote to approve minutes for meetings they did not attend, and they may make or second a motion to approve. They are trusting that the scribe captured the meeting accurately and that other board members were prudent in reading through them. Motion by Suzanne Sikora. Second by Shirley Edwards to approve the July 15,2020 minutes as amended to change the Ivler vote from abstain to aye. Allen—Aye Bogert—Aye Edwards—Aye Harris—Aye Ivler—Aye Ristau—Aye Sikora—Aye 4. AGENDA ADDITIONS AND DELETIONS There were no suggested changes or deletions. 5. LIBRARY OPERATIONS Library Director Bernard updated the Board on activities and decisions made since the July meeting. Our building remains closed to the public as it has been since March 14`''.We will not be reopening the building in this service level,but future service levels include opening the building in a limited capacity to patrons. Halsted shared how well our new Library Takeout services (like curbside holds pick-up and walk-up service desk) are doing. To support our new services, the library building is staffed Mondays through Fridays. Some part-time staff are now working all their hours on-site,while other staff members are working a combination of on-site and telework. There is a lot of behind-the-scenes work happening with the curbside service, virtual programming, and virtual story times. Patrons can return items with the drive-through book drop, after which the items are quarantined for 96 hours. The walk-up return remains closed because WCCLS libraries are not processing unquarantined materials with their AMH systems. Halsted was asked about bringing volunteers back to service in the building. Discussion ensued. There is no plan to bring volunteers back yet,but we will continue to evaluate our workflow, consider what other WCCLS libraries are doing, and consult with the City's HR/Risk department before making any decisions. 6. OTHER BUSINESS City Council Liaison Heidi Lueb invited the Board to check out the Public Safety Transformation Commission information that is on the city website. This commission is discussing what we want policing to look like. Councilor Lueb also informed the Board that every ten years the city creates a road map called the Parks and Recreation Master Plan. The plan sets a vision for the future of parks and recreation in Tigard and recommends investments the city can make to achieve the community's vision. She invited the Board to participate in the on-line survey to help plan for the future of our parks and recreation programs. 7. ADJOURNMENT Chair Harris adjourned the meeting at 7:04 p.m. Because of conflicts in getting the phone bridge for our virtual meetings on this date, the Board discussed a different day that will work for all. It was decided to meet on the 3`d Wednesday of the month.
