07/15/2020 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,July 15,2020 6:30 p.m. MEETING LOCATION: Virtual Teams Meeting with Phone Bridge for Public listening 1. Tested equipment to ensure connectivity of Board Members. 2. CALL TO ORDER: Chair Harris called the meeting to order at 6:30 p.m. 3. ROLL CALL Members Present: Christopher Allen,Mary Bogert, Shirley Edwards,Katie Harris,Jim Ivler, Kate Ristau, Suzanne Sikora Alternates Present: Helen Allen Alternates Excused: Gail Stephens Council Liaison: Heidi Lueb (arrived late due to alternate obligation) Staff Present: Library Director Halsted Bernard; Confidential Executive Assistant Margaret L. Reh 4. INTRODUCTIONS With the arrival of our two new members, Jim Ivler and Helen Allen, the Board members each introduced themselves and shared a bit about their interests and time on the Library Board. 5. ELECTION OF 2020-21 OFFICERS The floor was opened for nominations for the position of the Library Board Chairperson. Kate Ristau nominated Katie Harris for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Mary Bogert. Second by Suzanne Sikora to elect Katie Harris as the Library Board Chairperson. The motion was approved unanimously. The floor was opened for nominations for the position of the Library Board Chairperson Pro Tem. Kate Ristau nominated Mary Bogert for the position. No other nominations were submitted. The floor was closed for nominations. Motion by Suzanne Sikora. Second by Shirley Edwards to elect Mary Bogert as the Library Board Chairperson Pro Tem. The motion was approved unanimously. 6. APPROVE MINUTES The minutes from the June 17, 2020 Board meeting were reviewed. No changes were requested. Motion by Mary Bogert. Second by Jim Ivler to approve the June 17, 2020 minutes. AGENDA ADDITIONS AND DELETIONS Added Katie Nelson,Volunteer Coordinator as Agenda Item No. 8 to present a social media idea. 8. KATIE NELSON-VOLUNTEER COORDINATOR Katie Nelson addressed the Board regarding the Library Board members being featured on the library's social media outlets. The Social Media committee will feature a different member on a scheduled timeframe, sharing simple facts about the Board member. The Board was favorable to this idea. Katie Nelson will be contacting the Board with more details. 9. LIBRARY OPERATIONS Library Director Bernard updated the Board on activities and decisions made since the June meeting. The building remains closed to the public as it has been since March 14. However, Library Takeout is in full swing,providing holds pickup options for patrons through an appointment-based service. Halsted shared a video that staff created illustrating how Library Takeout works. Informational, educational, and entertaining resources are being shared via social media. Halsted also talked about our new service called Your Personal Librarian. The Library's website has been updated to include information on Library Takeout,Your Personal Librarian, our virtual programs, and Summer Reading. Halsted explained a bit about the Library's reopening framework and how the service levels of the Library relate to the reopening phases created by the Governor of Oregon during this pandemic. Most Library staff continue to split their workweek between working onsite and working remotely from home. We have hired a new Communications and Outreach Coordinator.Jeanne Peloquin will be joining us on August 17.Jeanne currently works as the marketing coordinator for the Middle Georgia Regional Library system. We have been informed the vendor for our Opportunity Cafe has decided not to move forward. City staff is working with MESO to find a new vendor for the space. Effective July 1, the Multnomah County Library eliminated the assessment of overdue fines on their materials, as many other public library systems have done already. On July 22,the WCCLS manager will present a proposal on WCCLS member libraries going fine-free for the Executive Board to consider. Discussion ensued. 10. OTHER BUSINESS There was no further business discussed. 11. ADJOURNMENT Chair Harris adjourned the meeting at 7:19 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday,August 12,2020 at 6:30 p.m.This meeting will be a virtual meeting conducted through Microsoft Teams.
