Sincerely, risty Weaver Area Manager, C&E cRAN PNW Market AT&T Mobility PNW Proposed: SMALL WIRELESS FACILITY—Design Modification Applicant: New Cingular Wireless PCS, LLC ("AT&T") AT&T Site dentifier: TGARD_005 Site Address: 9785 SW Shady Lane Location: City of Tigard, Right-of-Way PGE Pole #: C1135B-17386 Permit#: TBD Applicant AT&T requests a design modification pursuant to Tigard's Public mprovement Design Standards (07-15-1998), Section (Design Modifications), which authori es the City Engineer to approve modifications meeting certain standards. The requested modification will allow installation of AT&T's "micro" si ed small wireless facility ("SWF"), which is a slightly larger than its "pico" si ed SWF. The micro SWF is able to serve a larger footprint than the pico SWF. AT&T's proposed modification(s) will have no impact on public safety and will merely: • add less than three inches to the permitted diameter of the canister antenna and • allow AT&T's standard micro si ed cabinet, which is 20 inches deep and must be mounted at 6 inches from the outside surface of the pole to meet PGE requirements. n addition to the following analysis under the City's design standards, AT&T's request is supported by the FCC Order, under which SWF development standards must be technically feasible.' Project Description To meet significant demand for wireless capacity in the immediate vicinity of the proposed site, AT&T is proposing a SWF at the location noted above and shown on the enclosed construction drawings. AT&T is proposing to extend the existing Portland General Electric ("PGE") pole to a total height of 46'1". A canister antenna of 14.7 inches in diameter and AT&T's micro si ed equipment cabinet, as well as a surge suppressor/disconnect,will be attached to the pole as shown in the 'Wireline Broadband Deployment by Removing Barriers to Infrastructure Investment, Declaratory Ruling and Third Report and Order,WT Docket No. 17-79,WC Docket No. 17-84, FCC 18-133(rel.Sept.27, 2018) 83 Fed. Reg. 51867(Oct. 15,2018)("FCC Order"), paras.86-87. construction drawings. The antenna and all equipment will be painted brown to match the wood pole. AT&T has two standard equipment cabinets, the micro cabinet and the pico cabinet. This SWF requires the micro si ed cabinet, in order to hold the equipment and radios necessary to support AT&T's micro antenna, which serves a larger area than AT&T's pico SWF. The micro cabinet is 44" /21"W/20"D. To meet PGE requirements, the cabinet must be mounted at a sufficient distance from the pole to allow safe climbing (6 inches). This cabinet is 10.7 cubic feet in volume, well under the 28 cubic foot limitation in the City's design standards. Wireless Cabinets and Equipment Standard 5.B.e. on page 6 of 11. Further, the FCC Order allows a total volume of no more than 28 cubic feet, with no dimensional limitations on individual pieces of equipment or cabinet si es. AT&T's proposed equipment would occupy a volume less than 28 cubic feet. Relevant City Standards The City of Tigard's wireless facility standards allow a canister of up to 12 inches in diameter. Wireless Antenna Standard C.b. on page 7 of 11. AT&T's proposed canister antenna is 14.7 inches in diameter. For equipment, the City's wireless standards allow a protrusion from the surface of the pole of up to 18 inches. Wireless Cabinets and Equipment Standard 5.B.c. on page 5 of 11. AT&T's proposed equipment cabinet will protrude 26 inches from the pole's surface in order to allow the 20-inch deep cabinet to be mounted at 6 inches from the outside surface of the pole. Network Information AT&T is continually upgrading and expanding its wireless network throughout the City of Tigard, including the installation of the latest small wireless technology with this proposal. pon completion of this latest addition of capacity, AT&T will operate a state-of-the-art digital network of wireless facilities throughout the proposed coverage area as part of its nationwide wireless network. The proposed SWF will function as an important element of AT&T's wireless network in the immediate area around the proposed location, which is needed to serve significant unmet demand for wireless services. This location will serve to provide much-needed capacity to AT&T's existing network. The need for improved service in this geographic area is determined by market demand, coverage requirements for a specific geographic area, capacity, and the need to provide continuous coverage from one site to another in a geographic area. 2 Request for Design Modification AT&T requests two design modifications to install its 14.7" canister antenna and micro equipment cabinet. AT&T's proposed modifications are minor, with minimal visual impacts, and the changes will not impact public safety. Pursuant to Section . 2.4 of the City's Design Standards,AT&T's proposed design and equipment is a minor change needed to avoid an undue hardship to AT&T, and the alternative design provides a plan equal to the City's standards in that it minimi es visual impacts. Section J.2.4. Criteria for Modification of Specification Standards The city Engineer may grant a modification to the adopted specifications or standards when any one of the following conditions are met. (c)A minor change to a specification of standard is required to address a specific design or construction problem which, if not enacted, will result in on undue hardship. AT&T's first specific design problem is that its antenna is 2.7 inches larger in diameter than the City's antenna standard. AT&T suffers an undue hardship in the prohibition of its antenna when the antenna is needed to adequately serve the vicinity of this SWF, especially when AT&T's antenna meets the applicable FCC dimensional (volumetric) standards for a SWF (3 cubic feet). The City's antenna standard arbitrarily forecloses AT&T's typical design for a micro si ed facility, and relief from this standard will allow AT&T to proceed. AT&T's second design problem is that its standard micro si ed equipment cabinet must be 20 inches deep in order to enclose the radios and other supporting equipment needed to support the micro antenna at this location. n addition, the cabinet must be mounted 6 inches from the pole to meet PGE standards, for a total of a 26-inch protrusion from the surface of the pole. Again, AT&T's design is consistent with applicable requirements of the FCC Order. And, similarly, the City's equipment standard arbitrarily forecloses AT&T's typical design for a micro si ed facility, and relief from this standard will allow AT&T to proceed. (d)An alternative design is proposed which will provide a plan equal or superior to these standards. In considering the alternative, the City Engineer shall consider appearance, durability, cost of maintenance, public safety, and other appropriate factors. AT&T's alternative design has no greater impacts with regard to durability, cost of maintenance, and public safety. With regard to appearance, AT&T's alternative design provides an equal plan in that overall visual impacts are limited as much as is technically feasible. Site Name: CRAN_RWOR_TGARD_0051 Site USID: 266483 Site FA: 14810864 2 Predictive Modeling Results: The maximum predictive power density generated by the antennas is approximately 40.34 percent of the FCC's general public limit (8.07 percent of the FCC's occupational limit) at the utility line level. At the antenna face level, the maximum predictive power density generated by the antennas is approximately 982.2 percent of the FCC's general public limit(196.44 percent of the FCC's occupational limit). At ground level, the maximum predictive power density generated by the antennas is approximately 0.14 percent of the FCC's general public limit (0.028 percent of the FCC's occupational limit). Onsite Measured Results: EBI conducted a site visit on March 19, 2020. There are no access restrictions to the utilitypole as it is located in the public right-of-way. Existing conditions at the site were measured by radiofrequency monitoring. Combining these results with the predictive modeling results for the proposed AT&T antenna resulted in a maximum power density of approximately 2.91 percent of the FCC's general public limit (0.61 percent of the FCC's occupational limit) at ground level. Site Name: CRAN_RWOR_TGARD_0051 Site USID: 266483 Site FA: 14810864 8 5.0 ONSITE MEASUREMENTS EBI performed a ground level RF-EME survey on March 19, 2020. Monitoring was performed using a NBM-550 Electromagnetic Radiation Survey Meter, E-0541 with a EA509 I-shaped probe with a frequency range of 300kHz-50 G Hz. The meter was last calibrated on 4/26/2019. This meter was programmed to measure the total power density for all electromagnetic radiation within the 300kHz-50GHz frequency range and report the power density as a percent of the FCC's controlled MPE. During this survey, no spatially averaged readings above 0.5546% of the FCC's occupational MPE (2.7730% of the general public MPE) were encountered on any ground surface. This maximum spatially averaged reading was measured at ground level approximately 200 feet east of the proposed site, as shown in the monitoring site plan. Site Name: CRAN_RWOR_TGARD_0051 Site USID: 266483 Site FA: 14810864 9 6.0 WORST-CASE PREDICTIVE MODELING In accordance with AT&T's RF Exposure policy, EBI performed theoretical modeling using RoofMasterTM software to estimate the worst-case power density at the site utility line level and ground-level resulting from operation of the antennas. For this report, EBI utilized antenna and power data provided by AT&T and compared the resultant worst-case MPE levels to the FCC's occupational/controlled exposure limits outlined in OET Bulletin 65. The assumptions used in the modeling are based upon information collected during the site survey and information provided by AT&T and information gathered from other sources. There are no other wireless carriers with equipment installed at this site. Based on worst-case predictive modeling, there are no modeled exposures on any accessible utility line level and ground walking/working surface related to ATT's proposed antennas that exceed the FCC's occupational and/or general public exposure limits at this site. Modeling indicates that the worst-case emitted power density may exceed the FCC's general public limit within approximately 10 feet of the antenna face and the occupational limit within approximately 4 feet of the antenna face. Modeling also indicates that the worst-case emitted power density may exceed the FCC's general population limit within approximately 4 feet below the bottom of the AT&T antenna and the occupational limit within approximately 3 feet below the bottom of the AT&T antenna. At the nearest walking/working surfaces to the AT&T antennas on the utility line level and ground, the maximum power density generated by the AT&T antennas is approximately 40.34 percent of the FCC's general public limit (8.07 percent of the FCC's occupational limit). The composite exposure level from all carriers on this site is approximately 40.34 percent of the FCC's general public limit (8.07 percent of the FCC's occupational limit) at the nearest walking/working surface to each antenna. Based on worst- case predictive modeling, there are no areas at ground/street level related to the proposed AT&T antennas that exceed the FCC's occupational or general public exposure limits at this site. At ground/street level, the maximum power density generated by the antennas is approximately 0.14 percent of the FCC's general public limit (0.028 percent of the FCC's occupational limit). Existing conditions at the site were measured by radiofrequency monitoring. Combining these results with the predictive modeling results for the proposed AT&T antennas resulted in a maximum power density of approximately 2.91 percent of the FCC's general public limit (0.61 percent of the FCC's occupational limit) at ground level. It should be noted that RoofMasterT" is not suitable for modeling microwave dish antennas; however, these units are designed for point-to-point operations at the elevations of the installed equipment rather than ground-level coverage. Based on AT&T's RF Exposure: Responsibilities, Procedures & Guidelines document, dated October 28, 2014, microwave antennas are considered compliant if they are higher than 20 feet above any accessible walking/working surface. There are no microwaves installed at this site. AT&T Proprietary(Internal use only). Site Name: CRAN_RWOR_TGARD_0051 Site USID: 266483 Site FA: 14810864 17 Appendix A: FEDERAL COMMUNICATIONS COMMISSION(FCC)REQUIREMENTS The FCC has established Maximum Permissible Exposure (MPE) limits for human exposure to Radiofrequency Electromagnetic (RF-EME) energy fields, based on exposure limits recommended by the National Council on Radiation Protection and Measurements (NCRP) and, over a wide range of frequencies, the exposure limits developed by the Institute of Electrical and Electronics Engineers, Inc. (IEEE) and adopted by the American National Standards Institute (ANSI) to replace the 1982 ANSI guidelines. Limits for localized absorption are based on recommendations of both ANSI/IEEE and NCRP. The FCC guidelines incorporate two separate tiers of exposure limits that are based upon occupational/controlled exposure limits (for workers) and general public/uncontrolled exposure limits for members of the general public. Occupational/controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure and can exercise control over their exposure. Occupational/ controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general public/uncontrolled limits (see below), as long as the exposed person has been made fully aware of the potential for exposure and can exercise control over his or her exposure by leaving the area or by some other appropriate means. General public/uncontrolled exposure limits apply to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public would always be considered under this category when exposure is not employment-related, for example, in the case of a telecommunications tower that exposes persons in a nearby residential area. Table I and Figure I (below), which are included within the FCC's OET Bulletin 65, summarize the MPE limits for RF emissions. These limits are designed to provide a substantial margin of safety. They vary by frequency to take into account the different types of equipment that may be in operation at a particular facility and are "time-averaged" limits to reflect different durations resulting from controlled and uncontrolled exposures. The FCC's MPEs are measured in terms of power (mW) over a unit surface area (cm2). Known as the power density, the FCC has established an occupational MPE of 5 milliwatts per square centimeter (mW/cm2) and an uncontrolled MPE of I mW/cm2 for equipment operating in the 1900 MHz frequency range. For the AT&T equipment operating at 700 MHz, the FCC's occupational MPE limit is 2.33 mW/cm2 and an uncontrolled MPE limit of 0.47 mW/cm2. For the AT&T equipment operating at 1900 MHz, the FCC's occupational MPE is 5.0 mW/cm2 and an uncontrolled MPE limit of 1.0 mW/cm2. These limits are considered protective of these populations. These limits apply for continuous exposures and are intended to provide a prudent margin of safety for all persons, regardless of age, gender, size, or health. Personal Communication (PCS) facilities used by AT&T in this area operate within a frequency range of 700-1900 MHz. Facilities typically consist of: I) electronic transceivers (the radios or cabinets) connected to wired telephone lines; and 2) antennas that send the wireless signals created by the transceivers to be received by individual subscriber units (PCS telephones). Transceivers are typically connected to antennas by coaxial cables. Because of the short wavelength of PCS services, the antennas require line-of-site paths for good propagation, and are typically installed above ground level. Antennas are constructed to concentrate energy towards the horizon, with as little energy as possible scattered towards the ground or the sky. This design, combined with the low power of PCS facilities, generally results in no possibility for exposure to approach Maximum Permissible Exposure (MPE) levels, with the exception of areas directly in front of the antennas. FCC Compliance Requirement A site is considered out of compliance with FCC regulations if there are areas that exceed the FCC exposure limits and there are no RF hazard mitigation measures in place. Any carrier which has an installation that contributes more than 5% of the applicable MPE must participate in mitigating these RF hazards. AT&T Proprietary(Internal use only). Site Name: CRAN_RWOR_TGARD_0051 Site USID: 266483 Site FA: 14810864 23 Appendix E: RoofMasterTM RoofMasterTM is a widely-used predictive modeling program that has been developed to predict RF power density values for rooftop and tower telecommunications sites produced by vertical collinear antennas that are typically used in the cellular, PCS, paging and other communications services. Using the computational methods set forth in Federal Communications (FCC) Office of Engineering & Technology (OET) Bulletin 65, "Evaluating Compliance with FCC Guidelines for Human Exposure to Radiofrequency Electromagnetic Fields" (OET-65), RoofMasterTM calculates predicted power density in a scalable grid based on the contributions of all RF sources characterized in the study scenario. At each grid location, the cumulative power density is expressed as a percentage of the FCC limits. Manufacturer antenna pattern data is utilized in these calculations. RoofMasterTM models consist of the Far Field model as specified in OET-65 and an implementation of the OET-65 Cylindrical Model (Sula9). The models utilize several operational specifications for different types of antennas to produce a plot of spatially-averaged power densities that can be expressed as a percentage of the applicable exposure limit.
