PO - Staff Memo on Tigard Post Office Meeting - 04 21 2003 � r1c�Y1,P�Ju� MEMORANDUM TO: Gus Duenas - FROM: Bill Monahan RE: Meeting with Tigard Post Office DATE: April 23, 2003 On Monday, April 21, 2003 Cathy Wheatley and I met with Jim Stewart of the Tigard Post Office. We met to discuss problems which we've had with addressing and ways to share information about postal routes and mapping. Cathy will be obtaining from the Post Office copies of their maps showing the revised postal routes. Apparently they recently went through a process to update postal routes. We've offered them access to City maps so that they may strive for consistency. We discussed the addressing system. Apparently we provide them with addresses sometime during the site development or building process. The Post Office likes to get information early so they can give input. Would you please talk with your staff and assign a person to make contact with Mr. Stewart to make sure that we are providing the Tigard Post Office with adequate opportunity to identify potential problems and give input. Otherwise, it seems that the Post Office may be making independent decisions to utilize different addressing than we do. For instance, there is quite a concern about corner lots. In some cases when we assign two addresses to a corner lot the Post Office ends up splitting mail for that property into two cluster box areas. As a result, mail for a location could be split into two postal routes, if the property falls on the border of two routes. Please review with your staff what the present process is for notifying the Post Office of new addresses. Do we mail them preliminary addressing so the Post Office can review and comment or do we mail them information only after addresses have been assigned. The Post Office is very concerned about eliminating duplicate numbers in nearby blocks. For instance, if there is a 13540 number on a street in a neighborhood it is very confusing if the same numbers are assigned to a nearby street. Mr. Stewart also pointed out that the Post Office prefers not to have secondary numbers like apartment numbers. They prefer giving a number to each apartment rather than using numbers such as "1A, 1B, etc." Mr. Stewart noted that a fellow by the name of Guy at the Portland Downtown Post Office is responsible for review of preliminary building plans and proposed numbering.
