Attached is a letter sent by Liz Newton to Gary Hansel of GTE regarding our proposed use of
eight parking spaces at the GTE facility for Inspector parking. Please note that we expect that
within a week GTE will finalize the agreement authorizing us to use the parking spaces.
Please also note that we have determined, based upon a review of all documents in the record,
that our agreement with GTE only allows Police vehicles to exit, using the GTE driveway.
They are not allowed to enter the facility from Burnham. During our Executive Session
meeting of September 30, I informed you all that we must honor this earlier commitment or
run the risk of having GTE terminate the access agreement.
Please make sure that all employees are aware that the use of the GTE facility is limited to
Police vehicles, and once we receive authorization from GTE, Engineering and Building
Inspectors, no unmarked City vehicles are authorized to enter GTE's property at any time.

I am very pleased to bring you news about two landmark events that Bell Atlantic and GTE are observing
this week: the launch today of a new national wireless company and yesterday's inauguration of a brand
name that will embrace all our business units when our corporate merger is complete.
Today we formally announce the creation of Verizon Wireless. It is a national wireless powerhouse in
every sense of the word, serving some 16 million wireless voice and data customers from coast to coast.
This new enterprise combines the U.S. wireless businesses of Bell Atlantic Corp. and Vodafone AirTouch
Plc. When the Bell Atlantic-GTE merger is completed in the near future, Verizon Wireless will be
strengthened with the addition of GTE Corp.'s wireless operations. The new company will then rank as
the nation's largest wireless company, serving more than 23 million wireless customers and covering
territory that accounts for more than 90% percent of the U.S. population.
The benefits that Verizon Wireless will offer customers are significant: national coverage at single rate
prices, nationwide"roaming" at reduced rates, and the quality and reliability afforded by the country's
largest digital wireless network.
Verizon Wireless is the first business unit to adopt our new brand name. The completion of our parent
company merger (it is pending approval by the FCC)will see the Verizon brand adopted for all business
units in the new company. I believe this new brand presents a compelling symbol of what we will offer
customers here and around the globe: namely, competition and choice, innovative telecom services, and
greater access to the phenomenal benefits of the"click here"economv
Of course, you can depend on Verizon Communications Inc. to continue to be a corporate leader in our
communities. Our goal is for Verizon Communications Inc. to be the prototype of a 21St century
communications company—a blend of what has worked in the past to make our companies great with
what is required for the future.
Once our corporate transaction is complete, we plan to deliver much more information about the new
company as well as demonstrate just how vibrant a competitor we will be. As always, I appreciate the

Dear Mr. Monahan:
It has been my privilege to serve as region president for GTE in the Northwest during the
past five years. I have seen our region achieve high growth, bringing opportunities to all of
us in communities large and small. It is with mixed emotions that I announce my
acceptance of a new position with the merged GTE-Bell Atlantic company.
I have been named president of national operations for the new company, leading an
employee team of 60,000 telecom professionals. This is a wonderful opportunity to help our
merged companies move forward together, while continuing the service excellence that has
marked both organizations for more than 100 years. Although my new job will take me to
New York City, I will carry with me my native Northwesterner roots.
My move in no way signals a change in presence for GTE in the Northwest. Our great team
will continue to bring telecommunications products and services to residents, business and
our wholesale customers in Washington, Oregon and Idaho. The team's commitment to
service excellence also remains unchanged.
Our region is a wonderful place to live, work and raise a family. Our diversity of topography,
cultures and people is among our strengths. I have been fortunate for the chance to lead
such a great team of committed men and women. I have also been fortunate to have
served on many fine community organizations and worked with so many high-caliber
leaders.

Thank you for _your letter of January 23rd.. I appreciate and understand your
concerns and regret that this accident took place. Please be assured that I
have advised city employees of the purpose of the egress and have taken steps
to discourage public access.
I am not sure that verbal persuasion will eliminate all public access, but
would appreciate the opportunity to resolve this situation in this manner
rather than c structing a physical obstruction.
