Dear Mr. Riley:
TIGARD CENTRAL OFFICE AND SUPPORT CENTER EASEMENT PARCEL # 5460Z01
This letter is to address the continued problems with vehicular traffic
over the easement GTE Northwest Incorporated granted the City of Tigard,
at 8840 S. W. Burnham Street, in 1985.
My letter of January 23, 1989 requested you provide an action plan to
alleviate the ongoing problems and safety hazards created by both city
and public vehicles using our driveway. Your response, dated February
28, 1989, requested the opportunity of trying verbal persuasion to solve
the situation rather than construction of any type of barrier to
restrict traffic.
Because we are still experiencing the same problems stated in our
original complaint, which include marked city vehicles and city
employees entering our property from the north side to access the city
parking lots, GTE Northwest Incorporated is proposing the City install
an exit barrier and post "one way" signs, as shown on the attached
drawing. This obstruction would limit access and vehicular traffic by
City employees and the public, eliminate the probability of ingress by
non GTE employees, and greatly reduce the chances of future mishaps.
We feel the above steps are a logical solution to resolve the continued
violations of the intent of the original contract without resorting to
drastic measures.
After reviewing this proposal please advise me, in writing, of your
