General - Recreation History - 1999 to Present Recreation History
In 1999 the City of Tigard joined with Tualatin and Sherwood and tried to form the Atfaliti
Recreation District (similar to the Tualatin Hills Park and Recreation District). The measure failed,
though the numbers in Tigard were actually more in favor than against the measure. The City
backed away from recreation after that vote. Since that time there have been several inquiries or
attempts into recreation in Tigard. Generally, citizens have responded more favorably to a
recreation division or department than a district approach,though even the district approach has a
fair amount of support. Some of the notable recreation history since 2000.
1. The 2001 Tigard City Council Goals. Goal#2 : Provide Recreational Opportunities,
including Programs, Facilities, and Activities.
2. Startup Recreation Programs were explored by Staff and the PRAB in 2002-3. Initial
programs in surrounding communities were explored. One program looked at was the City
of Hillsboro recreation initialization. Those initial programs were Adult sport leagues,
summer recreation,preschool and after school classes. Today, Hillsboro has a large,
successful recreation program.
3. A phone survey was done in 2004. At that time 60% of Tigard citizens polled supported
recreation programs in Tigard,with 57% supporting the creation of a recreation division.
48%were also willing to pay for creation of a recreation division at $0.22 per$1,000 of
assessed property. 52% supported the idea of a bond to pay for a $6.75M bond to pay for a
recreation center.
4. In 2005 the PRAB conducted a campaign to promote recreation and land acquisition. Half
the PRAB conducted a public campaign to promote recreation by visiting community
groups and showing either a power point presentation or several presentation boards.
5. In 2006, the PRAB and the Mayor met to discuss the feasibility of initiating a recreation
program. As a result:
6. The City proposed an initial recreation program for the 2007-8 fiscal year. The cost to the
general fund was anticipated to be $85K for a program of approximately $190K (the rest
would come from fees and charges). Sometime during this process,the City ran another
survey that contained recreation questions. The results were similar to the 2004 survey.
Also a full recreation program budget was developed. At that time the budget for that
program was approximately$860k.
7. The $80k recreation budget was proposed for the 2007-8 budget. The budget for a
recreation program was cut during the budget committee meetings.
8. In 2008-9 , the PRAB has asked staff to collect information on recreation programs in
Tigard. Staff collected information on programs in Tigard. Many recreation providors were
listed on the City website.
9. In 2009,the PRAB decided to concentrate on land acquisition for a possible bond measure.
Since mid-2009 the PRAB has concentrated their attention on the bond measure and land
acquisition,because of the time commitment.
