Arborist Report for Tree 1 and Tree 2
I visited the development site at SW 72"d and SW Baylor St. in the afternoon of June 5, 2020 to evaluate
Tree 1 and Tree 2 and make recommendations base on the development plan. Tree 1 and Tree 2 are
offsite.Tree 1 grows at the property line and Tree 2 is less than 2 ft. from the property line. Based on my
evaluation of the trees and after reviewing the site plan, I recommend that Tree 1 be removed, and Tree
2 be preserved.
Tree 1
Tree 1 is a 10-inch DBH Incense Cedar(Calocedrus decurrens) and it is a young, healthy tree.There will
be significant excavation for the installation of an electrical transformer 4 ft. or less from Tree 1. This is
well within the critical root zone of Tree 1. My main concern is that Tree 1 will become destabilized
during excavation because installation of the transformer will require digging more than 3 ft. deep and
the over-dig will likely approach the property line. I recommend that Tree 1 be removed and replaced
with a native evergreen species. A Douglas fir or western redcedar would be a good species choice for
the area.
Tree 2
Tree 2 is an 8-inch DBH ponderosa pine (Pinus ponderosa) and it is a young, healthy tree.There will be a
parking lot constructed 8 ft. south of Tree 2 and an over-dig of 2 ft. is expected. Tree 2 has a root
protection zone (RPZ) of 6 ft. After evaluating Tree 2 and the extent of its root cover I find this to be an
adequate amount of protection for the tree.There is an existing gravel drive south of the tree where the
soil is compacted, and the root zone of Tree 2 is limited where the parking lot will be constructed.
I recommend that the tree protection fence (TPF) be installed at a 6-foot radius from Tree 2 in a semi-
circle that terminates at the property line. Arborist supervision will not be needed during excavation
when excavation remains outside of the 6-foot RPZ. To mitigate for the stress of construction, I
recommend that the onsite root zone between Tree 2 and the finished parking lot be mulched with
woodchips, bark dust, or similar organic material.Tree 2 is a young, healthy, native conifer with good
vigor and has the potential to become a significant tree in the future.
Conclusion
Due to the proximity of the new utility installation to Tree 1, Tree 1 should be removed.Tree 2 can be
preserved during parking lot construction without arborist oversight and is a promising young, native
tree. Construction stress near Tree 2 will be mitigated by mulching. I recommend that Tree 1 be
replaced with a native evergreen species like a Douglas fir or western redcedar.

invalidates the entire report.
9. Any action or proceeding seeking to enforce any provision of this Agreement shall be brought against any
of the parties in Multnomah County Circuit Court of the State of Oregon,or,when applicable, in the
United States District Court for the District of Oregon.Each party consents to the jurisdiction of such
courts(and of the appropriate appellate courts)and waives any objection to such venue.

72nd and Baylor Tree Protection Standards
According to Tigard's Urban Forestry Manual page 10-2 Tree protection fencing must be minimum
5-foot tall metal unless otherwise approved by the City Manager or designee.As illustrated in
detail 3 /L0.1 Tree protection fence we are exceeding this standard by providing a 6'chain link
fence around all of the trees we are preserving.Ti and T2 we hired an arborist to look at because
of there close proximity to the new parking lot and new utilities.After closer evaluation of these
two trees they determined that Tl would have to be removed and T2 could be saved with a 6-foot
radius tree protection fence around the tree.
• T3 is set for removal due to being an invasive tree in accordance with Section 7—
Development tree removal and replacement standards Partl Development Tree Removal
Standards subsection 6 which states"The tree is listed in the nuisance tree list in UFM
Appendix 6".
• T4 is set for removal due to close proximity of proposed parking in accordance with
Section 7—Development tree removal and replacement standards Part 1 Development Tree
Removal Standards subsection 9 which states"Tree removal is required for the purposes
of an approved building or land use permit"
• T5 is set for removal due to being in the parking lot in accordance with Section 7—
Development tree removal and replacement standards Partl Development Tree Removal
Standards subsection 9 which states "Tree removal is required for the purposes of an
approved building or land use permit"
• T6 is to be protected. It is a twin trunk Douglas fir. We are providing tree protection
fence at the dripline of the tree and limited grading is happening inside the drip line but
not within the critical root zone. After evaluation of the tree we feel that this work will
not be detrimental to the health of the tree. If during excavation any roots greater than 3"
are uncovered we will have the arborist preform root trimming and all work will be done
by hand within the root protection zone.
• T7 and T8 are set for removal due to being an invasive tree in accordance with Section 7—
Development tree removal and replacement standards Part! Development Tree Removal
Standards subsection 6 which states"The tree is listed in the nuisance tree list in UFM
Appendix 6".
• T9 is to be protected. It is a 9-inch caliper Douglas Fir. We are providing tree protection
fence at the dripline of the tree and no grading or construction is taking place within the
tree protection fencing.
• T10 and Tl 1 are set for removal due to being an invasive tree in accordance with Section 7

• T21, T22, T23, T24 and T25 are set for removal due to being an invasive tree in
accordance with Section 7—Development tree removal and replacement standards Partl
Development Tree Removal Standards subsection 6 which states"The tree is listed in the
nuisance tree list in UFM Appendix 6".
• T26 is to be protected. It is a 12-inch caliper Douglas Fir. We are providing tree
protection fence at the dripline and no grading or construction is taking place within the
dripline.
• T27 is to be protected. It is an 8-inch caliper Douglas Fir. We are providing tree
protection fence at the dripline and no grading or construction is taking place within the
dripline.

• T28 is to be protected. It is a 10-inch caliper Douglas Fir. We are providing tree
protection fence at the dripline and no grading or construction is taking place within the
dripline.
• T29 is to be protected. It is an 18-inch Red Cedar. We are providing tree protection fence
at the dripline of the tree and limited grading is happening inside the drip line but not
within the critical root zone. After evaluation of the tree we feel that this work will not be

• T30 is two conifer trees with poor form that have grown together. Due to the grading
taking place within the root zone it is set for removal in accordance with Section 7—

approved building or land use permit"
• T31, T32, T33, T34, T35 and T36 are all invasive trees located within the playground.
They are all set for removal for being invasive trees in accordance with Section 7—
Development tree removal and replacement standards Partl Development Tree Removal
Standards subsection 6 which states "The tree is listed in the nuisance tree list in UFM
Appendix 6".
• T37 is an 8-inch apple tree that is located inside the proposed building and is set for
removal in accordance with Section 7—Development tree removal and replacement
standards Partl Development Tree Removal Standards subsection 9 which states"Tree
removal is required for the purposes of an approved building or land use permit"
• T38 is a 12-inch apple tree that is located inside the proposed building and is set for
removal in accordance with Section 7—Development tree removal and replacement
standards Part! Development Tree Removal Standards subsection 9 which states "Tree
removal is required for the purposes of an approved building or land use permit"
• T39 is a 31-inch Red Cedar tree that is located inside the proposed building and is set for
removal in accordance with Section 7—Development tree removal and replacement
standards Part] Development Tree Removal Standards subsection 9 which states "Tree
removal is required for the purposes of an approved building or land use permit". We are
mitigating this large evergreen tree by providing a Douglas fir in the parking lot in close
proximity to where the tree is.
• T40 is a 12-inch Holly tree that is located inside the proposed building and is set for
removal in accordance with Section 7—Development tree removal and replacement
standards Partl Development Tree Removal Standards subsection 9 which states"Tree
removal is required for the purposes of an approved building or land use permit"
• T41 is an 18-inch plum tree that is located inside the proposed building and is set for
removal in accordance with Section 7—Development tree removal and replacement

• T42 is a 12-inch apple tree that is located in the right of way and is set for removal due to
the installation of a sidewalk in accordance with Section 7—Development tree removal

states "The tree location conflicts with areas of public street widening, construction, or
extension as shown in the Transportation System Plan".
• T43 is an 8-inch apple tree that is located in the right of way and is set for removal due to
the installation of a sidewalk in accordance with Section 7—Development tree removal
and replacement standards Partl Development Tree Removal Standards subsection 8 which
states"The tree location conflicts with areas of public street widening, construction, or
extension as shown in the Transportation System Plan".
• T44 is a 24-inch Rhododendron tree that is located in the right of way and is set for
removal due to the installation of a sidewalk in accordance with Section 7—Development
tree removal and replacement standards Partl Development Tree Removal Standards
subsection 8 which states "The tree location conflicts with areas of public street widening,
construction, or extension as shown in the Transportation System Plan".
• T45 is a 16-inch Douglas Fir tree that is located in the right of way and is set for removal
due to the installation of a sidewalk in accordance with Section 7—Development tree
removal and replacement standards Partl Development Tree Removal Standards subsection
8 which states"The tree location conflicts with areas of public street widening,
construction, or extension as shown in the Transportation System Plan".
• T45 is a 16-inch Douglas Fir tree that is located in the right of way and is set for removal
due to the installation of a sidewalk in accordance with Section 7—Development tree
removal and replacement standards Partl Development Tree Removal Standards subsection
8 which states "The tree location conflicts with areas of public street widening,
construction, or extension as shown in the Transportation System Plan".
• T46 is an 18-inch Douglas Fir tree that is located in the right of way and is set for
removal due to the installation of a sidewalk in accordance with Section 7—Development

subsection 8 which states "The tree location conflicts with areas of public street widening,
construction, or extension as shown in the Transportation System Plan".

Conclusion
All non-invasive trees that could be feasibly saved have been saved using the tree
protection standards laid out in the Urban Forestry Manual.
