Re: Stormwater Management Memorandum
The proposed project includes the construction of a 3-lane, 1/9 mile track located at Alberta Rider
Elementary School in Tigard, Oregon. The proposed track will be constructed of permeable
materials such that stormwater infiltration by the native subgrade will not be inhibited by the
proposed improvements. The track section will include 8-inches of drain rock placed on un-
compacted native subgrade, with a 3-inch porous hot mix asphalt lift, and covered with a porous all-
weather track surface.The proposed project will meet City of Tigard and CWS stormwater standards
through this LID approach of impervious area reduction.
Soils and Infiltration
The underlying soils for the project site are Cornelius and Kinton silt barns, with a hydrologic soil
group of C. Table 4-5 in the CWS Design and Construction Standards for Sanitary Sewer and
Surface Water Management, dated December 2019 estimates the infiltration capacity of this soil
type to be around 1/2-inch per hour. The porous track section is expected to have an infiltration
capacity in excess of 20-inches per hour.
Water Quality
The proposed project will include 815 square-yards of porous track. No impervious area will be
added or modified as part of this project, therefore meeting water quality treatment requirements
outlined in Chapter 4 of the CWS Manual.
Hydromodification
The proposed project will not construct or modify any impervious area, therefore meeting the
hydromodification requirements outlined in Chapter 4 of the CWS Manual.
Downstream Capacity
The total impervious area for the site will not increase,therefore the total stormwater runoff from the
site will remain the same as it is in existing conditions.

Per our phone conversation, the Site Work permit fees for the Tigard High School track are listed below:

In addition to the above fees,there is an archiving fee for one complete set of plans: $.50 per page for
pages up to 11" x 17" and $2.00 per page for pages over 11" x 17". Please let me know if you have
additional questions.
