TIGARD Commercial, Multi-Family and One- &Two-Family Dwellings
A site work permit is required for all commercial projects including new buildings, additions,
accessory buildings larger than 120 square feet,modular structures and multi-family R-1
occupancies. A site work permit is required for excavation, fill,grading,paving, retaining walls,
fire hydrants and fire department access on private property for work on individual lots not
covered under the subdivision development.
Note: A separate "plumbing" permit for site utility plumbing work is required for sanitary
sewer, storm sewer and potable water systems on private property. Please see the Site
Utilities - Plumbing Permit Application for plan submittal requirements.

Thanks for the help today clarifying permit application submittals for the proposed site and plumbing improvements
associated with a new Softball Enclosure at Tigard HS.Again, these improvements will support the 40'x84' enclosure,
which is being separately permitted by Day CPM. Please review the attached applications to verify we have the correct
fee amounts.
We addressed stormwater management during land use with the attached Stormwater Memo.We will include this
memo with the submittal package for Khoi/engineering review.
We are looking to address erosion control by marking revisions on the approved 1200C plan set kept on site.
We intend to submit the package Wednesday and will resolve fees with the TTSD trust account upon Wes Winship
approval.

The purpose of this memo is to evaluate stormwater compliance with the proposed Tigard High
School softball enclosure. The system consists of roof drains connecting to an existing system with
a Contech 72" StormFilter manhole with five low-drop cartridges.
Water Quality
The existing downstream treatment facility is a 72" diameter Contech StormFilter manhole with 5
low drop StormFilter cartridges. The treatment rate for the existing manhole is 50 gallons per minute
(10 gpm per cartridge). Clean Water Services defines the required water quality treatment rate by
the following equations:

This gives a direct correlation between treatment capacity and contributing impervious area. The
existing system has a treatment capacity of roughly 0.111 cfs (50 gpm); therefore, using Clean
Water Service's equations, the capacity of the existing system is 53,280 square feet. The existing
system currently treats 44,706 square feet of impervious area based on the Stormwater Report
prepared for the improvements proposed as part of CUP2017-00006. This gives an excess capacity
of 8,574 square feet of impervious area.
The proposed enclosure will add an additional 3,360 square feet of impervious area which does not
exceed the capacity of the existing system, therefore no additional treatment is required.
Conveyance
The proposed enclosure will connect to the existing storm system at Tigard High School with a roof
lateral. The proposed connection will be a 6-inch diameter pipe with at least a 0.5% slope. The 25-
year stormwater flow rate for proposed enclosure was calculated using the Rational Method.

The City of Tigard is expected to have a 25-year storm intensity of 2.45 in/hr based on ODOT's

ft), giving an expected flow rate of 0.17 cfs.

The maximum capacity of a 6-inch pipe at 0.5%slope according to Manning's Equation is 0.40 cubic
feet per second. The discharge rate is less than the maximum capacity, therefore a 6-inch pipe with
at least a 0.5% slope will provide proper conveyance.
Downstream Analysis
A downstream analysis was conducted as part of the Stormwater Report generated for the Tigard
High School improvements proposed as part of CUP2017-00006. The analysis showed that there
is no downstream capacity issues in the public system.
