07/28/2003 - Minutes TIGARD WATER DISTRICT BOARD OF COMMISSIONERS MEETING Monday, July 28, 2003 Members Present George Rhine, Beverly Froude, Norm Penner, and Janet Zeider Staff Present: Twila Willson Visitors Present: Paul Owen 1. Call to Order Commissioner George Rhine called the meeting to order at 7:05 p.m. 2. Roll Call and Introductions Commissioner Rhine called the roll and Marc Delphine was absent. 3. Approval of Minutes— May 28, 2003 & June 23, 2003 Commissioner Norm Penner motioned to approve the minutes of the May 28th Intergovernmental Water Board (IWB) meeting, Commissioner Beverly Froude seconded the motion, and the vote to accept the minutes was unanimous. Commissioner Froude motioned to approve the minutes of the June 23rd meeting, Commissioner Penner seconded the motion, and the members voted unanimously to accept the minutes. 4. Visitor's Comments - None 5. Oath of Office for Appointed Board Members Twila Willson administered the Oath of Office to Commissioners George Rhine, Beverly Froude, Norm Penner, and Janet Zeider and each signed the Oath of Commissioner. Commissioner Zeider stated that she had not received the letter from the Washington County Elections Office regarding her write-in vote selection and Twila Willson said she would contact them as to the status of the letter. 6. Water Supply Update Dennis Koellermeier was unable to attend the meeting. 7. IWB Update— Norm Penner Commissioner Penner stated that Commissioner Dick Winn had recently been appointed to replace Jan Drangsholt as the representative from King City for the IWB. Tigard Water District Minutes - 1 - July 28,2003 The water conservation program is working very well for the Tigard water system area. The landscape rebate program has turned out to be a huge success with many citizens responding to the conservation rebate program. Commissioner Penner explained the graph that Mr. Wegner distributed at the meeting which indicated where Tigard's water comes from and the percentages. • 59% - Bull Run (Portland) • 29% - City of Beaverton (JWC) • 5% -Tualatin Valley Water District (TVWD) • 4% - ASR Recovery • 2% -Well #2 • 1% -Tualatin Commissioner Penner reported that the recent Intergovernmental Water Board meeting included a joint meeting with the Tigard City Council where Ed Wegner made a presentation about the long term water supply source options. • Mr. Wegner reported that the Bull Run Water Agency was dead; however the negotiations for the wholesale contract renewal with the City of Portland continue to proceed. • Joint Water Commission (JWC) negotiations continue forward with the partnership option. Representative Wu is pushing for the Bureau of Land Management (BLM) to move on the dam raise. • Recommendations were made to staff to continue negotiating with both water sources. • Councilman Brian Moore urged investigating the Willamette River as a water source and not to disregard that as a third option. Commissioner Froude expressed a concern as to who would ultimately pay for the expensive reservoir covering projects that the City of Portland would be undertaking and requested that this issue and Portland's timetable should be topics that Dennis Koellermeier report on at the next TWD Meeting. 8. Non-Agenda Items Twila Willson distributed a copy of the invoice received from Washington County for the May election fees. She stated that the invoice had been approved and payment was being processed. Commissioner Rhine recommended the election officers, however following discussion it was decided to postpone the elections of officers until the next meeting when all members could be present. Commissioner Rhine stated that he was not necessarily expressing a desire to step down as the Chair of the Tigard Water District Board of Commissioners. Commissioner Penner expressed neutral feelings about continuing to serve as the TWD representative on the IWB. Tigard Water District Minutes -2- July 28,2003 Commissioner Froude made the recommendation that board members should contact staff if they were unable to attend TWD meetings. Commissioner Penner requested that the alternate, Commissioner Froude, attend the IWB meeting on September 10, 2003, as he would be out of town. 9. Set next meeting date The next meeting date was scheduled for Monday, October 27, 2003, at 7:00 pm. 10. Adjournment Commissioner Janet Zeider motioned to adjourn the meeting and Commissioner Froude seconded the motion. At 7:41 p.m. the board unanimously voted to adjourn the meeting.
