11/27/2000 - Minutes TIGARD WATER DISTRICT BOARD OF COMMISSIONERS MEETING November 27, 2000 Members Present: Gretchen Buehner, David Strauss, Norm Penner and George Rhine Staff Present: Mike Miller and Twila Willson Visitors Present: None 1. Call to Order The regular meeting of the Tigard Water District Board of Commissioners was called to order by Commissioner Strauss at 7:00 p.m. 2. Roll Call and Introductions Roll call was taken. Commissioner Beverly Froude was excused. 3. Approval of Minutes— October 23, 2000 Commissioner Norm Penner motioned to accept and approve the minutes. Commissioner George Rhine seconded the motion. The Board of Commissioners voted unanimously to approve the minutes of the October 23, 2000, meeting. 4. Visitor's Comments No visitors were present. 5. Intergovernmental Water Board Update Commissioner Penner had nothing new to report. The next meeting of the IWB will be December 13. 6. Lease Approval for Tigard Area Historical Preservation Association The Tigard Water District has been requested by the Intergovernmental Water Board to sign an amendment to the contract for a proposed addition of a building to the leased property for the John Tigard House by the Tigard Historical Society. Commissioner Strauss asked how long the current lease was for. Mike Miller stated that originally the contract was signed in 1979 and has been renewable on TWD Meeting Minutes - 1 - November 27,2000 a year to year basis. The John Tigard House is used for special events, craft shows, and other activities. Commissioner Strauss asked if the amendment documents were ready to be signed. Mr. Miller indicated they were not ready yet. The attorneys will formulate the amendment with the correct terminology after the Tigard Water District gives their approval and authorization to proceed in that direction. Commissioner George Rhine questioned if the term of the lease should be extended to more than a one-year renewable lease. The Board participated in a discussion about the term of the lease. At the conclusion of the discussion, Commissioner Norm Penner moved to approve proceeding with the program to allow the Historical Society to construct the building and request the attorney's compose a new lease agreement with 10-year renewable increments. Commissioner Rhine seconded the motion. Commissioner Gretchen Buehner stated yearly payment for the renewal should be continued. Mr. Miller indicated it would be all right to reword the agreement. The Board members unanimously voted in favor of the motion. 7. Utility Manager's Report - Mr. Miller distributed several informational items: • A letter from Metro regarding affordable housing in the region. • Insurance coverage invoice for $1220.00. —> Mr. Miller informed the Board that there were three bids for Aquifer Storage Recovery (ASR) that are scheduled to go before the City of Tigard's Council on the December 19 agenda. —� Mr. Miller also announced the upcoming System Development Charges (SDC) hearing on Tuesday, November 28 at 7:30 p.m. The meeting will be televised. Mr. Miller also stated that he would be meeting with the Homebuilder's Association on Tuesday afternoon to address their concerns. Commissioner Buehner questioned whether they will re-evaluate the fees/rates since Measure 93 did not pass. Mr. Miller indicated there would be a 10% proposed increase. They have had to move projects around since there is not enough funds for everything. Commissioner Rhine asked how strong the opposition from the Homebuilder's Association has been. Mr. Miller stated there were four individuals in opposition. Commissioner Penner mentioned an article he read in the Tigard Times listing several other cities SDC's and Tigard was still on the low side. TWD Meeting Minutes -2- November 27,2000 Mr. Miller said the methodology was confusing to the Homebuilder's. They had flaws in their calculations. He hoped to meet with them before the meeting tomorrow night to provide them with a better explanation. It is the same methodology that was used in 1996 which is when the last increase took place. The increase in 1996 was about $200. -* Proceedings are continuing with South Fork, JWC and Portland. Commissioner Penner asked what the new City of Tigard Council configuration was like following the election results. Mr. Miller indicated Brian Moore was re-elected and Craig Dirksen was selected for the other seat. 8. Non-Agenda Items • Commissioner Strauss thanked Commissioner Penner for all his work in compiling the spreadsheet information from the Newsletter survey results. There was a discussion that followed about what to do with the results of the survey. ✓ 23 respondents interested in serving on an advisory panel (from first mailing) ✓ mobile home park respondents have been very few to date ✓ respond to results of survey in mass mailing with another newsletter ✓ hold workshop meeting first part of January to create an advisory panel ✓ Mike Miller to check room availability for January 8. ✓ David Strauss to contact the 23 prospects by mail or phone within next week • Gretchen Buehner announced she is on the Transportation Planning Committee and would be able to address any water issues on that committee. • Commissioner Penner read several of the survey comments. 9. Set next meeting date The next meeting of the Intergovernmental Water Board is scheduled on December 13. Minimal expectations are anticipated from that meeting. The Tigard Water Board decided not to hold a meeting during the month of December. A workshop will be held on January 8, if room availability allows. Mr. Miller will check on the availability of a large conference room and let Commissioner Strauss know.
