Executive Session:
The Tigard Water District Board may go into Executive Session under the provisions of
ORS 192.660(1)(d),(e), & (h) to discuss labor relations, real property transactions, and
current and pending litigation issues. All discussions within this session are confidential;
therefore, nothing from this meeting may be disclosed by those present. Representatives
of the news media are allowed to attend this session, but must not disclose any information
discussed during this session.

1. Call to Order
Commissioner George Rhine called the meeting to order at 7:01 p.m.
2. Roll Call
Staff called roll. Commissioner Norm Penner was excused.
3. Approval of Minutes— July 26, 2004
Approval of the minutes was postponed until the next TWD meeting.
4. Visitor Comments
Henrietta Cochran stated her wishes were that the Tigard Water Service Area should
go to the Willamette River for a water supply source.
5. Washington County Elections for Positions 1 and 2
Twila Willson explained that notification was received from the County Election's Office
that two positions on the Board were two-year terms and would be up for election.
Position 1 — Commissioner George Rhine
Position 2 — Commissioner Norm Penner.
Election filing packets have been sent to both Commissioners and the forms also will
be available on the county's website after February 1, 2005. The filing period is from
February 5, 2005 through March 17, 2005. It was requested that Board members be
notified in advance should Commissioners Rhine and Penner not wish to run for re- -
election. Additional filing packets are available from Twila Willson for anyone
interested in running for one of the positions.

6. Discussion of Annexation Opportunity

Brian Rager reported that Commissioner Norm Penner called him to explain that
he was uncomfortable making a decision without discussing this issue as a
board.
A map of the area was distributed. Mr. Rager stated the deadline had been
extended to an as yet unknown date. Annexation of the TWD parcel is timely
and filing fees would be waived.
After discussing the issue of annexing the TWD parcel, it was decided the board
would wait to make a decision. Board members wanted to take advantage of the
extended closing date to act on the offer in order to get more information about
how surrounding property owners respond to the annexation. Staff will notify the
board of the new deadline and a special session of the TWD would be called if
necessary.
7. Long-Term Water Update— Brian Rager
• Regional Water Supply Plan Update
• Proposed Portland Contract
Regional Water Supply Plan Update Report - distributed to board members. The
report is the product of a two-year effort. Mr. Rager informed the board that they
need to review and make recommendations to their IWB representative. The
IWB will need to approve at their next meeting.
Portland Contract - close to being finalized and will be made public then.
Summer water usage — peaked at 13.6 mgd, which is better than the year before.
Conservation efforts have been good.
ASR proiect— at 90% design stage to review comments; somewhat behind
schedule, but should be able to use next summer. The goal was to reach 1 mgd
production and this well will produce 2.5 mgd. Aquifer has enough zones in it
and static water level below well can hold and move water well through the
aquifer. The pump will be designed to produce 2 mgd.
The drilled test well on 150th and it was unsuccessful and staff is looking for
another spot for a test well on Bull Mountain. A property owner seems willing to
work with us.
Working on another contract to solicit competitive bid for test well. Proposed site
is 600 ft. away from 10 mgd well site. The test well will be 6-8 in. maximum.

Rider School/Reservoir Proiect - Staff will be going to council tomorrow night
about this project. The original design was on SE portion of site, but the school
shifted their building to that area, dropping their floor site and causing conflicting
situation with our reservoir site. Staff met in October with the school district to
discuss a new location on the site, but the location offered on that site would be
difficult to build a reservoir on with not much room to operate (tight location), and
resulting in a very expensive price. Council will give direction. Mr. Rager said
he did not think it was cost effective to continue at that location.
Staff has talked with Mrs. Price about her property for a reservoir site and will
discuss that possibility further with her after guidance from Council.
JWC — Big projects are being studied: Scoffins Dam raise, raw water pipeline,
Sain Creek Tunnel (all very expensive projects). Costly to all the partners
involved. Looking at all options to weigh which projects would be best to pursue.
Now experiencing a dry winter, which could cause water supply problems during
warmer months. There is still time to get a good supply of rain and snow. More
water conservation and rationing may be required later this year.
Tigard is joining Tualatin Valley Water District in educating customers about
water source options and the Willamette River will be one of the areas reviewed.

A special session may need to be called before the March meeting to discuss the
annexation issue.
