Executive Session:
The Tigard Water District Board may go into Executive Session under the provisions of
ORS 192.660(1)(d),(e), & (h) to discuss labor relations, real property transactions, and
current and pending litigation issues. All discussions within this session are confidential;
therefore, nothing from this meeting may be disclosed by those present. Representatives
of the news media are allowed to attend this session, but must not disclose any information
discussed during this session.

1. Call to Order
Commissioner Beverly Froude called the meeting to order at 7:05 p.m.
2. Roll Call— Staff called roll.
3. Approval of Minutes— May 17, 2004
Commissioner Marc Delphine motioned to approve the minutes, Commissioner
Janet Zeider seconded the motion, the motion carried unanimously to accept
minutes of May 17, 2004.
4. Visitor Comments - None
5. Budget Adoption Process for FY 2004-05
• Public Hearing— No public was present and the Public Hearing was
closed with no comments.
• Adopt Budget- Commissioner Janet Zeider motioned to adopt the
budget for FY 2004-05 by signing the Resolution and Commissioner
Norm Penner seconded the motion. Commissioner Delphine abstained
while all other board members voted in favor of adopting the budget.
• Resolution 04-01 —The board members signed the resolution.
Commissioner Delphine indicated he abstained following his signature.

6. Board Discussion of Educational Newsletter
The discussion included the following points of interest:
• The purpose would be to inform citizens of what is in the water
. The annual CCR already covers the water quality. The last page of the
report includes analysis of water and includes mix information
• The CCR is legally mandated information that is included in the report and
Tigard has expanded on that information —fluoride is mentioned
• Changes to water source could be notified through a newsletter
• Other specific information that could be addressed could be included in
the next CCR report
• Fluoride is the only issue of concern at this time — could create anxiety or
concerns
. No solution to the situation at the time— public outcry could spread to
other areas
• No other water alternative short-term — would need to pursue other
options other than the JWC — at least a 3 year process to change that
course
• One customer requested filter from the IWB and they elected not to get
involved with that issue
• Fluoride calls to staff have been about concerns to over medicating
children with fluoride
• Testing taking place at multiple locations — making information available
via a webpage map showing data —will change over time
• Commissioner Penner stated that the bigger issue was water source and
did not think fluoride should be directly targeted.
• Lots of information has been distributed to the public about fluoride
• Commissioner Delphine said he thought fluoride was a health topic similar
to DDT which was later discovered to be a poison. He thinks fluoride will
be discovered to be the same thing and is a public health concern. He
went on to say that anyone can get fluoride for healthier teeth without
adding it to water. He thought the TWD should take a stand.
. City of Beaverton voted to add fluoride to their water— majority won

• Commissioner Froude thought the board should keep the issue updated
and major concerns by citizens should be voted on by the public, not the
IWB or TWD
• Dennis Koellermeier reported that public initiative, referendum vote, or
intergovernmental agency could request it be included in the vote
• Willamette River is not fluoridated in Wilsonville and that could be a water
source
. Table the issue at this time, but keep ears open to concerns
Commissioner Penner motioned to table the issue for the time being and see
how the community responds over time, Commissioner Janet Zeider seconded
the motion. The vote was: Ayes — Commissioners Zeider, Penner and Froude;
Nay— Commissioner Delphine.

7. Water Update— Dennis Koellermeier
Portland Contract— Hand-outs were distributed.
Negotiations have been slow. It is now time for the 3-year notice for renewal or
non-renewal of the 25 year contact with Portland. Presentations have been
made regarding costs, etc. Exit terms are steep at $5m for water not received.
Current negotiations with new contract would cost more to buy out of than the old
contract. Wholesalers are making group decisions now. All the wholesalers are
responding to similar letters. Mr. Koellermeier thinks Portland is waffling. This
step leaves Tigard with 3 remaining years on the current contract while still trying
to negotiate. We are obligated to the 3 year contract, but this gives us that time
to decide where we are going from here. Transmission is the problem and the
more involved in finding the solution the better. The cheapest solution for all
parties would be doing it together.
The June water usage records report was distributed for informational purposes.
ASR Wells —The 10mg well has scheduled testing for productivity. The 150th
site went to 1000 ft. depth but showed not productive at that site.
8. Intergovernmental Water Board Update
The TWD update was covered earlier.
9. Non-Agenda Items
Twila announced that Dennis Koellermeier was named the new PW Director.

Commissioner Marc Delphine motioned to adjourn, Commissioner Janet Zeider
seconded the motion, and the meeting was unanimously adjourned at 7:47 pm.

Subject: Five-Day Pump Test at ASR Well Site
On Monday, July 26, 2004,we will be conducting a five-day pump test at our new Aquifer Storage and
Recovery(ASR)well site on Bull Mountain Road (near 125th Avenue). This test is necessary in order for
our consultants to determine the appropriate size of permanent pump that will need to be designed for the
well. The temporary pump will be powered by a 750 HP diesel motor, and will run at a constant rate of
1500 gallons per minute (gpm), 24 hours per day, for the five days. Therefore, there will be some noise
from the motor and some water that will need to be discharged from the site. The water that will be
pumped is just the native groundwater from the aquifer.
The noise will be mitigated by the contractor, and those measures are being completed today. We will
monitor things during the week to ensure that the sound is well dampened. Regarding water, we will be
discharging the water into our storm drainage system that flows to the north of the site through the Ames
Orchard Subdivision, then down through the Arlington Ridge and Redwood Vista subdivisions. That
system then crosses via open channel flow across SW Gaarde Street near 118th Avenue. We will also
monitor this during the test.
Door hanger notices are being delivered today to all property owners in the area and along the drainage
route.
The pump is actually running right now, as the contractor is performing what is called a Step Test. They
are ramping the pump up in increments to just test the system and the aquifer response to make sure
everything is ready for the actual test to begin on Monday. The Step Test will be completed by the end of
day today.

Subject: Expanded invitation for upper watershed tour
As you know, we have scheduled a tour of the upper Tualatin watershed for the Water Supply Study PSC and
partner staff on Thursday August 12 from 12:30 to 4:30 PM. One aspect of the tour will be a discussion of the
Sain Creek Tunnel and proposed location for intake. We are extending that invitation to other elected and
appointed officials of the partners in the project.
We'd like your assistance in inviting your board, councils, etc. to the tour. We'll provide box lunches and
refreshments and the tour will leave from Clean Water Services Administrative offices at 2550 SW Hillsboro
Highway near the main public entrance. We'll need a final count by Monday August 9.
