RE: Environmentally-Friendly Business Practices

Recently the Board asked for information regarding environmentally-friendly business
practices and what practices have or could be implemented within the Tigard Water Service
Area (TWSA). Included in this memo is information on:
• Renewable power
• Biodiesel fuel
• Energy efficient improvements to water service operations
Renewable Power
Attached to this memo is a packet from PGE on renewable power for businesses. The
TWSA has seven sites that would qualify for this program.
Biodiesel Fuel
The Water Division has three on-road and two off-road pieces of diesel powered equipment.
The fuel consumption for all five pieces of equipment is less than 2,000 gallons a year.Using
an average cost (calculated from May through October, 2006) of$1.89 per gallon,the Water
Division's annual diesel fuel cost is approximately$3,700. Because the Water Division's
diesel fuel consumption is relatively low,having only this Division change to biodiesel fuel
would be impractical and would not have a significant environmental impact.
However,Tigard's Fleet Division is currently evaluating the feasibility of using biodiesel fuel
for all diesel powered vehicles/equipment throughout the City. Over the past 24 months,
staff has attended several biodiesel presentations by the Columbia-Willamette Clean Cities
Coalition. Items currently being considered with regard to a biodiesel conversion include:
• The environmental benefits of using biodiesel.
• Biodiesel increases the domestic production of this fuel and creates economic
development.
• Biodiesel reduces our reliance on foreign oil.
• There is only one fuel station in Tigard that carries biodiesel.
• Using biodiesel may invalidate vehicle/equipment warranties.
• Biodiesel fuel is new to the market and it may be prudent to wait and see if other
jurisdictions experience any issues.
• Purchasing biodiesel fuel is not included in the City's current fuel contract.
• Biodiesel fuel costs approximately 13 percent more than regular diesel.
Energy Efficient Improvements to Water Service Operations
With the help of BacGen Technologies, Inc., an energy consulting firm, and the Energy
Trust of Oregon, the City of Tigard recently conducted an energy audit of its pumping
stations. The audit demonstrated that by upgrading two of its older, less efficient pumping
systems,the city could reduce its annual energy demand by 700,000 kilowatt hours. This
translates into a cost savings of$35,000 a year.
The Energy Trust of Portland, a nonprofit organization dedicated to energy efficiency,paid
for the purchase and replacement of the two pumping systems. The Energy Trust has also
helped the City offset the cost of other energy efficient equipment through a rebate program
for large energy users.
The Tigard Times is planning to do a story on the replacement of these pumps.
Summary
If the Board would like to pursue renewable power or has input regarding any of the other
environmentally-friendly practices, staff recommends the Board formulate and send a
recommendation to the Intergovernmental Water Board for consideration.
