BOARD OF COMMISSIONERS MEETING
OCTOBER 28, 1996
Members Present: Norman Penner, Beverly Froude, John Haunsperger,
David Strauss. Not present was John Volpe
Staff Present: Mike Miller, Diane Kuhn
1. Call to Order:
The meeting of the Tigard Water District Board of Commissioners was called to order at
7:02 p.m. on October 28, 1996, by Chair Penner
2. Roll Call/Introductions:
Four members were present, one member John Volpe was not present
3. Visitors Comments:
No visitors were present at the meeting
4. Approval of the August 26, 1996 Meeting Minutes:
Commissioner Haunsperger made a motion to approve the minutes, Commissioner Froude
seconded the motion. Motion was passed unanimously.
5. March 1997 Elections:
Mike Miller stated that he received the Washington County Election packet in the mail
two weeks ago. There are two positions up for election. They are position numbers 1 &
2. At the present time John Volpe and David Strauss hold those positions. Commissioner
Froude gave some background information on how the Tigard Water District elections are
handled. She stated that she received a call from the election department asking how
many we have running for office.
Mike stated that if Commissioners Volpe and Strauss wish to run for office, they will need
to fill out a candidacy form, and send $10.00 for the registration fee. Mike stated that he
will send confirmation. Commissioner Froude stated that if you want to file, your
registration needs to be sent in between November 30, 1996, and January 9, 1997. If you
have 25 people sign a petition, you will be able to forfeit the $10.00 registration fee. .
Chair Penner asked if the vacancies get announced? Mike stated that the vacancies afe
run in the newspaper, and that anyone can check with the election board.

6. Discussion of Draft Newsletter-John Volpe:
At the last board meeting it was suggested that a newsletter should be drafted to
send out to all the residents of Durham, King City, and the Unincorporated Areas, to
inform these people of where their water source comes from, explaining how the TWD
came about, explanation of some of the water bill charges, listing of the commissioners
names, addresses, and phone numbers. The Commissioners feel that would make the
letter more personal. This letter will be sent out to these residents in their water bill after
the first of the year. Commissioner Volpe volunteered to draft the letter, and the
commissioners were to bring back suggestions for the letter. Some of the suggestions
were as follows: (a) Be specific, and make TWD part of Tigard Water Service Area. (b)
Be more specific and list all areas in the TWD. (c) To let residents know that the board
of commissioners oversee the residents of the unincorporated area. (d) People should
know that the commissioners, are elected officers. At the end of their term of office, they
may run again if they file for re-election with Washington County. (e) That the names,
addresses, and phone numbers of the commissioners should be sent out in the letter, so
people would be able to contact them. (f)People should be aware of how the TWD
serves their neighbors. (g) That the Tigard Water Service Area has no water rights, and
the impact that has on the cost of water. (h) That the Tigard Water Service Area does
own wells, but that the rest of the water needs to be bought on a surplus basis.
Changes will be made to the letter, and another draft letter will be sent out to the
commissioners within the next week, 10 to 14 days. All the commissioner feel that we are
off to a good start with this letter.
7. Operations Managers Report:
Mike Miller stated that he has received flyers from two Special District
Associations of Oregon, and information on the ballot measures.
Mike has received from the Washington County Election Board a list of positions
that will be up for election on March 11, 1997. They need to be filled out, and returned no
later than November 13, 1997. Enclosed are two candidate filing packets.
Mike also had with him a notification from the Portland Metropolitan Area Local
Government Boundary Commission informing the TWD Board of a boundary change
proposal to annex certain territories of the unincorporated area into the City of Tigard.
Proposal No. 3659, would include 0.33 acres. There will be a public hearing on Thursday,
November 14, 1996, at 7:00 PM, at the Multnomah County Courthouse, Room 602, 1021
SW 4th Ave. .
Mike stated that he Will be sending a copy of the Senate Bill 122, the Urban
Services Bill in the packet with a copy of the 2nd draft letter.

Beverly Froude commented on SB 122. She stated that Washington County wants
to be out of providing urban services by year 2000. Beverly stated that she is on the task
force looking at all unincorporated areas in the urban growth area, and they are now
working on the Tigard, Beaverton areas, with Scholls Ferry Road being the boundary.
She stated that the people in the area will need to vote on it. It is the pre-cursor to
annexation. Her proposal is that the information will be sent out to the commissioners,
with a decision to be made by next spring for our area.
Mike stated that the water demand is down, that our average demand is only 4.76
million galllons per day. Most of the water coming from Bull Run, and purchasing 2
million per day from Portland. Mike stated that a new 5 year contract was to be finalized
at the end of September, but still no contract with Lake Oswego.
Mike attended a water peaking meeting downtown, two weeks ago, and discussed
summer usage. He got to see how we did on purchasing water. Our daily usage was 1,
our hourly usage was 1.3 at its peak. He stated that Portland's water rates will start to
come down and should start to stabilize.
The discussion arouse on Damish State Hospital at Wilsonville, if it will be a water
treatment plant, or a prison. Mike stated that Wilsonville doesn't have the water of its
own to supply it. There will be a public hearing either the 2nd or 4th of November, with
the decision being made by December 1996.
Mike stated that there was a meeting on October 17, at Washington County on the
3.5 million gallon reservoir. Ed Wegner, Chris Uber from Murray, Smith& Associates,
and the city attorney were the only ones present. Conditional use permit was approved.
8. Non-Agenda Items:
It was mentioned again that a draft letter will be mailed to the commissioners
before the next meeting, and comments are to be mailed back to Mike Miller.
9. Adjournment:
Commissioner Haunsperger made a motion to adjourn the meeting, and it was
seconded by Commissioner Froude. The meeting was adjourned at 8:50 P.M.
The next meeting will be held November 25, 1996, at 7 PM, at the Water Building.
