All discussions within this session are confidential; therefore nothing from this meeting may be disclosed by those present. Representatives of the news media are allowed to attend this session, but must not disclose any information discussed during this session. pw\twc1\10-28.agn TIGARD WATER DISTRICT BOARD OF COMMISSIONERS MEETING NOVEMBER 25, 1996 Members Present: Chairman Norman Penner, Beverly Froude, David Strauss, John Volpe Not present was John Haunsperger Staff Present: Mike Miller, Diane Kuhn 1. Call to Order: The meeting of the Tigard Water District Board of Commissioners was called to order at 7:02 p.m. on November 25,1996, by Chair Penner 2. Roll Call/Introductions: Four members were present, one member was not present 3. Visitors Comments: No visitors were present at the meeting 4. Approve October 28,1996 Meeting Minutes: Commissioner Strauss made a motion to approve the October 28, 1996 minutes, Commissioner Froude seconded the motion. Motion was passed unanimously. 5. Discussion of Draft Newsletter: Chair Penner congratulated John Volpe on the newsletter, and a job well done. David Strauss, had a few revisions to the newsletter, and passed a letter with his revisions telling where the water comes from, and how it gets to your home,the structure of the board, and about the Tigard Water District Board of Commissioners. At that time, Chair Penner passed a letter that he had revised. His letter was broken up into two parts: (1)who is responsible for the water, and(2)where does the water come from? Norm stated that he feels the letter should include that our meetings are open to the public, and where the meetings are held. Commissioner Froude stated that somewhere in the letter should be a comment about conservation. Chair Penner and Commissioner Strauss felt that the letter is fine for now, and that the topic of conservation should be considered for the letter being sent in the spring. Commissioner Froude asked if the letter would be sent in the water bills to the Unincorporated area? Mike Miller stated that it could either go out in the CityScape,or the water bills. The bulk of the residents in the Unincorporated Area at this time do not receive the CityScape, so Mike suggested that we could start sending the CityScape out to the Unincorporated areas, so they will have an idea of what is happening in Tigard. Commissioner Froude feels that the letter should go out with the water bills, so the people that need to read the letter will be sure to receive it. •She,is also concerned that not everyone reads the CityScape. Tigard Water District Board Meeting-November 25, 1996 Mike stated that he and Ed had discussed whether or not the letter should go out to the public in the water bill, or City Scape. The factor is that money is not budgeted for it to go out in the water bill, therefore, it would need to be sent out be printed,and the cost of the printing would be the Tigard Water District Boards expense. Commissioner Froude stated that she preferred it go in the water bill. Chair Penner asked John Volpe if he had any problems with this. John stated that the letter talks too much about the organization of the board, and not about where the water comes from, but to do whatever they want. Chair Penner stated that the original intent was to let the public know who we are,and why we are here. A motion was made by David Strauss,that Chair Penners letter be sent out with the water bill. Commissioner Froude seconded the motion. The motion was opened for discussion. David stated that basically both letters stated the same thing. Commissioner Froude stated that is a good idea to send out the letter, and a start incase another letter need to be sent out in the future. Chair Penner asked if it should be included in the letter,that the public is welcome to attend the meetings, and to let the public know where the Tigard Water Boards meetings are held. Beverly stated that she gave a copy of the letter to Rod Kvistad, a budget committee member. He was happy to hear that the letter will be going out to the public. A vote was taken. The motion was passed and seconded 6. Operations Manager Report Mike Miller passed a copy of the July and August Income Statement and Balance Sheet. Commissioner Froude stated that there will be a charge from the attorney for the clarification of running for election in October,and his sending the information to Washington County. There will be a bill for office supplies, mailings, and staff wages for each quarter. David Strauss asked about the advertising and elections expenditure for$4600.00. Mike stated that the fee for running the letter will come out of this fund. Commissioner Froude asked about the fees that need to be paid for elections? The Tigard Water District pays filing fees for elections, and the add placed in the newspaper. 7. Non Agenda Items Commissioner John Volpe announced that he will not be running for re-election in March. At this point Chair Penner asked Commissioner Froude what we do next? Commissioner Volpe asked why the board still exists? Why can't the City of Tigard just sell? Mike stated it's not so much the selling of water, it has to do with the additional hook ups. Every time someone would hook up to the system, with a new meter, we would have to go to the Boundary Commission to get permission for hookup, because of extra territorial service. That was not an option from the Metro Boundary Commission. Due to the fact that they are growing about 5 percent per year. Mike stated that Washington County did not want to get involved at all. The other option was for Washington County to step in and take over. Commissioner Froude stated that Washington County is looking at all options. The legislature passed the Senate Bill 122 in 1995,that says all cities in the State of Oregon that have a boundary around them,will need to come up with a plan who is going to be the service providers for that area. In March or April of 1997, there will be a workshop for the service providers in the Tigard. Beaverton area. The citizens will be able to see where the services are coming from now,who..is providing them, and will be able to become informed in how the government works. At the end of this, the citizens will have the opportunity to vote on whether they want to become the City of Tigard. If the people vote NO,then we will continue as we are with the special service districts. Tigard Water District Board Meeting-November 25, 1996 In this process,the City of Tigard will be taking over. This is a pilot program to see how it works. If this goes through, this will happen in May 1997. Commissioner Froude spoke about the Senate Bill 122 article in the City Scape. Building permits and inspections,development review, development assistance and zoning, engineering services and traffic review, code enforcement, planning services, road maintenance and street lighting. There is going to be a contract between the city and the county. Bull Mountain and Walnut Island will be affected by this. Commissioner Strauss stated that he looks at the Tigard Water Board as a watch dog organization. Commissioner Volpe will be finishing his term of office in March 1997. Commissioner Froude stated that a notice needs to be put in the Tigard Times by January 9, 1997,to let the public know there are two positions open, for persons interested in running for office. Commissioner Volpe stated that Commissioner Strauss should let the residents of the Highlands know if he is interested in re-election. 8. Adjournment Commissioner Volpe made a motion to adjourn the meeting, it was seconded by Commissioner Froude. The meeting was adjourned at 7:50 P.M. The Next meeting will be held on January 27, 1997 at 7:00 P.M., at the Tigard Water Building Tigard Water District Board Meeting-November 25, 1996 Tigard Water District A Letter to our Neighbors in the Unincorporated Areas Winter 1996 Who is Responsible for Your Water? Have you ever wondered where your water comes from, who manages it, and how it gets to your home? These are valid questions, particularly if you are new to the area. If you live in the Unincorporated area of the Tigard Water Service Area in Washington County, Your water is delivered to you by the City of Tigard. Prior to 1994, the Tigard Water District provided water service to the cities of Durham, King City, two thirds of Tigard and the unincorporated area. In 1994, the cities of Tigard, King City and Durham withdrew their territories from the Tigard Water District, leaving it to represent the residents of the unincorporated area. What was once the Tigard Water District is now the Tigard Water Service Area, (TWSA)which includes the cities of Tigard, King City, Durham and the Unincorporated areas of Bull Mountain and the Walnut Island. The Tigard Water Service Area is governed by the Intergovernmental Water Board (IWB). The IWB is a five member board composed of one elected representative from each of the three cities, plus one representative from the Tigard Water District and one member at large. The Tigard Water District is made up of five elected commissioners who reside within the current unincorporated areas. So, where does the water come from? The TWSA, in addition to its own four deep wells, purchases surplus water from the cities of Lake Oswego (Clackamas River) and Portland (Bull Run), and the Tualatin Valley Water District(Bull Run). TWSA can at any time purchase water from any or all of these entities. The city of Tigard operates three wells within the service area that supplies a small portion of the water demand on a yearly basis. There are several reservoirs located throughout the service area that store 21 million gallons of water The reservoirs are able to supply the service area for three days if there is a disruption in supply TWSA does not own any water rights. All its water has to be purchased on a surplus basis. This has an impact on the cost of water. The more water consumed, the more has to be purchased. Therefore, Conservation of water resources should be practiced by all of us in the TWSA. Water service, operations, maintenance and rates are the same throughout TWSA. Residences at higher elevations, such as Bull Mountain. pay a surcharge. The surcharge is added to the water bill due to the additional pumping to maintain service and water pressure to these residences. Residences in the city of Tigard pay a larger water bill, due to a combined water sewer bill. The Tigard Water District Board of Commissioners meets every other month on the fourth Monday at 7:00 PM at 8777 SW Burnham, Tigard, in the Water Department Building.
