the jurisdiction,plus 10% of the total project building permit fee,not to exceed$1,500.00 for each

SUBJECT: Phased Permits
PURPOSE:
This Standard Operating Procedure is to clarify the new procedure for the collection of fees and the issuance
of Phased Permits. This applies to all Commercial Permits, New and Additions.
BACKGROUND:
Permit applicants may want to or may need to submit plans for construction of a portion of a structure that
they intend to build. The Building Division has identified this process as a Phased Permit. There are
generally a maximum of 3 phases; Foundation, Structural Frame and Fire- & Life-Safety. A Phased Permit
should not be confused with a Shell Permit (a permit to erect a structure that is completed to the point of
sheetrock and will not be occupied until tenant improvements are made) or Deferred Submittals
(components of construction submitted at a later date like trusses, fire sprinklers, etc). The applicant may not
intentionally begin the phased permit process. We have to lead them in the appropriate direction. When the
applicant mentions something like, "I just want build the foundation for now", a determination should be
made to see if the project qualifies for a phased permit.
A Shell Permit could be built as a Phased Permit if the applicant only has construction drawings completed
for the foundation at the time of submittal.
Phased permits and Shell permits may have deferred submittals if all of the components have not been
decided upon or designed at the time of permit issuance.
When the Applicant and Plans Examiner agree that the project qualifies as a phased permit project, the
following procedure shall be used.

Phased Permit Process
1. Contact plans examiner to meet with applicant.
2. Determine if the project qualifies for phased permit process.
3. Determine number of phases and fees.
4. Submit for permit and pay plan review as required.
5. Create phased permit.
6. Review plans for code compliance.
7. Issue phased portion of project for construction.
8. Perform inspections accordingly.
9. Final each phased portion.
10. Issue C of 0 when final phase is completed.
• Determination of a Phased Permit
1. When it appears that an applicant will be submitting for a Phased permit,the permit technician should
contact a plans examiner to meet with the applicant to discuss the process. The applicant will be
informed of the fees and steps required at this time.
2. The plans examiner and the applicant will determine which portions of the project will be phased and
the number of phases for later use in the permit tracking system.
3. The permit applicant will be informed of the fees that will be paid at the time of submittal for each
phase of the project.
Phased Permit Fees
1. At the submittal of each phase, the applicant shall pay a glan Luisw fee based on a minimum phasing
fee of $200.00, elas 10 percent of the Buildin• '- +u. • that is based on total valuation of the
project. The valuation shall be determined based on Use and Type of Construction in accordance with
the current BUILDING VALUATION DATA table. The total phased permit plan review fee for each
phase shall not exceed $1500.00. See examples.
2. The review fees shall be collected in the permit tracking system as "Phased Pln Rv".
3. At issuance of each phase, except the final phase, permit fees are not collected.
• 4. At the submittal of the final phase, the applicant shall pay plan review fees in accordance with
standard division guidelines for plan review submittal.

• 5. At issuance of final phase, all permit fees shall be collected in accordance with standard division
guidelines for permit issuance.
Examples of fees for each phase prior to the final phase:
Foundation for new 70,000 Sq Ft Elementary School, Construction Type II-1HR.
• 70,000 Sq Ft x $75.90/Sq Ft equals a total valuation of$5,313,000.00
• Building Permit Fee per Building Division fee table is $15,977.96
• Ten percent would be $1597.80 +the $200.00 phasing fee equals $1797.80
• For this project the phased permit plan review fee for any phase other than the final phase would be
$1500.00 since the maximum has been set at $1,500.00. Remember that the phased permit fee is not
based on the portion of the project being constructed but based on the total valuation.
• The final phase will be charged plan review fees in accordance with standard division guidelines for
plan review fees.
Foundation and Structural Shell for new 10,000 Sq Ft Office, Construction Type V-N.
• 10,000 Sq Ft x $68.10/ Sq Ft equals a total valuation of$681,000.00
• • Building Permit Fee per Building Division fee table is $2676.80
• Ten percent would be $267.68 + $200.00 phasing fee equals $467.68
• For this project the phased permit plan review fee of$467.68 would be charged for each phase prior
to the final phase at the time of plan submittal.
Note Applicants usually list the valuation of the project based on the portion they want to construct on each
phase. It is important to use the total valuation when determining phased plan review fees.
Phased Permit Creation
A permit case number shall be created for each portion of the phased permit. The data entry when creating a
case shall be the same as standard division guidelines for any case with the following exceptions:
1. In the Main Case Window the description field of each case shall have a brief outline as follows:
• Indication that it is a phased permit. (Phased Permit)
• Which phase is being applied for. (1 of 2)
• Which portion is being applied for. (Foundation and Structural Shell)
• • Square footage. (10,000 Sq Ft)
• Identification of the structure. (New Office)

• FYI Building related data should not be entered into any other case sections such as occupancy type,
square footage, etc. The permit tracking system automatically accumulates data for reports based on
these fields. The report would show a duplication of square footage or other information and the
report would be inaccurate.
2. The permit case for the final portion of the phased permit should be created per standard division
guidelines and all fields, including the description field, should be filled out according to standard
division guidelines.
3. The plan review fees determined under the Phased Permit Fees section of this document shall be
collected at the time of submittal and the plans shall be routed according to standard division
guidelines.
Phased Permit Review
1. The plans examiner shall review the plans submitted for the portion of work indicated in the
description field of the Main Case Window following standard division review guidelines.
2. The plans examiner will review and request additional information to accurately analyze the structure
for compliance with the current codes. For example, the footing could not be analyzed without all
vertical and lateral loading information.
3. Once the submitted plans are shown to be in compliance with the current code they shall be stamped
• approved, perforated and forwarded to the Permit Technician for issuance in accordance with normal
division guidelines.
4. The permit technician will post review for completeness and contact the applicant.
Phased Permit Issuance
1. When the applicant comes in to pick up the permit, the permit shall be issued in accordance with
standard division guidelines with exception to permit fees. Permit fees will only be collected when
the final phase of the project is issued. The plan review fee was collected upon submittal of any phase
and is the only fee to be collected for any phase except the final phase.
2. When the applicant picks up the final phase, all fees including SDC's shall be paid in full prior to
issuance of the permit in accordance with normal division guidelines.
3. Each phase shall be finaled by the city inspectors and a Certificate of Occupancy shall be issued upon
completion of the final phase with the exception of a Shell Only permit.
