01/08/2020 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,January 8, 2020 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor Since all members were in attendance,we were able to take a group photo. 1. CALL To ORDER: Chair Harris called the meeting to order at 7:02 p.m. 2. RoLL CALL Members Present: Christopher Allen,Mary Bogert,Joseph Callahan,Shirley Edwards, Katie Harris, Kate Ristau,Suzanne Sikora Alternates Present: Gail Stephens,Alicia Turner Council Liaison: Heidi Lueb Staff Present: Volunteer Coordinator Katie Nelson; Director of Library Services Halsted Bernard; Confidential Executive Assistant Margaret L. Reh 3. APPROVE MINUTES The minutes from the December 11, 2019 Board meeting were reviewed. No changes were requested. Motion by Mary Bogert. Second by Suzanne Sikora to approve the December 11, 2019 minutes. Allen—Aye Bogert—Aye Callahan—Aye Edwards—Aye Harris—Aye Ristau—Aye Sikora—Abstain 4. AGENDA ADDITIONS AND DELETIONS No changes or additions were suggested. 5. VOLUNTEER RECOGNITION EVENT PLANNING Volunteer Coordinator Katie Nelson visited with the Board to get input on how they would like to see volunteers get recognized. Katie asked what the Board members,who have attended a past TPL Volunteer Recognition event,liked about it; and what they wished we would do differently. Also, as a Board member, how do they think our volunteers should be honored and celebrated. Katie was also seeking input from experiences the members have had at other volunteer recognition events and what about that event, did they enjoy. Board members shared various ideas and experiences. Katie thanked the Board for their time and input. National Volunteer Week (April 19-25) coincides with our Volunteer Recognition event this year. 6. LIBRARY OPERATIONS The December 2019 Statistical Report was distributed to the Board. Director Bernard presented the Director's Report.The library organizational chart was shared with the Board. In 2011 Stephen Hughes was hired as a Library Assistant, then promoted to Senior Library Assistant. We are nearly fully staffed; the only vacant position is open because of this promotion from within. Director Bernard informed the Board of other organizational changes that occurred during the past month. Other updates were provided that included travel and continuing education;programming and outreach;and news and marketing. One item of note was how successful our Mitten Tree was this past December. Patrons and residents donated over 1,000 warming items,which is 41%more than our next highest number collected. 7. DISCUSSION POLICY REVIEW The Board reviewed and discussed the Unattended-Vulnerable Child policy. This policy was last reviewed on June 13, 2018. Motion by Suzanne Sikora. Second by Chris Allen to re-adopt the Unattended-Vulnerable Child policy as it is currently written. Motion was approved unanimously. The Board reviewed and discussed the Posting and Distribution of Materials policy.This policy was last reviewed on November 14, 2018. Motion by Shirley Edwards. Second by Mary Bogert to re-adopt the Posting and Distribution of Materials policy as it is currently written. Motion was approved unanimously. 8. ALA POLICY REVIEW The ALA—Economic Barriers to Information Access policy was last reviewed by the Library Board on March 13, 2019. The ALA Council amended the document at their June 25, 2019 meeting. The Library Board received a red-lined copy with the revisions made by the ALA Council. Motion by Mary Bogert. Second by Shirley Edwards to endorse and reaffirm the ALA—Economic Barriers to Information Access policy. Motion was approved unanimously. This revised statement will become a part of the Board's endorsed ALA policies. 9. OTHER BUSINESS Chair Harris asked if anyone had any library trends to discuss. A brief discussion took place regarding the trend of many libraries doing away with fines.This led into the subject of upcoming levies citywide and countywide. Chris Allen expressed his appreciation for the new car charging stations which were installed in the library parking lot. Chair Harris asked the Board for input regarding changing the starting time for the Board meeting. With the change in hours the library now closes at 8:00 p.m. on Wednesday. The consensus of the Board was to change the start time of the Library Board meetings to 6:30 p.m. instead of 7:00 p.m. This will be in effect at the February 12,2020 meeting. 10. ADJOURNMENT Chair Harris adjourned the meeting at 7:51 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday,February 12, 2020 at 6:30 p.m. in the Library Conference Room.
