Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,December 11, 2019 7:00 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL To ORDER:
Chair Harris called the meeting to order at 7:00 p.m.

3. APPROVE MINUTES
The minutes from the November 13, 2019 Board meeting were reviewed. No changes were requested.
Motion by Mary Bogert. Second by Shirley Edwards to approve the November 13, 2019 minutes.

4. AGENDA ADDITIONS AND DELETIONS
There were none suggested.
5. LIBRARY OPERATIONS
The November 2019 Statistical Report was distributed to the Board. Director Bernard presented the
Director's Report, which contained updates on the building and technology, staff and volunteers,
continuing education and meetings,collections and materials, finances,and programming and outreach.
Director Bernard asked if the Board wished to start meeting at 6:30 p.m. because of the change to the
Library's hours of operation and the potential disruption of closing announcements.Discussion ensued,
and the Board decided to keep meeting at 7:00 p.m. for a few months and then reevaluate. Director
Bernard thanked the Board for their support in 2019.
6. DISCUSSION POLICY REVIEW
The Board reviewed and discussed the Confidentiality of Library Records policy. This policy was last
reviewed on May 9, 2018.
Motion by Christopher Allen. Second by Kate Ristau to re-adopt the Confidentiality of Library Records
policy as it is currently written. Motion was approved unanimously.
The Board reviewed and discussed the Reference Services policy. This policy was last reviewed on May
9, 2018.

Motion by Shirley Edwards. Second by Mary Bogert to re-adopt the Reference Services policy as it is
currently written. Motion was approved unanimously.
7. ALA POLICY REVIEW
The ALA—Access to Library Resources and Services Regardless of Sex, Gender Identity, Gender
Expression or Sexual Orientation policy was last reviewed by the Library Board on February 13, 2019.
The ALA Council amended the document at their June 25,2019 meeting. The Library Board received
a red-lined copy with the revisions made by the ALA Council.
Motion by Christopher Allen. Second by Joseph Callahan to endorse and reaffirm the ALA—Access
to Library Resources and Services Regardless of Sex, Gender Identity, Gender Expression or Sexual
Orientation policy. Motion was approved unanimously. This revised statement will become a part of
the Board's endorsed ALA policies.
8. OTHER BUSINESS
Chair Harris asked if anyone had any library trends to discuss. Director Bernard mentioned the
backlash that an event at the Seattle Public Library's Microsoft Auditorium has caused. She explained
that critics of the group who booked the room consider the group to be spreading hate speech and
called for the event to be cancelled. Director Bernard said that if the Tigard Public Library opened its
Burgess Community Room to be reserved by the public again, a similar situation could happen here.
She asserted that she hopes that we will be able to discuss such matters with trust and transparency.
Chair Harris asked how the Library will be involved in the 2020 Census. Director Bernard confirmed
that the Library is receiving support from Washington County Cooperative Library Services, and that
Sean Garvey is the Library's point person for Census 2020 coordination. Director Bernard expressed
her wish to have a Census portal kiosk in a prominent place on the first floor so that it is as accessible
as possible for all members of our community. Councilor Lueb explained that because the
immigration status question will not be included on the Census,it is important that everyone knows it
is safe to be counted. She further stated that because this count dictates federal funding,it is crucial
that everyone is counted.
Kate Ristau recommended Susan Orleans' "The Library Book", saying it was a great read and that it
contained many of the same topics that we have been discussing at board meetings. Chair Harris
mentioned that she had just sent someone a copy of"The Library Book" as a holiday gift.
9. ADJOURNMENT
Chair Harris adjourned the meeting at 7:48 p.m. The next meeting of the Tigard Library Board is
scheduled for Wednesday,January 8, 2019 at 7:00 p.m. in the Library Conference Room.
