11/13/2019 - Minutes City of Tigard Tigard Public Library Board Minutes MEETING DATE/TIME: Wednesday,November 13,2019 7:00 p.m. MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor 1. CALL TO ORDER: Chair Harris called the meeting to order at 7:00 p.m. 2. ROLL CALL Members Present: Mary Bogert, Shirley Edwards, Katie Harris, Suzanne Sikora Members Excused: Christopher Allen, Kate Ristau Members Unexcused: Joseph Callahan Alternates Present: Gail Stephens,Alicia Turner Council Liaison: Heidi Lueb Staff Present: Director of Library Services Halsted Bernard and Confidential Executive Assistant Margaret L. Reh 3. APPROVE MINUTES The minutes from the October 9,2019 Board meeting were reviewed. No changes were requested. Motion by Mary Bogert. Second by Shirley Edwards to approve the October 9, 2019 minutes. Allen—Absent Bogert—Aye Callahan—Absent Edwards—Aye Harris—Abstain Ristau—Absent Sikora—Aye 4. AGENDA ADDITIONS AND DELETIONS Halsted stated she wanted to add a request for Board participation in a social media project. Chair Harris suggested Halsted add it to her library operations report. 5. LIBRARY OPERATIONS Halsted kept the suspense to a minimum and went right in to explain what the social media project entailed. The Social Media team is gathering photos of staff and volunteers holding a sign stating what they are thankful for. The team wanted to give the Library Board the opportunity to participate. These photos will be posted during the Thanksgiving week. During this time we will also have information regarding resources available for those in crisis during the holiday season and resources for meals. Halsted offered if a Board member was interested, photos could be taken at the end of the meeting. Halsted had two questions to ask the Board. First,what information would be of most value to hear in the Library Operations report? Second, what would the Board like to get out of the Call to the Public agenda item when a staff member is brought in? Halsted offered some promptings and asked that they think about this for the next month and bring back ideas in December. Kari Kunst has been an Early Learning Specialist at the Ft. Vancouver Regional Library. Prior to that, Kari was on staff here at the Tigard Library as one of our Youth Librarians. She is eager to return to Tigard as she joins us in the supervisory position. She will be starting December 1, 2019. The September 2019 Statistical Report was distributed to the Board at the October meeting. At that time the wireless use statistics were not available. The report was updated and distributed with this information: SEPTEMBER SEPTEMBER SEPTEMBER WORK INDICATORS 2019 2018 2017 Times Wireless Used (from WCCLS) 32,760 39,715 22,929 Total Hours Wireless Used (from WCCLS) 7,862 16,862 8,705 The October 2019 Statistical Report was distributed to the Board. Halsted pointed out that the days of service statistic was not correct. Instead of 29 it should have been 30. This will be updated along with adding the wireless use statistics for the December meeting. Halsted shared some of the details from the Library In-Service day. It was a very successful and informative event. Staff has reported very favorably on what took place.There was a variety of breakout sessions along with two main speakers the kept staff engaged. The new library hours of operation will be taking effect on Sunday,December 1,2019.We will open at 10:00 a.m. instead of noon and we will be closing at 8:00 p.m. on week nights instead of 9:00 p.m. Discussion ensued. 6. SUPPORT FOR TEEN SERVICES AT THE LIBRARY(CONTINUED) The Board began discussing their support for the Teen Space at their September meeting and how they can express that support to our patrons.They reviewed the revisions provided by Kate Ristau that were compiled after the October meeting.A brief discussion ensued.A motion for the Board to endorse the statement of support for the new teen space was made by Mary Bogert. Second by Suzanne Sikora. The motion was unanimously approved. A copy of the full statement will become a part of the November minutes. Halsted will look into having the statement posted on the library website. 7. DISCUSSION POLICY REVIEW The Board reviewed and discussed the Exhibit and Display policy. This policy was last reviewed on January 10, 2018. Motion by Suzanne Sikora. Second by Mary Bogert to re-adopt the Exhibit and Display policy as it is currently written. Motion was approved unanimously. 8. ALA POLICY REVIEW The ALA—Ethics Statement for Public Library Trustees was last reviewed by the Library Board on January 9, 2019. Motion by Shirley Edwards. Second by Suzanne Sikora to endorse and reaffirm the ALA Ethics Statement for Public Library Trustee. Motion was approved unanimously. 9. OTHER BUSINESS Halsted was asked what the library's stance is on the McMillan Publishing embargo on electronic publication releases. She stated WCCLS has made the decision to not boycott McMillan. Discussion ensued. Food for Fines will be coming up in February at the library. 10. ADJOURNMENT Chair Harris adjourned the meeting at 7:44 p.m. The next meeting of the Tigard Library Board is scheduled for Wednesday,December 11,2019 at 7:00 p.m. in the Library Conference Room. Tigard Public Library Board MINUTES — Wednesday, November 13, 2019 City of Tigard 1 13125 SW Hall Blvd.,Tigard,OR 97223 1 503.639.4171 1 www.tigard-or.gov I Page 3 of3 MEMORANDUM V7, TIGARD TO: Halsted Bernard-Director of Library Services FROM: Tigard Public Library Board RE: Statement of Support of Teen Scene Area DATE: November 13, 2019 As Tigard Library board members, and as community members,we are in full support of the newly revised and relocated Teen Scene on the main floor of the library. This was a long-needed project in which the planning was a community effort, following a seven- month period involving public input and a teen focus group, along with board and council members, to name a few. We believe this task was executed and delivered successfully, creating a welcoming, developmentally- appropriate space for Tigard's teens to thrive educationally,intellectually, and socially.Just as the children's area provides a safe, supportive,positive environment with age-appropriate materials, the Teen Scene provides a welcoming, developmentally-appropriate space for teens,where their social behavior and volume level is accepted, and their autonomy is supported. The new Teen Scene is reviving current teen patrons'interest in visiting the library more regularly,it is also drawing new teen patrons into discovering all the library has to offer, and in turn increasing community involvement as well. We believe this space is important because it creates a bridge,ushering teens to become lifetime readers. To be clear,we appreciate and fully support this dedicated and safe space for teens.
