The erosive forces of water from the water main break caused erosion of a substantial amount of gravel and soil from underneath the pavement, leaving large voids and the potential for sink holes. Detour Route:The signed detour route for this road closure will be Gaarde Street, to 129 'Avenue, to Moningstar Drive, to Greenfield Drive. The city is currently working with consultants to determine the structural integrity of the roadway, and the extent of subterranean damage. Once the damage is understood, the city will put together a plan to reopen the road. However, needed repairs could take six months or more. Tigard Street Heritage Trail Tigard Street Heritage Trail is closed into January to complete irrigation and landscaping. Periodic openings between Grant Avenue and Main Street will occur to accommodate work in Tigard Street. Commercial Street Sidewalks ODOT is constructing sidewalks between Lincoln and Main St. Commercial Street is now open between Lincoln Ave and Main St. There may be light traffic impacts as construction is cleaned up. River Terrace Area Construction • Traffic on Roy Rogers Rd has been shifted to the east side of the roadway onto the newly widened portion, and work begun on installing a waterline and widening the west side of the road. • River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of Scholls Ferry Rd. The area the contractor worked at had several areas where the asphalt was undermined and there was concern that the asphalt could cave in and cause further damage to the waterlines. GT Excavating completed this work at the beginning of December. • GRI, a geotechnical firm,was on-site utilizing ground penetrating radar (GPR) to determine the extent of the voids below the road surface. GRI is currently analyzing the GPR results and will have a summary completed soon. This ull help to determine the extent of the repairs needed. • City water crews are transferring over water service from the failed 8"waterline to a newer 16"waterline. This will enable crews to be able to abandon. the 8"waterline at the failure area. City crews expect this work to be completed next week. • A fully signed detour route, and additional signag is now in place. Tigard City Council reviewed the needs of the Stormwater system on December 10,2019, and unanimously voted to increase the fee. City Council adopted a Stormwater Master Plan last year to protect the community from the negative effects of urban stormwater runoff,including erosion,water quality and flooding. This was the first update in 30 years, and as such, there are back-logged needs. Revenue from the increase will implement important projects like Kruger Creek bank stabilization where, through an effect of erosion called incision, some streams have developed vertical streambanks up to 35 feet deep. Incised streams can undermine adjacent structures, as is the case at Gallin Court,where the city purchased a private property that was nearly undermined by Kruger Creek. Sewer lines are also at risk in the canyons and valleys of Bull Mountain streams, and in other streams throughout the city. A suspect allegedly connected to multiple stabbings at a Beaverton bank, one fatal, continued a path of crime into Tigard that ultimately sent a woman to the hospital with stab wounds. Follo-,k ing the stabbings in Beaverton, the suspect soon traveled into Tigaxd where he stabbed a woman he encountered. Later,witnesses reported seeing a man hatching the suspect's description run from a vehicle. Fifty police officers from surrounding cities converged in that area where the suspect was last seen. Police set up containment and scoured the vicinity in search of the suspect. Shortly after, Tigard Police and the Washington County Sheriff located the suspect and placed him into custody without incident. Tigard Police would like to thank all their lave enforcement partners who assisted with the investigation and the apprehension of the suspect. It's evident that the training, skills and professionalism of the police officers involved, attributed to the ability to restore the calm and safety back in our community. Eight of the 9 businesses visited successfully passed a check for alcohol sales to minors. The Tigard Police Department assisted OLCC with this grant-funded effort made possible through Washington County. The site visits consist of a team comprised of two Tigard Police officers and a pair of OLCC inspectors who accompany a teen volunteer. The group jdsited the pre-selected establishments in Tigard which either sell or serve alcohol. Oregon Revised Statutes set strict guidelines for the OLCC regarding minor decoy operations at businesses selling alcohol. Throughout the year, checks are conducted unannounced at randomly selected businesses to ascertain compliance regarding the sale of alcohol to minors. Compliance checks may also be initiated based upon complaints lodged with the OLCC or local law enforcement. This recent alcohol sales check in Tigard demonstrates 89 percent compliance, which exceeds the statewide average. Historically, compliance rates in Tigard have reached 100 percent however in 2009 a compliance check drew a dismal 30 percent. One way that police are working to combat the problem of underage drinking is to partner v ith coalitions that help educate and support our community's youth in efforts to promote healthy and substance-free lifestyles. Z' Police ID suspect in Washington County stabbing rampage that killed 1 , hurt 3 Updated Dec 18, 2019;Posted Dec 18, 2019 By Jim Ryan I The Oregonianl0regonLive and Shane Dixon Kavanaugh I The Oregonian/Oregon Live UPDATED 7:44 p.m. A 20-year-old man fatally stabbed a customer at a bank in a bustling Beaverton shopping center and wounded three other people during a bloody crime spree Wednesday morning that included two carjackings, authorities said. What began as a reported robbery quickly turned deadly when the suspect slashed two women inside the Wells Fargo branch at the Murrayhill Marketplace, police said. He then tried to make a getaway by stealing two cars, attacking the drivers inside each, police said. His rampage ended several miles away when he ditched the second car and led officers on a foot chase through Tigard before police caught him. Salvador Martinez-Romero was arrested and booked into jail on suspicion of murder, attempted murder and first-degree robbery, Beaverton police said. Hours later, investigators were working to piece together the horrific episode that occurred a week before Christmas. Beaverton Police Chief Ronda Groshong declined to provide additional details, including the names the four victims. Denny Doyle,the city's mayor, echoed the shock and sorrow felt by many in the area. A "Situations of this magnitude are alarming and unsettling, especially in a tight-knit community like Beaverton," he said during a press conference. "I'm sad that I have to join my fellow mayors around the country who've experienced tragedy first-hand." During an attempted robbery, he stabbed two women inside the bank,killing one of them, according to police. He later slashed a man in the parking lot who was heading to a nearby Planet Fitness and took off in the man's car as police swarmed the area, witnesses and authorities said. Dillon Prickett said he pulled up to Insomnia Coffee Co.,which is next door to Wells Fargo, and saw officers rushing into the bank. A female employee was holding the door open for the officers. "She looked at me and she was crying," Prickett told The Oregonian/OregonLive. "All of the mascara was coming down her face." Prickett, a 35-year-old Aloha man, later saw a badly injured woman being brought out of the bank on a stretcher. "She had so much bandaging on her face, it looked like an airplane pillow," he said. The woman was loaded into an ambulance and taken away. In a statement, Wells Fargo said the woman killed in the attack was a bank customer. Police said the other woman was in critical condition. Ken Wilson said he was at the Planet Fitness two doors down from the bank about 11:05 a.m.when staff told patrons the gym was on lockdown. The man who was stabbed in the parking lot was then brought inside the gym,Wilson said. Staffers began treating the man, who appeared to be gravely hurt.
