Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:01 p.m. by Wayne Gross
2. Approval of Minutes: April 8, 2019
Cristian lrvin moved to approve the April 8, 2019 meeting minutes. Dave Brown seconded the
motion. A vote of the board members present did not achieve a quorum to approve the April 8,
2019 meeting minutes.
Approval of the minutes for April 8, 2019 will be added to the June 10, 2019 agenda.
3. Comments from the Audience
s Deirdre Purcell shared her concerns about graffiti at Summerlake Park, and the response
time to remove the graffiti.
• Arlene Thompson shared that the Camas Festival was wonderful, and she really enjoyed
the museum presentation.
o Arlene also shared that she would like the area where the Oak Savannas are located
in Dirksen Nature Park to be a "Drone Free" zone.
• Chris Garsteck requested to have the Halloween Dog Costume Contest at Potso Dog Park,
advertised in the fall activity guide.
4. Red Rock Creek Trail and Bridge
Mr. Pagenstecher introduced Red Rock Creek Trail, showing the location of the proposed trail
and bridge. The trail will be close to the Tigard triangle and will link up with other existing trails.
5. Topics of Discussion from Previous Meetings
■ Metzger Field agreement project delayed, still need more information regarding public use
vs private use.
6. Parks and Recreation Updates
Mr. McKnight gave the following updates:
-- -� Staff-met-with `-`Access-Recreation" at Cook-Park to-discuss--trails-access and--providing-- —
information to the public regarding all trails and show the levels of accessibility so that
people can make informed decisions.
• Jack Park's basketball courts have been resurfaced, and they look great.
• Replacement shelters are coming to Potso Dog Park.
• Clean Water Services has just about completed their exit punch list, and will return to
Cook Park in November to complete their sewer line project.
• Meeting for The Tigard Balloon Festival are in progress.
• Seasonal staff is approximately 75% staffed.

Parks and Recreation Updates Continued
Ms. McKinney gave the following updates:
• The Egg Hunt was huge success, over 2000 people attended.
• Getting ready for summer activities.
7. Update on Parks and Recreation Divisions
Mr. Martin gave the following updates:
• Kimberly Cederholm started today as the new Recreation Coordinator.
• Recreation Program Specialist position has closed and interviews will be next week.
• May 1, 2019 the new PARF increase took effect.
• 2 White Papers for park maintenance were presented to council, for the budget meeting
on Saturday May 18, 2019.
