Re: Tigard Street Heritage Trail—Construction Start Date
Date: July 31,2019
As approved by Council at their July 23 meeting,Lee Contractors,LLC was awarded the
construction contract for the Tigard Street Heritage Trail. At that time, staff notified Council that
construction would begin in August;however, the start date has now shifted to the beginning of
September at the request of the general contractor,Lee Contractors,LLC.
Notification to property and business owners, two permanent construction project signs and Trail
Closure signs at each end of the trail will be installed in August.
The end of the Tigard Street Heritage Trail construction contract remains October 31,2019.
Installation of artwork along the trail and in the plaza for the Outdoor Museum is expected to
extend through December 31, 2019.

Re: Backyard Habitat Certification Program

Beginning this summer,Tigard is partnering with the Portland Audubon Society and Columbia Land
Trust to bring the Backyard Habitat Certification Program to residents of Tigard. This program
provides technical assistance,incentives,resources,and recognition to residential property owners to
restore native wildlife habitat,control invasive weeds,reduce pesticides, and manage stormwater at
home. It also provides residents the opportunity to accomplish crucial ecological outcomes and become
stewards in our community while increasing their interconnectedness to the City of Tigard.
The Audubon Society and Columbia Land Trust made Tigard staff aware of a pent-up demand for the
program in our city and in Washington County. The Community Development Department identified
approximately$8000 in funding that it could put toward the program. In return,the Audubon Society
and Columbia Land Trust are making the program available to Tigard residents and highlighting the new
partnership by:
• Including the city logo on outreach flier handed out at events,presentations,and to
other outreach partners
• Including the city logo in presentations to community groups,garden clubs,city
councils,program partners,city sustainability boards and other citizen advisory
boards,and conferences
• Include the city logo on the partner page of the program website
• Include the city logo in the partnership section of the program's quarterly e-
newsletter
• Providing a link to Tigard's online newsletter,in the "Partners'Publications" section
of the program's quarterly e-newsletter
• @mentioning the city on Facebook whenever a Tigard participant gets certified,
describing the work completed in the resident's yard.
Already,the program expansion is surpassing expectations with over 430 people enrolling in Beaverton,
Tigard and unincorporated Washington County. Enrollments are expected to increase by an average of
100+ new households a year as certifications are completed and neighbors start talking to each other.

Upcoming project outreach
Since our last public meeting, we are continuing to move forward with outreach and design. Read on to
learn more about upcoming events that are happening this summer.
Tigard Farmer's Market
Project staff had a table at the -igard Farmer's Market last weekend to encourage residents to ask questions
and learn more about what's happening with the OR 217 Auxiliary Lane project.
Tigard Land Use Neighborhood Meeting
ODOT will hold a meeting to discuss the potential impacts to sensitive lands within the City of Tigard and
about the Tigard comprehensive plan. Formal notices were mailed to surrounding property owners and
residents, but all Tigard residents are welcome to attend.

Sound wall
As part of this project, four sound walls are proposed along OR 217. Ultimately, construction of each sound
wall depends on the outcome of a vote by benefitted property owners and residents.A benefitted resident or
property owner is one who lives on or owns a property at which noise levels will be reduced by at least five
decibels if the proposed sound wall is built.
Those eligible to vote will receive a packet in the mail in mid-August with more information.

Northwest Housing Alternatives Selected to Begin Work
on Tigard's Next Affordable Housing Development
Northwest Housing Alternatives was selected by the City of Tigard to enter negotiations to develop high-
quality affordable senior housing next to Tigard's popular Senior Center. The site owned by the City of
Tigard is an ideal location for affordable senior housing. It will be next to the Fanno Creek Trail,and
directly across Hall Boulevard from the Tigard Public Library.
"We are trying to keep Tigard affordable to people of all ages and abilities," said Community Development
Director Kenny Asher. "This housing emergency requires that we reevaluate how we're using every last
square foot of public land."
Developers responded to a Request for Information for housing affordable to households of 55 or better
with income at 80%AMI or less. Three non-profit affordable housing developers submitted responses -
Community Partners for Affordable Housing,Northwest Housing Alternatives,and Hacienda CDC.
Interviews were conducted with all three organizations on July 18,2019. The interview panel was made up of
Tigard City Councilors, city staff,affordable housing experts and Tigard Town Center Advisory Committee
members.
The Milwaukie-based Northwest Housing Alternatives was ultimately selected for the project.They currently
operate 16 senior housing properties serving 903 seniors. These properties help families and older adults live
healthy and stable lives. Along with providing affordable housing,Northwest Housing Alternatives provides
services that connect tenants to critical health and community resources.
"We are fully committed to work with the City, the community, and folks at the senior center to make this
project the best it can be,and we look forward to getting started," said Northwest Housing Alternative
Executive Director Trell Anderson.
Classified as a rent-burdened city,Tigard has recently taken several steps to address its disappearing
affordable housing. These include exempting SDCs for affordable housing, studying a Construction Excise
Tax to fund affordable housing programs,code changes to allow for a greater diversity of housing options
and launching an updated Affordable Housing Plan.

Slurry Seal—Updated 7/25

• Project completion,including striping,is expected to be
complete by the end of August.
Pavement Overlay—Updated 7/25
• Contractors began major work on Durham Road on Monday,July 29.
The process includes grinding a short section of roadway and then paving it over before moving on to
the next section.
• Expect the following closures during work hours:
1. Lane closures on Durham Road. One lane in each direction will remain open at all times.
2. Street closures on side streets (98th, Serena, 103rd, 104th, 113th)
• Signal work will be completed at the same time.
Ramp work is now substantially complete, with only a few minor adjustments expected next week.

Commercial Street Sidewalks
ODOT will be constructing sidewalks between Lincoln and Main St starting July 22nd. Commercial Street will
be closed between Lincoln Ave and Main St for 60 days from approximately August 16 to October 15.
Fern Street
Fern Street west of 135th Ave will have half street closures with flagging during the day for a sewer line project.
74th Avenue
74th Ave at Red Cedar Way may have half street closures with flagging during the day for road work and curb
installation on the Red Cedar Estates subdivision.
Arthur Court
Colony Creek Trail is closed between Deeann Ct and Wall St for a streambank restoration project.
124th Avenue and Ann Court
A short section of 120h Ave will be closed north of Ann Ct from July 15 to September 13 for work on a
culvert replacement. Detours will be provided.
Beef Bend Road Culvert
Washington County will be replacing a pair of failed culverts under Beef Bend Rd near 146th Ave. This project
also includes installing a new waterline for the City of Tigard. A sit-week road closure is expected during
construction from 9/4/19 to 10/15/19. Beef Bend Road, between Roy Rogers and Hwy 99W,will be open to
local traffic only during the closure. Beef Bend Road, between 146th Avenue and the Oak Mont Apartments
entrance,will be closed to all traffic. Pedestrians with mobility needs who travel between 146th Avenue and the
Oak Mont Apartment entrance will need to contact Washington County for an escort during construction.

River Terrace Area Construction
• River Terrace subdivisions are under construction particularly on the east side of Roy Rogers Rd south of

• A new sewer line is being installed along Clementine Street, out to Roy Rogers Rd and will impact
Clementine Street, a section of Pumpkin Valley Terrace, and Sabrina Ave. Expect some delays and short

• A contractor is building a new subdivision on the west side of 150th Ave south of Hawksridge.

A Hampton Inn is being constructed on'69th Avenue at Clinton Street. 69th Avenue is closed to traffic from

A new subdivision is being installed on 114th Place north of North Dakota Street. Contractor will be striping
the roadway in the upcoming weeks.

King City is constructing improvements on 131St Ave from Beef Bend to Fischer Road. Lane closures are

during this important project.
• In total, contractors worked in Tigard for thirteen days to complete about
500,000 square yards of slurry seal.This covered 17.6 miles, about the
distance of Tigard to Hillsboro.
>>Work with Partners on Fanno Creek Trail Flooding
Scholls Ferry Road is a Washington County jurisdictional roadway and is the dividing line between the cities of
Beaverton and Tigard. The roadway also splits the ownership and maintenance responsibilities of the trail; north of
the roadway is Tualatin Hills Park and Recreation District's(THPRD) and south of the roadway is Tigard's. Clean
Water Services regulates the sensitive areas near Fanno Creek and also is involved with beaver monitoring and
management.
All five entities have heard from community members that finding a way to mitigate flooding of the trail is important.
Last week, all five entered into an IGA to split the cost of hiring an engineering consultant to complete a conceptual
design and analternatives analysis of where the trail could cross Scholls Ferry Road at-grade. The alternatives will be
compared for feasibility, impact, and cost,with the result being a preferred alternative and sufficient information to
use as supporting documentation in seeking grant funding for the final design and construction. The project team
intends to hold an open house to present the alternatives upon the
study's completion,anticipated to occur in late 2019 or early 2020. HIGH (NATER AHEAD

Lake Oswego to host Multi-City Equity Summit

The summit is a collaboration between LO, Tigard, Tualatin, West Linn, &Wilsonville
The Lake Oswego School District will participate in a Multi-City Equity Summit Oct. 19 from 8 a.m. to 4 p.m. at Lake
Oswego High School.
Members of the LOSD worked with other school districts and sponsors in the Portland metro area to put the summit
together. West Linn-Wilsonville and Tigard Tualatin school districts are sponsors, as well as the cities of Lake
Oswego, Tigard, Tualatin, West Linn and the Lake Oswego and West Linn Police Department. Community
organizations from LO and West Linn also sponsored the summit: West Linn Alliance for Inclusive Community,
Respond to Racism LO and LO for Love.
"The Multi-City Equity Summit reflects the strength and dedication of many people from our local communities,"
reads the summit's website. "The inspiration for the summit was an acknowledgment that barriers exist which
prevent some people from fully participating in the quality of life that our communities have to offer.
"Barriers to equity can be deliberate, but more often are inadvertent. It is only through examining how we approach
diversity, equity, and inclusion that we can recognize these barriers and collectively find a way to remove them."
Founders of the summit say the goal is to provide a forum to, "Collectively deepen our understanding of how racism
and discrimination are experienced in our communities; share ways that our communities are responding to the
problem in neighborhoods, schools and the city government; and explore ways to address these issues at the local
level."
The summit is designed to promote learning, dialogue and action. It will feature speakers, panel discussions, and
workshops to help everyone more fully understand where the barriers to equity are and participate in developing
plans to break down those barriers.
Citizen and business leaders, government and police representatives, school teachers and administrators, and
residents of all ages who are concerned about diversity, equity and inclusion in our communities are welcome to
attend.

Derrick Wright said it was a trip with his
wife to the famed Mox Boarding House in
Seattle that drove home how much fun
ti combining food,libations and board games
could be.
What stuck in his mind was not only how the
business had a cafe/restaurant on one side
where patrons could play board games but also
a large retail game board store on the other.
"We loved the concept so we wanted to come back to Portland and find a place that had that," said Wright, 41.
"We couldn't find it. I was unhappy in my corporate life ... and decided I wanted to open my own place and it
took me five years to get to a place to quit my job."
Finally he did and, in June,Wright and his wife Ellie opened Senet Game Bar in the former Tigard Cycle and
Ski Shop at 12553 S.W. Main St. in downtown Tigard.
Wright said he's been long familiar with the site—he purchased his first mountain bike in the same location in
the 1980s.
Senet is named after what is believed to be one of the oldest known board games,played by no less than Egypt's
pharaohs.
Meanwhile, Wright has partnered with the shop below,Versus, a retail board game store owned by Tate
Breswick.
When Wright is done stocking all the games he plans to have on hand at Senet Game Bar,he'll have between 50
to 200 of them.
"My friends and I have been playing board games for a long time," Wright said,noting that many times they'll
all gather for game-board road trips. "We visit multiple breweries and at the end of the night, we'll rent out a
house and play games and have whiskey."
His business, which Wright believes is the only one of its type in Washington County, also has 12 taps featuring
Northwest beers and ciders. Wright said he selected each brewery himself and personally knows the proprietors
of three of those—Cointoss, West Coast Grocer and Three Mugs. In addition, he's met with the owners of
Parrett Mountain Cellars and Silas Wines, who provide his white and red wines, respectively.
"A lot of what I want to focus on is people interacting with each other," said Wright,pointing out he hopes to
accomplish that not only through playing board games but also by letting customers build Legos, robots,
puzzles and terrariums.
Meanwhile, along with board-game playing, Wright came up with a focused food menu featuring flatbread
pizzas, paninis and bratwurst. The business also recently started a Saturday and Sunday brunch beginning at 10
a.m.,which will feature everything from baked French toast to biscuits and gravy.

didn't occur overnight, Wright said
once he and his wife secured the Tigard location,they began remodeling: installing new hardwood floors and
tile as well as spending more than two months focusing on getting the lighting perfect.
"My wife came up with the design for the bar, the orange wall for the games and the striped wall for the private
area," he said.
The bar and one large game table are made from refurbished bowling lanes from a now-defunct Portland alley.
In addition, Wright plans to add art to the walls and get acoustic panels to dampen the sound in the business.
He said the city has been supportive as well.
"The welcome I've gotten from the city of Tigard has just been amazing," he said.
Wright has roots in the area. He lives in Tigard, his mother has lived here for 20 years and his grandmother
attended Tigard High School back in the day when it was located where Value Village is now.
For the future, Wright he'd like to open another location, hopefully within the next five years.

Wednesday's are game nights; 3 to 11 p.m. on Fridays;
10 a.m. to 11 p.m. on Saturday; and 10 a.m. to 9 p.m. �
