Dear Mr. Koopman;
This letter has been prepared to summarize geotechnical observations and testing
completed at the new Tigard Library by Geocon Northwest between July 25, 2003 and
May 12, 2004. Geocon Northwest was contracted to provide geotechnical
recommendations and testing on an on-call basis to be scheduled by the contractor.
Geocon Northwest provided services consisting of observation of foundation subgrade,
elevator pit subgrade, pavement subgrade, and slab-on-grade subgrade. A combination
of performance based proofrolls and nuclear density testing was used to evaluate
compaction of structural fills, subgrade suitability, and compaction of slab-on-grade rock
section and pavement baserock. Nuclear density testing was completed to evaluate
compaction of utility trench backfill. It is Geocon Northwest's opinion that the portions of
the project observed and tested by this firm were in general conformance with the
project plans and specifications.

Arrived on site in the AM at the contractor's request to observe a proof-roll of the base rock section for the
)utheast roadway and parking areas.
The proof roll was preformed by a fully loaded dump truck. The prepared grade exhibited no deflection, during
the performance based test, appearing firm, unyielding, and suitable for pavement at this time.
Geocon Northwest representative will return to the site as upon request.

Arrived on site in the AM at the contractor's request to observe a proof-roll of the base rock section for the
parking lot and roadway south of the building pad and of the questionable areas noted yesterday as well as
compaction testing for the entire area to be paved.
The proof-roll was performed by a grader. The areas of concern noted by the Tigard City inspector yesterday
had been re-worked and no discernable deflection was observed when passed over by the grader. Nuclear
density tests were taken in these areas and test results were in compliance with project specifications. The rest
of the area subjected to the performance based test appeared firm, unyielding, and suitable for pavement
support. Nuclear density test results were 95% or greater than the maximum dry density at optimum moisture.
A Geocon Northwest representative will return to the site as requested by the contractor.

Arrived on site in the AM at the contractor's request to observe a proof-roll of the base rock section for the south
entrance, southeast parking lot and the roadways.
The proof-roll was performed by a fully loaded dump truck. The Tigard City inspector assigned to the project
also witnessed the performance based test and questioned a few localized areas of minor deflection. The
contractor will remove six or more inches of material, replace the rock and compact. The areas will be looked at
again tomorrow when the rest of the area to be paved is ready for a proof-roll. The remainder of the prepared
base rock section appeared firm, unyielding, and ready for pavement support.

moisture as determined by ASTM D 1557, modified proctor. It is Geocon Northwest's opinion that the crushed
rock in this area is suitable for structural support.

Arrived on site at approximately 10:00 a.m. at the request of the contractor to check the compaction of base rock
on the building pad in an area bounded by 1 and 3 lines and A and E lines. The contractor had placed and
compacted 3/4"-0" crushed rock. Compaction test results obtained with a nuclear density gauge were 95% or
greater than the maximum dry density at optimum moisture as determined by ASTM D 1557, modified proctor. It
is Geocon Northwest's opinion that the crushed rock in this area is suitable for structural support.
A Geocon Northwest representative will return to the site as requested by the contractor.

Arrived on site in the AM at the request of the contractor to observe a proof-roll of fill material placed and
compacted in the parking lot area. The fill material consisted of material mined on site and imported structural fill
material from the building pad. The proof-roll was performed by a fully loaded dump truck. The subgrade
appeared firm with little to no deflection and was suitable for construction.
The subgrade for the east elevator pit was evaluated and was firm when probed with a 1/2" steel rod. The
contractor intends to place and compact%"-0" rock in both elevator pits as well as the two over-excavated
braced frame footings and will require a visit in the PM to check compaction.
Returned to the site in the PM to check the compaction of g/"-0" rock used as backfill for the over-excavated
areas located at A;1 to A;2 and A;1 to C;1 and both elevator pits. Test results obtained with a nuclear density
gauge were within project specifications.

Arrived on site at approximately 2:15 p.m. at the request of the contractor to observe footing subgrade. The
contractor completed, per Geocon Northwest's recommendation, an approximate 1 foot overexcavation of the
braced frame footing along A-line between 2 and 3 lines. The material at footing subgrade was still somewhat
loose, so compaction of crushed rock backfill with a hoe pac device was recommended to ensure compaction of
the underlying subgrade soil.
An overexcavation of approximately 18 inches was also completed, per Geocon Northwest's recommendation,
for the braced frame footing along 1-line between B and C lines. The subgrade was probed with a 1/4-inch
diameter steel rod and appeared suitable for structural support. Recommended overexcavation backfill was
either 3/4"-0" or 1" ' "-0" crushed rock.
Subgrade soil for the elevator pit at the intersection of 2.5 and C.5 lines was probed with a '/2-inch diameter steel
rod and appeared suitable for foundation support.
A Geocon Northwest representative will return to the site on Tuesday morning as requested by the contractor.

Arrived on site in the AM at the request of the contractor to observe footing subgrade. The subgrade for a
braced frame footings from A;1 to A;2 and A;1 to C;1 had a loose, crumbly appearance and odd coloration with
dried root matter that was unsuitable for structural support. A one foot over-excavation was recommended for
the braced frame footing located at A;2 to A;3 and an eighteen inch over-excavation was recommended for the
braced frame footing located at A;1 to C;1. A return visit was requested in the afternoon to evaluate the
subgrade after over-excavation.

Arrived onsite in the AM at the contractor's request to observe a proof-roll of the building pad structural fill and to
check the compaction of fill material mined on site and placed at the entrance and in the future parking lot area.
The imported structural fill for the building pad was being placed in nine-inch lifts and compacted. The proof-roll
was performed by a fully loaded dump truck. A few spots of deflection were observed and the contractor
intended to aerate and re-compact. A return visit in the afternoon was requested.
The contractor had placed fill material mined on site at the entrance and south side of the proposed parking lot.
The fill contained a significant amount of organic material that will need to be removed. The contractor will rip
the area and have the organic material picked out.
Returned to the site in the PM to observe a proof-roll of the building pad structural fill. The proof-roll was
performed by a fully loaded dump truck. The subgrade appeared firm and unyielding with no deflection.
The parking lot fill had been cleared of organics and appears ready for construction.
A Geocon Northwest representative will return to the site on Thursday as requested.

Arrived onsite in the AM at the request of the contractor to observe a proof-roll of the building pad structural fill
and to check the compaction of fill material mined on site and placed at the entrance and middle to southern
portion of the future parking lot.
The imported structural fill for the building pad was being placed in nine-inch lifts and compacted. The proof-roll
was performed by a fully loaded scraper and the observed area appeared firm with no discernible deflection.
The contractor had placed fill material mined on site at the entrance and on the mid to south end of the parking
lot. Compaction test results obtained with a nuclear density gauge were in compliance with specifications.
A Geocon Northwest representative will return to the site on Wednesday 8/06/03 as requested.

Arrived onsite in the AM at the request of the contractor to observe a proof-roll of the building pad structural fill
on the north end and to check the compaction of import fill material placed at the entrance and south half of the
future parking lot.
The imported structural fill for the building pad was being placed in nine-inch lifts and compacted. The contractor
had placed approximately eighteen inches of fill material on the north end of the building pad area. The proof-
roll was performed by a grader and the observed area appeared firm with no discernible deflection.
The contractor had placed approximately one foot of import fill material at the entrance and in the southern
portion of the parking lot. Compaction test results obtained with a nuclear density gauge were in compliance
with specifications.

Arrived onsite in the AM at the request of the contractor to observe a proof-roll of the building pad subgrade prior
to the placement of any needed fill material.
The proof-roll was performed by a fully loaded dump truck. Some minor deflection was observed on the north
end of the building pad area. Two to three feet of fill will be placed where the deflection was noticed that should
bridge the soft soil conditions. The contractor has a 3"-0" import material for fill on the building pad and frequent
proof-rolls should identify any unsuitable areas.

at the entrance and working east to construct the construction haul road.
Approximately eight inches of imported fill material had been placed and compacted with a smooth-drum roller.
The material appeared firm when crossed over by delivery trucks exhibiting no deflection. A sample was taken
for a proctor and compaction will be checked at a later date.
