1. Welcome and introductions
2. Review, and approve, draft minutes from the November 28, 2018
Discussion: Basil Christopher mentioned the ballot measure in 2020 for light rail will be
contingent on voter approval of funding. Taylor Sarman indicated the measure will be a Metro-wide
transportation bond measure.
Taylor Sarman moved to approve the minutes. Miranda Woods seconded the motion. The
motion passed.
3. Strategic planning goals—moving the goals forward
The Committee spent approximately an hour discussing whether the goals established previously are
still the goals they want to have in 2019. (The goals were posted to refresh committee members'
memories.) At the end of the discussion it was decided the CCE would act as a focus group to
provide input into city projects. Each meeting, departments will bring one or two items for
consideration. Prior to the meeting committee members will receive information on the background
of the project or goal and what questions or feedback the city representative will be looking for at the
end of the presentation.

Following are highlights of comments that were made during the discussion.
• Nadine talked about the groups that want to come and speak with the committee and that it
would fit in with the community engagement challenges and theme night goals.
• Miranda wants to suggest being able to bring information from other city groups they interact
with. She thought a one pager from the department that talks about the issue and states the
questions would be a good idea.
• Norma wants to make sure the Committee is given feedback about what the departments do
with the committee input they have given. Is it being acted on?
• Joe would like the CCE members to identify the groups they interact with so the committee
can see if the many groups in Tigard have a committee representative to share information
with them.
• Basil asked about how consistency within the Committee can continue so the Committee can
have an impact long-term. Nadine responded that committee member terms end at different
times so there will always be members with history.
How should we communicate in different ways to reach all demographics?
Open invitation for Mayor Snider or another Councilor to come to the meeting.
• Dolly indicated she has worked with the Committee for a number of years. She originally
came in as the neighborhood blogger and then moved to Facebook pages. Now there is
Nextdoor and Why Wednesday. She noted the Committee members are there as
representatives of their communities and asked how many Committee members are sharing
the information with a greater audience. She reiterated that the Committee doesn't want to
just hear information, they want to talk about it with staff and give ideas on how to
communicate it out. She said by Committee members reporting back to their groups the
community feels more involved and included.
• Taylor feels like the value the CCE can offer is unfiltered feedback which is great feedback
for the city.
• Tamera asked about what information is available in other languages. She asked if there is a
population percentage that should trigger materials being in a second language? For example,
the Cityscape?What are the barriers?Language?Homeless? Is an audio version available?

Polly volunteered to read the Cityscape if the city would like an audio version.) If the city
truly wants to reach a broad audience we need to identify barriers and how we can minimize
those things.
• A suggestion was made to make Council meetings available through U-Tube. How do you get
to the meetings easily? Is it on the city's website landing page? Can a link be added to the
meeting agendas?
• Dave asked if the city knows if people are unable to access information. He asked if we are
trying to fix a problem that doesn't exist? Dave suggested that part of the issue is that people
aren't looking for the information. The Committee agreed that information is available once
they looked.
• Dave doesn't see the current strategic goals fitting the committee's charter. He asked if there
is stated mandated reporting. He asked if the Council liaison reports back to the full Council.
o Nadine responded that the liaison does report back to the full Council.
• Taylor indicated a Focus Group role for the CCE would be valuable.
• Miranda said she would like to provide feedback on projects that are in development rather
than "rubber-stamping" a completed project.

As of the end of 2018 all members were in compliance. There was a reminder that we need people at
the meeting and that everyone's input is valued. Nadine will send the meeting schedule for 2019.
5. Information sharing round-table—
• Miranda went to the Board game shop on Main St. Said it is wonderful. Taylor agreed. Tap
House part is supposed to open next month.
o Taylor mentioned the Vintage Arcade is going in.
• Norma commented that if something is not on her radar she doesn't know to look for it.
How can we get things on people's radar?

• Basil noted that the State is doing a lot of community engagement/outreach. Transparency
has become more important. Some process is very important. He said communications don't
have to reach everybody but it is important to move in that direction. He said it is helpful for
people to know where their tax dollars are going. The water project was a good example of
good communication. Hopefully things like that will continue.
• Taylor noted the Oregon Legislation is convening January 23rd. Representative Doherty and
Senator Burdick will be putting forward a resolution to recognize April 13th as Curtis Tigard

• Lauren would like to know more about the other committee members. Younger,works at
schools, friends not interested. How to reach them.
• Joseph is hosting a podcast on March 10th at The Jade Lounge. It is on 23rd&Ankeny St.
Mike Crenshaw&Barbara will be sharing positive messages.
