October 18, 1984
Meeting convened at 7:44 P.M. by Chairperson Valerie Johnson.
Committee members present were: Susan Mueller, Bob Carn, Ed Duffield, Dennis
Derby, Carolyn Eadon, and Valerie Johnson Chairperson.
Present from architectural firm: Larry Smith, Norm Dull, Mary Carter
Spies—Lee Lovlin Interiors.
Also present staff liaison Joy Martin.
Visitors: Walt Munhall, Barbara White, Irene Ertell.
Update of a budget draft was presented by Joy Martin.
Norm �`"i then explained the construction costs of the project.
During construction the contractor will be responsible for monthly reporting
to the firm of Smith & Dull. They in turn will report to the Committee.
Property closing was final October 17, 1984. The city is now the proud owner
of the site.
Project update of the consultant's activities was presented by Norm Dull. His
presentation was accompanied by a written outline.
Apparently there had been some misunderstanding at the October 4 meeting in
regard to the Committee' s action regarding color palettes. The Committee had
felt they had offered "direction" in a color choice, but the interior
designers had interpreted that as a firm choice and were building on that
assumption.
That misunderstanding has now been clarified.
A meeting for input from staff and library has been held. General consensus
from them is a blue and grey scheme, with a brighter accent color.
Their comments and suggestions were relayed to the Committee by Norm Smith and
Mary Carter Spies.
After reviewing color paletes again, the Committee directed Mary to start
developing the green--gray pallet. She will come back to us with specific wall
color, carpet and tile samples within that range.
Joy Martin informed the Committee of the formation of the 7 member "interior &
furnishing Committee". This group would be comprised of one member from each
department; one at—large member from the community (with office interior
experience) and one member from the Civic Center Committee. The formation of
this committee was an administrative decision; all they are asking from the
Civic Center Committee is a liaison.

The Civic Center Committee is disturbed by this administrative decision. The
City made no attempt to yet a coot estimate on hiring the service done by the
interior consultants. The committee will send a letter to the City naming a
liaison and suggesting they consider using Lee Lovlin as m consultant for
color selection. Valerie will attend the first meeting.
Smith—Dull is recommending a carpet flooring in the public meeting area. This
recommendation in based on the benefits of warmth' acoustics, and cost.
The Committee adopted this recommendation,
Norm Smith discussed exterior color* and textures with the Committee.
Committee will meat next Thursday, October 25, to discuss revised drawings of
the entrance way.
