p.m. Light dinner will be served on the bus. The tour will take 90 minutes with some walking required. Bus will
return to City Hall by 7:30 p.m. for the TCAC meeting.

Meeting Minutes
September 12,2018
Members Present: Scott Hancock, Chris Haedinger,Tom Murphy, Kelsey Parpart, Gloria Pinzon
Marin (Ex Officio),Tim Myshak,Kate Rogers, Ryan Ruggiero, and Faez Soud.
Members Absent: Carine Arendes and Lucas Brook (Vice Chair).
Staff Present: Redevelopment Project Manager Sean Farrelly, and Administrative Specialist Joe
Patton.
1. CALL TO ORDER
Chair Rogers called the meeting to order at 7:30 pm. The meeting was held in the Red Rock Creek
Conference Room, at 13125 SW Hall Blvd.Joe recorded the roll call.
2. CONSIDER MINUTES
The August 8, 2018 TCAC Minutes were unanimously approved.
3. PUBLIC COMMENT—N/A.
4. NEW MEMBER INTRODUCTION
Commissioners introduced themselves during the bus tour of the Tigard Triangle prior to the
meeting.
5. 3RD QUARTER TCAC GOAL UPDATE
Sean briefly reviewed the update included in the packet. Sean will email the cumulative updates for
2018 and future updates will be cumulative.
6. TCDA JOINT MEETING PREPARATION
The TCDA joint meeting is scheduled for October 16. Sean will discuss the upcoming TCAC Tigard
Triangle Equitable Urban Renewal subcommittee and its role. Commissioners discussed what goal
they would like to discuss at the meeting. When presenting the TCAC SW Corridor
recommendation to the TCDA, Kate will note it was based on a terminus at Bridgeport Village and
that crossing Hall Blvd. is impractical. Commissioners recommended topics to discuss at the
remaining 2018 TCAC meetings including equitable housing policy changes, equitable business
development, and facts about the Triangle as it currently exists (geography, demographics,
economics), regulatory overlay (zoning changes), and how to proceed with Triangle projects.
7. SW CORRIDOR UPDATE
This topic was briefly discussed in the previous agenda item.
8. LIAISON REPORTS
Ryan noted Sean gave a Universal Plaza presentation to PRAB. Steve DeAngelo will be invited to
give a TDA/Street Fair update.

9. NON-AGENDA ITEMS
Tom suggested formation of a subcommittee to monitor the Universal Plaza process. Sean will
provide a proposed timeline for the project. Council requested a plan to pay for the maintenance of
the Plaza such as sponsorship and space rentals.
