MINUTES
JOINT CIVIC CENTER COMMITTEE/CITY COUNCIL MEETING
Thursday, January 28, 1982
The meeting was called to order by Chairman Samuels at 7:45 PM. Due
to the absence of our secretary, there were no minutes from the previous
meeting. Chairman Samuels read a letter from architect William L. Headley
who indicated continued interest in this project.
The minutes of the January 26th Sub-Committee meeting were read and
approved as corrected. A motion was made by Jerry Edwards to accept the
Sub-Committee recommendation that the Civic Center be placed on the Crow/
Public Works site. Motion seconded by Gary Fox. Dennis Brun made a pre-
sentation which touched upon considerations such as traffic, .visibility,
flood plain, transit mall proposals and general character of the area which
led to this site recommendation. The issue of whether or not other adjoin-
ing property (Millers and DWS) might be purchased to increase both area and
visibility was discussed. The decision was made to consider those options
at a later date. The motion as originally made was unamiously accepted.
Discussion of possible election dates followed. The committee resolved
that a special election on June 29, 1982, might be most advantageous. That
recommendation was to be relayed to City Council . There was also discussion
of a possible back-up date at a special election in September should the
June election go down to defeat.
Concern was expressed by Bob Jean as to the need for something other
than a "gentlemen's agreement" with Mr. Crow. A motion was made and seconded
that the committee suggest to the city that council act to legally confirm a
price agreement with Mr. Crow on that site. Walt Munhall questioned the need,
and advisability of this move. However, the motion passed unamiously.
Allan Patterson had questions regarding funding proposals as provided
by Bob Jean. Some time was spent in going over those options.
This financial discussion raised the issue of whether spending level
must be decided before footprint work was initiated. Dennis Brun stated that
program design had priority. Chairman Samuels asked the committee if it
wished to leave that desicision to the Sub-Committee. It was resolved that,
since the Civic Center Committee had seemingly stabalized at a smaller
number, the committee as a whole would make that decision.
A lengthy discussion followed on the various building options available.
Madalaine Utz requested that library facilities be housed in a separate
building. In response to a request from Dennis Brun for clarification, the
decision was made to request two footprints; one with Public Works on site and
one without Public Works on site. This motion passed unamiously.
The recommendation was also made that city staff most directly affected
should be involved in specific needs considerations rather than having that
be a function of the Committee.

The possibility of some street changes in the area was aired. In re-
sponse to a question by Mr. Duffy, Dennis Brun stated that he felt comfor-
table proceeding with the footprint in terms of these possible new street
configurations.
Jerry Edwards asked librarian, Irene Ertell , for her personal prefer-
ence in the matter of a separate as opposed to in-complex library facility.
Irene responded by saying that while some;'of her Board feel that a separate
facility is preferable, she would feel comfortable with either option. She
stressed, however, that this is not "her" library and community wishes need
to be considered. She noted that design, .visibility, security and growth
potential were priority considerations and that recognition of these needs
could make either option a viable one.
Dr. Samuels recommended that the city make an effort to obtain just
the small parcel of land between the present police station and the rest of
the public works property.
The date of the next meeting will be Tuesday, February 23, 1982, at
which time Dennis will have the two footprints available.
Chairman Samuels expressed his appreciation for the excellent work done
by the Sub-Committee over the past weeks.
Bob Jean commended the Civic Center Committee as a whole for attaining
so many of its goals through amicable merging of divergent opinions.
