Library Expansion Committee Minutes
Saturday, February 12, 2000
The Library Expansion Committee met on Saturday, February 12, 2000, at 9 a.m. in
the Police Department Conference Room.
Members Present: Curtis Tigard, George Burgess, David Chapman, Tony Greiner,
Gus Duenas, and Bill Monahan.
The Committee met to interview three architects to be considered to assist the
Committee in the needs assessment, site selection and design of the Tigard
Library.
Interviews were conducted in the following order:
9 a.m. BML Architects
10:30 a.m. SERA
12:30 p.m. Hennebery Eddy Architects
In each case, applicants were given 10 minutes to set up their presentation, then
20 minutes for a prepared presentation. The Committee then devoted
approximately 30 minutes to asking questions of each applicant.

Hennebery Eddy - Timothy Eddy, Julie Morales, Gary Alf son of Harper
Houf, Righellis, Inc.
Each of the three applicants were asked the following ten questions:
1. Explain exactly what your firm would do to ensure that this projects starts
off on the right track and is completed in a timely manner.

2. Explain your design philosophy, and the steps you would follow in the design
process to ensure that the Library's operations, needs, and goals are given
careful consideration.
3. What do you as an architect expect us to provide?
4. What experience do you have doing feasibility studies, specifically site
selection and cost analysis?
5. Why did you choose the library building design consultant that you selected?
6. What experience do you have working with public agencies? What did you
learn from that experience?
7. What experience do you have designing libraries? If you have little
experience, how do you plan to educate yourself on library design?
8. Please explain your role in the construction of the library. What interaction,
if any, do you foresee with the Owner's Representative?
9. Give an example of a project that reflects your ability to effectively
manage, design and monitor a project to completion. (After answer is
given...) Now, please tell us about a less-than-successful project and what
lessons, if any, you learned from it.
10. As was explained, the project will be divided into two phases. Phase 1
includes the siting and feasibility studies. Phase 2 is the programming,
design, and construction of the library. While the City intends to use the
same architectural team for both phases, the City reserves the right to
award Phase 2 to another architectural team. Do you have any problems with
proceeding with the work on this basis?
Following the interview of each of the three firms, Committee members compiled
their scores for each of the three applicants. The Committee members then
received information, compiled by Tony Greiner, related to reference questions,
which he posed to references for each of the three applicants. Tony's references
were as follows:

BML - References at the University of Oregon School of Journalism,
Tektronix, and the Oregon Graduate Institute. Tony also
conducted references for Cynthia Ripley, the Library Consultant to
be used by BML. References for Cynthia were conducted with the
Danville Public Library in California, Redwood City Library in
California, and the Berkeley Public Library in California.
SERA - References were checked with St. Martins College Library in
Washington,. Ashland Public Library in Oregon, and Gresham Public
Library. Tony Greiner also consulted references for Kathryn Page,
Library Consultant for SERA. References were checked with
Solano County in California, Santa Clara Library in California, and
San Jose Public Library in California.
Hennebery Eddy -
References were checked with the City of Seaside, Oregon;
Estacada Public Library, and Multnomah County Library. The
Hennebery Eddy Library Consultant proposed, Dallas Schaefer,
gave his references as Multnomah County Library,Forest Grove
Library, and City of Hillsboro Library. Each of these references
were checked by Tony Greiner.
Committee members decided to rate the three applicants individually and submit a
handwritten list rating the architects from one to three. All Committee members
submitted a vote, which resulted as follows:

The Committee authorized Bill Monahan to contact BML and invite BML to attend
the next Committee scheduled for Thursday, February 17, 2000, at 6 p.m. in the
Red Rock Creek Conference Room. If BML can attend, the Committee meeting will
be devoted to discussing the initial elements of the work program to be carried out
by the Committee and the Consultant.
