Sam, we did receive your email last week and we understand that what was being
proposed, would require a Type 2,Task 2, review and that what is being proposed, does
not meet the current Design Standards, thus would not be approved.
The tenant has chosen to abandon this project; there is nothing further we will need.
You mention canceling the DDR but all we did was inquire about the proposed change,
there was never a DDR set up, as far as I know so we should not have anything to cancel.

Good evening Darin and Mike,
The most recent proposal for the kiosk at 11945 SW Pacific Highway
Suite#100 involves moving all four walls out to the edge of the concrete
slab, and then putting on a new roof. Darin recently confirmed with me
over the phone that a demolition would be involved, and so I decided to
discuss this new information at a Staff Meeting. In this meeting,
Community Development Staff determined that this proposal would be
a new development, and Community Development Code (CDC)
18.650.030.A.2 reads that new development must go through a Type 2
procedure: "2. Track 2. The administrative review track is more complex
and provides for a Type II review process that requires review utilizing
clear/quantifiable standards. It applies to new development and
renovation/remodeling projects listed in 18.650.030.B.2.a." .The kiosk
structure appears to be nonconforming and it doesn't meet the design
standards shown in Table 18.650.1.The new development that you are
proposing in the same location would not meet the setback standards
listed in that table, and therefore would not be approvable as a Track 2
procedure.
You will need to make this a Type 1 procedure by making changes listed
in 18.650.030. Another option is moving in and making no changes to
the structure. If you are interested in canceling your DDR, please fill out
the Request for Permit Action form and then send it in to me. As always,
please let me know if you have any questions.

Sesame Donuts Narrative PLANNING/ENGINEERING
We are proposing to increase the size of structure located at 11945 SW Pacific Hwy. St #100.
Sesame Donuts intends to increase the of existing coffee kiosk from approximately 75 square
feet to about 210 square feet. We will increase structure 4 feet East and 8 feet south. We shall
add two windows, one will be on the east side and the other will be on the west side.
Entry door will be located on the east side of the structure rather than the north side. In order
to expand on the south side towards pacific hwy. we are proposing to remove two parking
spaces in which we believe are extra.
All plumbing and electrical will remain the same. The structure currently has a mop sink locate
on the outside of the structure facing west.

1.Track 1: Design review compliance letter using design standards. PLANNING/ENGINEERING
a. Applicability.
i.Addition, elimination, or change in location of windows that does not decrease the minimum required
window coverage;
We will be adding two windows. One will be on the east side and the other will be on the west side of the
building. Sizes will be 4'x4'and each window will he 36 from the floor.
ii.Addition, elimination, or change in location of entry doors and loading doors;
Door is currently on the north side, Door instead will be on the east side. This door will be the entrance
of the newly proposed building.
iii.Addition of new and change to existing awnings, canopies, and other mounted structures to an
existing facade;
There will be canopies above drive through windows on the North and South sides. Each canopy will be 5
feet wide.
iv. For commercial and mixed use developments, modification of up to 15 percent on-site landscaping
with no reduction in required landscaping. Modification refers to changing the hardscape elements and
the location of required landscape areas or trees;
Not applicable
We will not be changing or working on any landscape
v. Modification of off-street parking with no reduction in required parking spaces or increase in paved
area;
There will not be a reduction in required parking. The parking lot has excess parking spots. Map on file
shows the two parking spots we are proposing to remove. Those two spots should be excess parking.
They are located on the south side of the structure.
vi.Addition of new fences, retaining walls, or both;
Not applicable. We will not be adding any fences, or retaining walls.
vii. Changing of existing grade;
Grade will remain the same. No changes
viii. An increase in the height of the building(s) less than 20 percent;
Currently the structure is 13 feet high, we are proposing to make it 14 feet instead.
ix.A change in the type and location of access ways and parking areas where off-site traffic would not be
affected;
Offsite traffic will not be affected by the removal of two excess parking spots. There will not be a change
n any type or location of access ways.
x.An increase in the floor area proposed for a nonresidential use by less than 10 percent or under 5,000
square feet;
currently the structure is about 75 square feet and we are proposing to make it 207 square feet.
xi.A reduction in the area reserved for common open space or usable open space,which does not
reduce the open space area below the minimum required by this title or reduces the open space area by
less than 10 percent.
This does not apply to us.

Drivethru will be 10 feet wide. Attached plan shows Dimensions

need the second drive thru, please show that this will not be on the site plan
A second drivethru is crucial for this business to succeed. It allows a faster
service meaning serving more people in a short period of time. Customer are not
interested in waiting for a cup of coffee especially at a drivethru.
2. Entrance
a. The CDC says the following about primary entrances in CDC
18.650.070.A.2.a.ii : ii. Each entrance shall be covered, recessed, or treated with
a permanent architectural feature in such a way that weather protection is

i. To meet this criteria, how will
you provide weather protection? Please update the elevations to show
that you are meeting this criteria Attached elevation will show a canopy
that will protect door from weather. Canopy will protect window and door
and per elevation, canopy will be 24 inches in depth. Canopy will be a
part of the building structure.
3. Windows
a. Can you send to me photos of the existing south and east facade that
include dimensions for the building and windows? I need to see the current
window coverage, and I will compare the existing percentage to your proposal.

b. CDC 18.650.070.A.3.a.ii reads as follows: ii. Ground floor window
transparency. All buildings with nonresidential ground floor windows shall have a
visible transmittance (VT) of 0.6 or higher, with the exception of medical and

reflect that into my elevations. I'm not capable of drawing it. Will a

Thank you for sending me the elevations on Thursday evening. I sent an email earlier today to Mark, since it is
important that we have an updated parking count for this site. I am working on your DDR for Sesame Donuts,
and after looking at your additional documents, I need some more information on how your proposal will meet
the Development Code:
1. Site Plan
